Online casino gambling is legal and regulated in Bulgaria since 2012.
The law determining the requirements for the legal operation of online casinos is the Bulgarian Gambling Act of 20121, last amended in 2020. This law was created with two main objectives in mind: issuing licences to casino and online casino operators so that they will be able to offer their services with official permission, and to increase the revenue from the taxation of internet gambling.
Originally, the Bulgarian gambling law included high taxes and strict regulations, which deterred many investors and online casinos from expanding to Bulgaria.
The gambling law has since been altered multiple times, and the online casino gambling tax was reduced (detailed info about online gambling taxation can be found below), and due to these changes the Bulgarian online casino market is on the rise (although the number of licensed online casinos is still small, you can see a list of online casinos, which accept players from Bulgaria below).
Bulgarian player still overwhelmingly play in foreign online casinos, the majority of which are unlicensed.
The Bulgarian government has taken several measures to counteract this, and the majority of unlicensed foreign online gambling websites are blocked. These unlicensed online casino operators – both Bulgarian and foreign – are put on the ever-expanding blacklist.
Blacklisted casino operators are blocked by internet service providers, and the are not allowed to apply fora license later on, according to the gambling legislation.

- the gaming software and any updates must be approved by the NRA
- post-approval, the applicant must invest BGN 1 m (approx. € 511 K) within 6 months of licensing
- the regulatory agency must be provided with information about the sources of these funds

The casino advertises itself as the “newest and the most exclusive gaming facility in the Bulgarian capital Sofia”. Which would mean it’s for rich people, it’s very expensive, high minimum bets, high limits, and there is a strict dress code.
/Comment: Btw. these types of casino are usually called casino clubs. The people who did the English translation were just probably not aware of the international casino naming conventions./
However, this is in strict contrast with the other Palm Merkur venues, which are very accessible and don’t even have a dress code. Therefore, I assume this is some marketing gimmick or bad translation. This not a real casino club, this is just a regular casino.
The interior decor of this casino is the most impressive out of all the Bulgarian casinos and slot halls, IMO. You can check it out for yourself by watching the video below.
In terms of size it’s an average casino (by Bulgarian standards, it’s small by international standards).

The casino is located within the well-known and popular Intercontinental hotel, which was fully renovated in 2015. This is the flagship property of Intercontinental Group in Bulgaria (the group owns many other hotels and casinos in the country).
The casino itself is very small, the smallest on the list, barely more than a slot hall.
However, the place is very well know because of the hotel, and the whole complex also gets very good reviews: 4.5/5. This is actually the highest rated casino & hotel complex in all of Bulgaria.
