The legal framework of online casino gambling in Slovenia is on the precipice of major changes.

UPDATE 2022: The new Slovenian Draft Gambling Act is pending approval in the parliament since 2021. If passed, this will finally liberalize the online gambling sector of Slovenia. This new overhaul of the legal framework will make the country’s gambling legislation finally EU compliant.

The New Gaming Act will also impose fines and ISP (internet service providers) bans on sites that conduct games of chance over the internet without a licence. Actually, Slovenia already blocks many of the biggest unlicensed offshore internet wagering platforms, even though this is against EU laws.

/Comment: Article 56 TFEU prohibits restrictions on the freedom to provide services within the EEA, there was litigation because of this behind the scenes,  for years, but they do it anyway1.

The Slovenian online gambling sector slowly started changing around 2012. In 2012 the Slovenian government began preparations for the introduction of a new gaming act, one that would explicitly regulate online casino gambling in the country, and one that would liberalize the sector.

As Slovenia is part of the European Union the original plan was for the new gaming act to be compliant with relevant EU directives and to come into effect in 2014, but debates over the exact way online casinos should be regulated and how to make the new regulations EU complaint made this impossible (and of course gambling is always a politically charged topic, there was a lot of politicking as well). Therefore, after all the compromises, they come up with something very weird in 2016.

In 2016 they legalized online casinos. However, the only Slovenian online casino licence was awarded to Casino Portorož d.d. (they operates Slovenia’s oldest casino, in operation since 1913, predates both Slovenia and Yugoslavia, and both world wars, first casino company of the country, details can be found in the Slovenia casino list below)1.

Additionally, private companies can not acquire online gambling licences currently, and there is no licensing system in place. This is 100% not EU compliant, pretty much as not EU complaint as one could make it.

Unsurprisingly Brussel was not happy, and they put pressure on the country and sued the government. However, ultimately they were placated by promises that the new 2022 Slovenian digital casino legal framework will be compliant with relevant EU and EEA directives.

In the meantime, Slovenian players can freely play in offshore online casinos.

Land-based casinos in Slovenia

Legal status of casinos in Slovenia: legal since 1991, operators require a licence, slot halls are legal too, but there is no separate licence

 

Casinos are legal in Slovenia since the country’s independence in 1991, according Law on Gambling (Zakon o igrah na srečo)1, which is the main piece of the gambling legislation.

Brick and mortar casinos were only specifically regulated in 1995, 4 years after the the country’s independence, after the disunion of Yugoslavia. However, in the meantime the existing casinos were allowed to stay open (e.g.: Grand Casino Portorož).

The oldest casino is Grand Casino Portorož, which actually predates both the independence of Slovenia and Yugoslavia, and it was established when the territory of what is now Slovenia was part of the Austro-Hungarian Empire (details of this casino cab be seen below, in the casino list).

Initially, casinos could only be established in the more important tourist towns (requirements were: one thousand tourist beds and at least two hundred thousand overnight stays by foreign tourists per year2, later the requirements were lowered, to allow cities near the Italian border, e.g.: Nova Gorica, to fully take advantage of the of the influx of Italian tourists.

At the moment there are 15 casinos operating in Slovenia, which is the maximum amount allowed by the Ministry of Finance. Interestingly, the city with the most casino establishments is not the capital, Ljubljana, but the small border town, Nova Gorica, close to the Italian border.

The largest casino in Slovenia is the Perla Casino & Hotel, also located in Nova Gorica, it is considered large, even by international standards. It is Europe’s biggest casino currently.

Slot halls are also legal in Slovenia.

/Differences between slot halls and casinos: Slot halls only have gaming machines and are usually smaller than casinos. Casinos have live dealer table games and card games as well, and the are usually larger.

Additionally, casinos are usually part of a resort complex with a hotel, and they are visited by a substantial number of tourists, whereas slot halls (also called electronic casinos) are more for the locals. Many studies have proven that slot halls contribute significantly more to gambling addiction and problem gambling./

There are 45 slot halls, which is the maximum number allowed. Because both the number of casinos and slot halls reached the limit set by the government, it’s not possible for private companies to get land-based gaming venue licenses anymore.

