1991 – Tajikistan, upon independence from the USSR, did not inherit the Russian gambling laws. This means that even though lottery was legal during the Soviet era, it was outlawed in 1991.

2012 – In order to combat illegal gambling and to help enforce the strict licensing requirements an import ban on gambling goods was introduced, which prohibits the import of gaming machines, gaming tables and similar, even for personal use3.
2019 – The largest to date Tajikistani illegal gambling network was exposed and dismantled2. A few politicians, rich people from Montenegro and the Serbian maffia were implicated in the scandal. The reputation of the gambling sector remains very bad as a result of this scandal.

UPDATE 2022: Important new development in the gambling sector of Tajikistan:
“The Ministry of Finance of the Republic of Tajikistan considered the issue of amending the Law of the Republic of Tajikistan “On Licensing certain types of activities” and the Resolution of the Government of the Republic of Tajikistan dated 3.04.2007 No. 172 “On Approval of the Regulations on the Specifics of Licensing Certain Types of Activities”, signed by the President of the Republic of Tajikistan on 26.03.2009 No. 485.
On this issue, according to the protocol of the Commission of the Ministry of Finance of the Republic of Tajikistan for the issuance of a license, it was decided not to comply with the activities of slot machines and the maintenance of casinos, as well as to revoke previously issued licenses for these types of activities.
Also, it was decided to notify and revoke previously issued licenses that were issued to individuals and legal entities engaged in these activities.

Gambling is legal in Tajikistan, since 2004. The main piece of the gambling legislation is the 2004 Law on Licensing Certain Specific Types of Activities (Дар бораи иҷозатномадиҳӣ ба баъзе намудҳои фаъолият)1 and its amendments.
UPDATE: However, this will be replaced very soon with the draft Law on the Activities of Totalizators, Bookmakers and Lottery-like Games (Дар бораи фаъолияти кассаҳои тотализатор, идораҳои букмекерӣ ва бозии ло)5. This will entirely revamp the legal framework of gambling in Tajikistan.

Despite being a Muslim country (98% of the population is an adherent of Islam), games of chance are not outlawed. Although, they are certainly looked down upon by most of the population (the various scandals, organized crime connections and the many illegally operating gambling venues certainly contributed to this reputation).
Even though gambling is legal, the sector is very underdeveloped, the main reasons for this are:
- poverty

- bad reputation of the sector
- few tourists

It’s very difficult to find reliable information about the Tajikistani gambling sector due to the obscurity of the country. However, the following forms of gamblign are known to be legal:
- lottery (including lottery-like games: keno, scratchcards, and most likely bingo as well)

Most gambling websites state that gambling is illegal in Tajikistan. This is not true, it is legal.
Online gambling is also legal in Tajikistan, since 2004.
Even though the 2004 gambling legislation originally did not regulate online gambling, it was understood that the legislation applied to internet gambling as well. However, the new 2020 gambling legislation does mention online gambling specifically.
Only licensed digital gambling platforms can accept players from Tajikistan. Using unlicensed gambling websites is illegal (although this is not enforced).
The lack of specific internet gambling laws is because the internet penetration rate was historically very low (in 2010, less than 10% of the Tajik population had access to the internet). There is also an internet monitoring and blocking system in force in Tajikistan. The Ministry of Finance of the Republic of Tajikistan is responsible for issuing licences to gambling companies in Tajikistan. You have to contact them if you want to open a casino in the country. They do not have an English website and you have to contact them in Tajik.

Tajikistan gambling taxation
The tax payable by gambling companies is determined by the Tax Code of the Republic of Tajikistan6, which states the following:
“Article 233. Special Rules:
Determination of the amount of VAT payable in the case of gambling, lotteries, services provided by travel agents, consignment sales, sales of second-hand (used) goods, and other types of activities in which direct determination of the tax base and other aspects of taxation on the basis of the general rules is difficult, shall be performed following the procedure established by the Republic of Tajikistan government.”
However, this procedure can not be found in Tax Code of Tajikistan or anywhere online. Therefore, we do not know the Tajikistan gambling tax rate, and it is likely that it is determined on a case by case basis.

The Ministry of Finance of the Republic of Tajikistan considered the issue of amending the Law of the Republic of Tajikistan “On Licensing certain types of activities” and the Resolution of the Government of the Republic of Tajikistan dated 3.04.2007 No. 172 “On Approval of the Regulations on the Specifics of Licensing Certain Types of Activities”, signed by the President of the Republic of Tajikistan on 26.03.2009 No. 485.
On this issue, according to the protocol of the Commission of the Ministry of Finance of the Republic of Tajikistan for the issuance of a license, it was decided not to comply with the activities of slot machines and the maintenance of casinos, as well as to revoke previously issued licenses for these types of activities.
Also, it was decided to notify and revoke previously issued licenses that were issued to individuals and legal entities engaged in these activities.
