Online casinos are legal in Hungary.

The online casino system was recently overhauled in October 2016 due to politically motivated attacks from other EU countries ideologically opposed to Hungary.

On 26. September 2016 the Hungarian parliament voted on and accepted the newest modification of the Hungarian gambling act, specifically regarding remote gambling.

As a side effect of this modification, Hungary may now punish unlicensed online casinos accepting the country (players are not prosecuted only the operators, companies are targeted).

With this change, the government aims to force unlicensed online casinos completely out of the market, which would provide a more favourable situation for casinos with a Hungarian background. Now ISP (Internet Service Providers) can be fined for failing to block international online casino sites or their advertisements targeting Hungarian players.

Additionally, Hungarian gambling blogs advertising unlicensed online casinos (in Hungarian, and targeting Hungarian players) are also in breach of the law on “szerencsejáték szervezés”1 (organizing games of chance). However, gambling blogs have not yet been targeted.

/Comment: Though it’s only a matter time, seeing how many of them there are, and they only ever advertise unlicensed online casinos, which illegally accept players from Hungary./

The new version of the gambling act could, in theory, lead to a better regulated online casino market in Hungary as well as better protection for the players from the addiction associated with this form of entertainment.

Online casino gambling is supervised by the Gambling Supervisory Authority (Szerencsejáték Felügyelet) and the National Tax and Customs Administration of Hungary (NAV).

Online casino extension are only granted to companies with a preexisting brick & mortar casino licence (details of the land-based casino licenses can be found in the section below this).

Only licensed online casinos can accept players from Hungary. Right now there are only two licensed online casinos in the country: vegas.hu and grandcasino.hu.

Can tourists play online while visiting Hungary?

Yes, tourist (or non-citizen expats, or illegal migrants) can play online freely while enjoying their stay in the country. The limitations mentioned above only apply to Hungarian citizens.

 

Online casino licensing and regulatory body of Hungary: 

Online casino gambling is regulated and controlled by the NAV (the National Tax and Customs Administration of Hungary) and the Szerencsejáték Felügyelet (Gambling Supervisory Authority, a branch of SZTFH). The Gambling Supervisory Authority issues all online casino licenses and oversees all licensed gambling activity within the country. Their website is not available in English.

The number of online casino licenses is capped at 11. And only licensed land-based casinos are allowed to operate online casinos, but partnering with foreign companies is possible (only one of them, Grandcasino Debrecen is in such a partnership, they operate grandcasino.hu).

Taxation of online casino sites in Hungary: 

The gambling tax payable is not determined by one specific standalone act, but rather it is determined by various pertaining clauses of the tax law2.

 

Online casino gambling is taxed the following way:

  • If the the annual turnover is below 10 billion Hungarian Forints (€28 907 670): 30% of annual turnover
  • Over 10 billion hungarian Forints: it’s 3 billion hungarian Forints + 10% of part of annual turnover, which is above 10 billion

 

+ a high annual license concession fee (116 million Hungarian Forints per online casino website, €335 338, second highest licensing fee in Central Europe) can be entirely deducted from the taxes paid.

It’s among the top 10 highest annual licensing fees in Europe, and the highest in Central Europe.

 

For the players, taxation of gambling winnings in Hungary: Players don’t need to pay taxes on gambling wins if it’s from legally operating licensed operators.

However, players do need to pay taxes on winnings from unlicensed gambling companies.

Land-based casinos in Hungary

Legal status of brick & mortar casinos in Hungary: legal since 1991, operators require a licence, slot halls are not legal

 

Land-based casinos are also legal in Hungary since 1991, and the main piece of the casino gambling legislation is the the 1991 Law on Organizing Gambling Activates (1991. évi XXXIV. törvény a szerencsejáték szervezéséről)1. Actually, the history of casinos predates the 1990 regime change.

History of casinos in Hungary: Prior to the fall of the USSR certain reforms were enacted in some of the satellite states (e.g.: Georgia, Bulgaria and in Hungary), according to these reforms gambling houses in certain resort towns were allowed to operate from 1989.

These were not quite casinos (no gaming machines, only a few tables). Usually these gambling houses were the ones, which transformed into the first casinos after the regime change and subsequent legalization.

Hungary was no exception in this regard, and the first casino, Casino Sopron, opened in 1989, in the city of Sopron, as the name would suggest.

Prior to 2012 slot halls were also legal, and there were thousands of venues with gaming machines. They were ubiquitous, and so was gambling addiction, corruption, organized crime involvement, which led to the closure of these establishments.

Because this was a lucrative market with involvement from some of the biggest European gambling companies, the bigger slot machine operators have attacked this decision in front of the EU Top Court, which ruled in 2016 that the Hungarian gambling law went against EU regulations. But nothing happened since, and the ban is still in effect.

