Legal status of digital casinos in Belgium: legal since 2011, operators require a licence
Online casinos are legal in Belgium since 20111 (according to a 2010 amendment to the gambling legislation, in force from 2011).
Operators require a license, but only companies which already have a land based casino license can apply for an extension to that license (there is no separate online gambling license). These are extensions to the A, B and F, namely the casino (A)2, the amusement arcade (slot hall, B) and the bookmaker license (F).
A company needs to operate a land-based casino, an arcade, or a betting shop to be able to apply for an online extension, which creates a lot of issues for foreign online casino operators, considering that all 9 casino licenses are taken.
This has caused a lot of controversy. Because according to EU laws, Article 56 of TFEU3: if a country does not provide any means for foreign online casinos to acquire local licenses, then they can not punish or block these gambling websites, or players who visit them.
According to some interpretations of this law, the local license means a local online gambling license that is not tied to a brick & mortar license. And according to some experts, the current licensing system contravenes the EU online gambling directives.
However, court rulings seem to favour the Belgian government over the offshore online gambling operators4.
UPDATE 2021: The latest foreign online gambling operator which entered the Belgian online gambling market is bwin, which partnered with Belcasinos, a subsidiary of Group Partouche. They were able to secure an access to an A+ online casino licence through them.
Because Belgium is considered a wealthy country, there is no shortage of online casinos targeting the local populace, despite the cumbersome licensing system.
Unlicensed online casinos are blocked, despite Article 56 TFEU.

Can tourists play online while visiting Belgium?

This is a list of all the currently operating casinos in the country, with address, opening hours, number and types of games, dress code, entrance fee, reviews and a video of each gambling establishment if one is available.
Blankenberge Casino
Blankenberge Casino, address: Zeedijk 150, 8370 Blankenberge
Blankenberge casino was designed by architects Leon Stynen and Van Sluys & Speybrouck. It was built on Blankenberge’s sea dike in 1936.
The building is a prime example of modernist architecture, which is disliked by many nowadays.
The interior is in the art deco style, typical of the ‘amusement architecture’ era between the the world wars. The most interesting part of the interior decoration is the wall depicting the Battle of Sluis by artist Albert Saverys.
Between 1992 and 1995 the casino was fully renovated.
Making the building even more unique and divisive is an artwork by Czech artist David Cerny, which consist of the statues of three giant babies, which crawl over the facade of the building.
The casino has no English language website, it is only available in Dutch and French.

Casino de Spa
Casino de Spa, address: Rue Royale 4, 4900 Spa
Casino de Spa (or Casino van Spa, or just Casino Spa) is Belgium’s oldest casino, in operation since 1763 (this is the world’s oldest casino that is in continuous operation in the same building).
The casino has survived three gambling bans (1872, 1902 and 1999), as well as fires in 1909 and again in 1917, which required extensive reconstruction that only finished in 1929.
This grand Neoclassical building is named the Redoute, which was the preferred French term for a gambling establishment in the 18th century.
The casino doesn’t have an English website.

Casino Oostende, address: Oosthelling 1, 8400 Oostende
Casino Oostende (officially Casino-Kursaal Oostende) has reopened only recently, in 2021 August.
Kursaal actually means a “spa house”, and it was used to describe resorts on the seaside, which were very popular during the early 20th century.
The current iteration of the building is actually the third one. It had to be entirely reconstructed because it was destroyed during WW2.
The venue is part of Belcasinos, a subsidiary of Group Partouche.
The casino has a 2400 m2 gaming space.
The casino doesn’t have any website at the moment, it’s under construction (it”s only a landing page with the opening hours, which you can see below).
Games: around 200 gaming machines, and around 25 tables (3 blackjack, 20 American Roulette, 2 poker tables)

The casino Namur is a mid sized casino, part of the Circus casino group.
It is part of Belcasinos, a subsidiary of Group Partouche.

Grand Casino Chaudfontaine-Liège, address: Esplanade1, 4050 Chaudfontaine
A smaller casino in the Ardennes, at the border of Luxembourg,, only 10 minutes of Liège. Part of the Starcasino group.
They also have an online casino licence extension, and operate an online platform as well.
UPDATE: Casino Chaudfontaine is currently closed for renovation due to the major floods in the region. It’s not know yet when it will open.

The casino in Dinant is a medium sized casino by Belgian standards (by international standards it is small).
The casino’s official name is Infiniti Casino de Dinant. It is part of Belcasinos, a subsidiary of Group Partouche (Belcasinos actually is in partnership with bwin, bwin uses their casino licence to accept players from Belgium legally).
The casino has no website or official online presence whatsoever.

Middelkerke Casino, address: Westendelaan 94, 8430 Middelkerke
This is one of the smaller Belgian casinos (at least currently, the new building will have more games).
The current building of the casino is located at the Westendelaan, at the Belgian seaside (which means it would qualify to be called a Kursaal casino, but they don’t use that designation).
The casino has no English website.

The casino in Knokke is a larger casino (hence the moniker “grand”) by Belgian standards (by international standards it is bellow average). The full official name is Napoleon Games Knokke-Heist Grand Casino, which quite a mouthful, and unsurprisingly it is not apart from promotional materials, ads.

The town of Knokke-Heist is considered the most exclusive resort on the coast.
The casino is known for housing art by Keith Haring, Rene Magritte and Paul Delvaux.

Legal status: not specifically regulated
Cryptocurrencies are not yet regulated in Belgium.
However, The National Bank of Belgium (Banque nationale de Belgique, BNB) and the Financial Services and Markets Authority (Autorité des services et marchés financiers, FSMA) did state that they are not recognised as a legal tender.
