Guide to Gambling in Hungary

 

Hungary is a landlocked country in Central Europe. It is located in the Carpathian Basin and shares borders with Slovakia, Romania, Serbia, Croatia, Slovenia, Austria and Ukraine. The country’s population is around 10 million. Hungary’s capital and largest city is Budapest with approximately 3,3 million residents in its metropolitan area. The country’s official language is Hungarian which is the most widely spoken non-Indo-European language in Europe.

Gambling is legal and regulated in Hungary since 1991.* Gambling is regulated and controlled by NAV (the National Tax and Customs Administration of Hungary). The NAV controls the licensing process and oversees all gambling activity within the country, including online gambling. The law allows the licensing of 11 brick and mortar casinos throughout the country but as of now, only 8 casinos are operating in Hungary. These casinos offer the popular games to players like blackjack, roulette, and poker to name a few, but sports betting, lottery and lottery type games (scratch cards, keno, bingo etc.) are monopolies of Szerencsejáték Zrt.. Szerencsejáték Zrt. (Game of Chance cPlc.) is a state controlled gambling operator controlling the national lottery and sports betting in Hungary. Since 2012, gambling is limited to licensed casinos and bookmakers of Szerencsejáték Zrt. and smaller establishments can no longer operate slot machines.

Online gambling is also legal in Hungary. After years of negotiations with foreign gambling companies and EU officials the new licensing system is complete.** The first licensed online casino is said to be opened in the second half of 2017 by LVC Diamond Kft., in partnership with Ezugi and Finnplay*** (lottery, online lottery, lottery type games and sports betting remain the monopoly of the state). LVC Diamond Kft. is owned by one of the companies of Andrew G. Vajna, a Hungarian born world famous producer (producer of Rambo, Total Recall and Terminator) and owner of multiple casinos in Budapest. He is currently serving as the government commissioner in charge of the Hungarian film industry (his work is associated with the film Son of Saul, Oscar for best foreign movie in 2016).

Szerencsejáték Zrt. already operates an online lottery and an online bookmaker. Foreign online gambling operators must acquire a license to be able to accept players from the country. However, due to unattractive license terms and conditions not many online gambling operators applied so far.
ISPs block unlicensed gambling websites, but players are not prosecuted.

Bingo is not very popular in Hungary. There was only one bing hall in the entire country (Bingó Sugár, opened in 2009) but it closed.

Acquiring brick & mortar bingo licenses is not possible for foreign operators. However, with the recent changes in the online gambling licensing system in Hungary it might be possible to acquire online bingo licenses later on.

Because of the lack of popularity, no online bingo website ever tried to get a license in Hungary, and it is also not possible at the moment. Although this might change soon.

 

Poker in Hungary

 

Online poker in Hungary: legal, requires license

 

Players from Hungary can play poker in Tropicana casino and in Las Vegas casino in Budapest. Both of these casinos also regularly organize poker tournaments (the Budapest Poker Open).

Online poker is legal as well. However, no online poker licenses were issued so far. Unlicensed gambling websites are blocked by the National Tax and Customs Administration of Hungary. However, players from Hungary, are not prosecuted for playing at an unlicensed offshore online casino.

There are currently no online poker operators with a Hungarian license. Therefore I can not recommend any.

 

Sports betting in Hungary

 

Online sports betting in Hungary: legal, state monopoly

 

 

Sports betting is one of the most common forms of gambling in Europe (especially betting on football). It is very popular in Hungary as well. Sports betting is the monopoly of the state-run Szerencsejáték Zrt. The company’s subsidiary, Tippmix handles sports betting. Players from Hungary can bet on sports online too on the company’s website.

Foreign online sportsbooks will soon be able to enter the Hungarian market*, but for now it is the monopoly of Tippmix. The government blocks foreign, unlicensed bookmakers but punters from Hungary are not prosecuted for placing bets with them.

Lottery in Hungary

Arguably, the lottery is the most common form of gambling in the world. It is certainly, by far, the most popular form of gambling (both online and offline) in Hungary. The lottery is a state monopoly in the country with the state-owned Szerencsejáték Zrt. controlling it. The company offers many types of lottery and lottery type games, e.g.: Keno, 6-os Lottó, 5-ös Lottó, and Skandináv Lottó, scratchcards amongst others. Players from Hungary can purchase lottery tickets online too. Hungary is also one of the participating countries in the European lottery, Eurojackpot (but not Euromillions) and many other foreign lotteries are available to Hungarian citizens through lottery agents and websites.

Bitcoin gambling is still a relatively new phenomenon so only just a handful of countries issued laws regarding its use. As of now, there aren’t any specific laws in Hungary concerning Bitcoin gambling. Bitcoin gambling is online gambling with a digital currency. All online gambling operators, who wish to accept players from Hungary have to acquire a license and Bitcoin casinos are no exception. However, so far, no purely Bitcoin casino (casino that accepts only Bitcoin, the casino below accept other currencies as well) applied for a license, and therefore, the details are not yet clear.