Slovenia has surprisingly big casinos for a country of just 5.5 million, even Europe’s current biggest casino (in terms of gaming machines and tables) is located in this small country.

The reason for this is the influx of well-off Italian tourists, which are the driving force behind the Slovenian casino sector’s expansion (most casino in Slovenia are located near the Italian border). Austrian tourists are also important to a secondary degree.

/Comment: Casinos in Italy are overpriced tourist traps, with entrance fees, and most are smaller than Slovenian casinos, that’s why many Italians prefer Slovenian casinos.

Can locals visit the casinos in Slovenia?

Yes, both locals and tourists can visit the casinos in Slovenia, unlike in some other countries (e.g.: in the entire muslim world casinos are only available to the tourists, locals can not enter).

Perla Casino is the biggest casino in Slovenia right now. Actually this is Europe’s biggest casino currently (in terms of number of games, you can see the games below). This is a big casino even by international standards.

/UPDATE 2022: City of Dreams in Cyprus is going to be a bigger casino. It will be Europe’s biggest casinos when it is completed, which is expected within 2 years./

The complex is part of the hit group, which owns the biggest Slovenian casinos, you will see the name pop up in this list multiple times.

As with most Slovenian casinos located on the border with Italy, this one is also primarily aimed at Italian tourists, although, because this is such a huge venue it attracts a diverse crowd of international travelers as well.

The casino is not that good looking, it’s really modern inside, but the exterior is uninspired (the building looks like a plain office building). Check the video below to check out how the casino looks like inside.

/Comment: I prefer the old and elegant European casinos in historic buildings much more, modern casinos do not ever come close to how those opulent, gilded, hundreds of years old European casinos in mansions, châteaus, castles, kurhauses look like. Nothing beats that./

Park, Hotel & Entertainment is part of the hit group, which owns the biggest Slovenian casinos.

Park is much more than just a casino, and to emphasize this they no longer call themselves Park Hotel & Casino.Regardless, their casinos is actually the second biggest in Slovenia.

They are also located next to the border with Italy, therefore you can expect many Italian tourists, and some Austrian tourists as well.

It’s a good casino, but there is nothing extra here, nothing special, nothing extraordinary here, e.g.: chocolate fountain in the middle of the gaming area, outdoor gaming terrace, money wheel (a..k.a. big six), pachinko machines from Japan, Pulse Gaming Arena like the one in Perla casino above, air hockey in the lounge or bar, champagne fountain in the VIP section, coin pushers and claw machines room, arcade section etc… IMO of course.

 

Games: around 435 gaming machines (slots, video poker, older slots, average selection, you can tell the casino is no longer their main focus), and around 20 tables (punto banco, blackjack, Ultimate Texas Hold’em Poker, Progressive Draw Poker, American Roulette) + electronic roulette

  1. the preferences of the visiting tourists changed, there is now more emphasis on entertainment, and other additional hospitality, catering services beside gambling,
  2. it’s sort of a PR strategy, the government is usually very anti-gambling, and has a very shallow, surface level understanding of gambling and casinos (not just in Slovenia, their idea of what a casino is comes from movies, most people who make decision about the gambling sector have never even been in a casino their entire life…), and this way they avoid some of their negative attention and politically motivated attacks.

 

However, these are not necessarily reflective of their revenue, gambling is probably still their biggest source of income.

4., Grand Casino Portorož

Slovenia’s oldest casino, established in the 1913 when Portorož was the rest town of the Austria-Hungary. The casino predates Yugoslavia, and for long time this was the only casino on the territory of Slovenia.

For a long time only tourists were allowed to enter, locals were forbidden to play in the casino. Obviously that’s not the case nowadays (they ended this practice gradually between 1991 – 1995).

The complex was fully renovated, partially rebuilt and extended in 2012. Now it is a hotel, resort, entertainment and casino complex.

Even though the casino section of the complex is somewhat small compared to the new, modern, big casinos of Slovenia, it gets the fourth place on the list because of its historic importance.

The building was called Villa San Lorenzo, and it acted as a casino + private club (invitation only) of the nobility and the rich and powerful men of the era (women were not allowed inside).