The maximum number of casino licenses is capped at 11, and all of these licenses are taken (at the time of writing).

Most of the casinos in Hungary are owned by two companies: LVC Diamond and CASINO WIN. Together they own 8 out of the 11 casinos.

By international standards the casinos in Hungary are definitely on the smaller side.

5 out of the 11 casinos are located in the capital of Hungary, Budapest (all owned by the same company LVC Diamond).

Grand Casino is located in Debrecen, the center of Hajdú-Bihar county, the second biggest city in Hungary.

The company behind Grand Casino Debrecen is also the owner of the second licensed online casino in Hungary (grandcasino.hu, which is part-owned by a company registered in an offshore tax haven, tied to a Dutch born-into wealth shady guy, it’s best to avoid it*).

There is controversy regarding this casino and their online casino*, it is partly owned by a born-into wealth shady silver-spoon Dutch millionaire’s offshore company (registered in an offshore tax haven), and it is reportedly not paying its fair share of taxes in Europe. But for now, the casino is still in operation**.

This smallish casino (average by Hungarian standards) is open 24/7 and it has a bar too (both the bar and the tables are not open 24/7 only the slots area). The gambling establishment has fairly new  gaming machines (recent, 2017-2020), from the best brands (NOVOMATIC, APEX, AMATIC, RABBIT-DICE , ACT).

The casino is owned by Civis Grand Kft., and it is one of the three casinos that is not a part of the CASINO WIN or LVC Diamond group.

This is the first casino of the Las Vegas Group on the list (all Las Vegas casinos are owned by LVC Diamond Játékkaszinó Üzemeltető Kft.).

There are 5 Las Vegas casinos in Budapest altogether, this is the biggest one, and it is also the biggest casino in Hungary.

The gaming area is 1200 m².

Onyx Casino is a smaller casino located in Nyíregyháza, which is the administrative centre and biggest city of Szabolcs-Szatmár-Bereg county. It’s the only casino in the city.

They also have a bar but no restaurant. This is one of the few casinos that is not part of the CASINO WIN or LVC Diamond group, which own 90% of the casinos in Hungary.

Sadly the casino has no English website, only a Hungarian one, which makes it difficult for tourists to get information.

This is the only casino of Miskolc, the administrative centre and biggest city of Borsod-Abaúj-Zemplén county. It is part of the CASINO WIN group.

The venue is named after Tropicana casino in Budapest (which is owned by a different company, LVC Diamond).

This is the smallest casino of Hungary.

This is one of the 3 Casino Win casinos. This one is located in Pécs (the only casino in Pécs), the centre of Baranya country and the fifth largest city in Hungary.

The 400m2 smaller casino is the newest addition to the Hungarian gambling scene, it only opened in 2018.

The casino doesn’t have an English language website.

Because the casino is such a recent addition, all the machines and tables are brand new, there are no old slots here.

 

There are at least a 100 slots (, they are recent, from 2018 and 2019). There are 30 tables (american roulette, blackjack, poker, Ultimate texas hold ’em), the most in Hungary, but no info on the actual number per type, not sure how many live dealer tables they have an how many of the 30 are poker tables. There are also Alfastreet and EGT Vega electronic roulette machines, at least two, but no info on how many wheels and terminals they actually have. No info on the poker games and tournaments anywhere online (which is a good sign that it is not really active).

The casino in Győr is a gambling establishment of the Casino Win group (second biggest casino group in Hungary, operating 3 casinos).

This is a fairly typical medium sized casino (by Hungarian standards, small by international standards).

Casino Sopron is Hungary’s oldest casino, in operation since 1989.

This is the only casino in Sopron, the centre of Györ-Moson-Sopron county.

Sadly this is also Hungary’s least good looking casino with the worst, oldest slots.

In 2016 they relocated from the old building, which was really ugly and dilapidated,  but the new building is still not up to par with the other casinos in Hungary (but it’s a huge improvement).

The casino is 100% owned by Casinos Austria International GmbH., Austria’s huge casino company. Which is really surprising, because you would think they would  invest into their only Hungarian property, but you would be wrong.

However, the casino has a very good website, which is also available in English, you can even take a virtual tour of the casino here, which is a fantastic idea.

They also have free drinks and food for players.

The clientele is mostly 50+. There is a VIP program for high rollers.

Las Vegas Tropicana is perhaps the best known (and actually the smallest, only 570 m2) casino in Budapest, capital of Hungary, part of the Las Vegas group (the biggest casino group in Hungary, they operate 5 out of the 11 Hungarian casinos).

Casino Tropicana Miskolc was named after this casino. It is a typical medium sized casino (by Hungarian standards, small by international standards).

Bitcoin and other alternative digital currencies are not illegal in Hungary, but they are also not considered legal tender  (they are taxable commodities, 15% personal income tax applies to bitcoin from 2021).
