Gambling is legal in Montenegro since 2006, according to the Games of Chance Act (Zakon o igrama na sreću)1, which is the main piece of the gambling legislation.
Games of chance are divided into two groups, namely lottery games of chance and special games of chance.
- The first group encompasses the lottery, bingo, lotto, keno, and other similar draw games,
- while the second group encompasses casino games, betting, sports betting and games on gaming machines.
History of gambling in Montenegro: Montenegro spent most of its history as part of other countries.
Before 1992 (when Montenegro was still a part of communist Yugoslavia) all types of gambling (except the state run lottery) were prohibited. However, gambling was actually legal once already in 1909, prior to the communist regime.

Online gambling in Montenegro is also legal since 2011.
The Game of Chance Administration controls the licencing procedure both for brick-and-mortar casinos and online gambling operators.

Gambling licensing in Montenegro
Gambling licenses are issued by the Administration for Games of Chance (under the supervision of the Ministry of Finance). You have to contact them if you wish to set up any sort of gambling business in Montenegro. Their website is available in English as well.
Gaming concessions are issued upon an operator’s request, with exception of casino and lottery concessions. Casino licenses are subject to a competitive tender procedure and the lottery isa monopoly (details can be found below at the lottery section).

Montenegro was among the first countries in Europe to actually start issuing internet gambling licenses. With these, online gambling operators can accept players from Montenegro, but more importantly, they can also accept players internationally.
Gambling licenses from Montenegro used to be popular in the early 2010s. However, recently, many payment processors decided to no longer work with gambling operators licensed in Montenegro2.

 Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivizing hard work and entrepreneurship).
