Legal status of online casinos in Italy: legal since 2006, operators require a licence

While casinos have a long tradition in Italy  (the word ‘casino’ itself stems from the Italian word casa, meaning house) the legalisation of online casino gambling is relatively recent.

Online casino gambling is legal in Italy, since 2006, according to a 2006 decree of the Agenzia delle Dogane e dei Monopoli1.

This Comunitaria decree was created by the Italian gambling authority, the Agenzia delle dogane e dei monopoli. The ADM is the authority that oversees online casino gambling in Italy and issues the online casino licences (see below, in the Italy online casino licensing section).

Since the liberalisation of online casino gambling, Italy has issued quite a few licences. Over the years 200+ online gambling license were issued. However, many of the licensed online gambling companies have since left the Italian market due to the unfavourable taxation (e.g.: 32 Red, details can be found below in the online casino tax rates section).

Italy and EU gambling laws: Because Italy is an EU country Article 56 TFEU2 and Article 8 of Directive 98/34/EC (EU gambling directives) apply. The current Italian gambling legislation is EU compliant, according to the EU Top Court, after years of litigation, it was determined to be in compliance with EU laws.

By scrolling below, you can find a list of online casinos, which accept Italian players.

Can tourists play online while visiting Italy?

Yes, tourist (or non-citizen expats, or illegal migrants) can play online freely while enjoying their stay in the country.

Online casino licensing and regulatory body of Italy:

The Italian Agenzia delle Dogane e dei Monopoli (ADM) is in charge of regulating online gambling in Italy. If you wish to set up any sort of online casino business in the country, you have to contact them. Their website is available in English, but the relevant section about gambling and licensing is not.

Licensing requirements:

  • in case of an online casino the website must be registered on an .it domain (or at least have an .it subdomain as well, in case of bigger international platforms);
  • passports of all founders, shareholders and key employees;
  • an Italian bank account;
  • proof of financial sustainability;
  • proof of the gambling software quality;
  • detailed platform and games description in Italian;
  • detailed business plan (in Italian)

License fee: €350,000 (plus 20% VAT, annually)

Taxation of online casino sites in Italy:

The Italian government increased the tax rates of various gambling activities in 20193 and also in 2021. Currently, the online casino tax rates are the following:

Gambling tax in Italy

Online casinos (+ 3% on the total poker tournament buy-ins sold) 25% gross profits

These taxes are in addition to all the other regular taxes (e.g.: the corporation tax, which is 27.5%, really high). The Italian gambling tax rates are above average compared to other European countries, and are very high by international standards.

Land-based casinos in Italy

Legal status of brick & mortar casinos in Italy: legal since 1930s, operators require a licence

Casino are legal in Italy since the 1930s Mussolini-era government. However, they were not properly regulated until 1948, by the Legislative Decree no. 496 of 19481.

But this is not the full story. Casinos actually predate the Italian Republic (modern day unified Italy only exist since 1861, and casinos were not officially legal on a federal level, until the 1930s).

The oldest casino of Italy is actually almost 400 years old. It is the Casino di Venezia Ca’ Vendramin Calergi (in operation since 1638, details can be seen below in the casino list below).

Back then, casinos were exclusive clubs for the nobility and the rich people to gather, gamble, or to do business in private,  after the theatre or opera.

Public gambling establishments, on the other hand, were more frequently called gambling dens. They were taverns, inns, brothels or bathhouses, where rudimentary gambling also took place. They were not standalone gambling houses, and they had a really unsavory reputation.

Even today, Venice is still considered to be the centre of casino gambling within Italy and 2 of the country’s biggest casinos are in and around Venice (+2 of the licensed Italian online casinos are also licensed in or near Venice).

Italy has very few casinos, only 5. Considering the 60 million relatively wealthy inhabitants and the 91 millions of tourists visiting the country annualy2 (Italy is the third most visited country in the world),  it is indeed a very low number. Italy has the lowest casino per capita in the EU.

/Comment: To put it into context the Czech Republic has around 70 casinos even though the population is just 10 million and they get significantly less tourists (less than third of what Italy gets).

The reason for this is that the state grants very few licenses, and it’s also said to be a corrupt and bureaucratic system. And of course the high taxes (details above, in the online casinos taxation section)./

Instead of casinos, the Italian gambling sector is dominated by slot halls (only gaming machines) and so called electronic casinos (gaming machines + electronic tables, but no live dealer tables or card games, those are reserved for real casinos only).

UPDATE 2021: There are 397,000 slot machines outside of the casinos in Italy, in hundreds of slot halls, outnumbering gaming machines in casinos, approximately 100 to 1.

The resulting problem gambling and addiction (all attributable to these smaller gaming venues) is a hot button issue in the country, and it is often comes up during elections.

Italian casinos are so called European-style casinos (explanation here) with dress codes, entrance fees. They are elegant venues located in hundreds of years old historic landmark buildings.

Semi-formal dress codes are not unusual.

The largest casino in Italy is currently the Casino di Venezia Ca’ Vendramin Calergi (in terms of number of gaming machines + tables), and the Casino di Venezia group is the biggest casino group in Italy with 2 casinos.

Most of the gambling establishments in Italy have really old slots (10-15+ years old).

The most recent casino of Italy is the Casinó di Campioni D’Italia, which just reopened in 2021 (details below, the 5th element of the list below).

You can find all the currently operating brick and mortar casinos in the list below.

Can locals visit the casinos in Italy?

Yes, both locals and tourists can play in the casinos.

Casino licensing and regulatory body of Italy:

The Italian Agenzia delle Dogane e dei Monopoli (ADM) is in charge of regulating gambling in Italy. If you wish to set up a casino in the country, you have to contact them. Their website is available in English, but the relevant section about gambling and licensing is not.

Licensing requirements:

  • the website of the casino must be registered on an .it domain (or at least have an .it subdomain as well, in case of bigger international platforms);
  • passports of all founders, shareholders and key employees;
  • an Italian bank account;
  • proof of financial sustainability;
  • proof of the gambling software quality;
  • detailed platform and games description in Italian;
  • detailed business plan (in Italian)

License fee: €350,000 (plus 20% VAT, annually)

Taxation of brick & mortar gambling establishments in Italy:

The Italian government increased the tax rates of various gambling activities in 2019 and also in 20213. Currently, the rates are the following:

Gambling tax in Italy

Gambling activity: Tax rate: Tax base:
Casinos 0.5% turnover
Gaming machines (slot machines and video poker machines outside of casinos) 18.85% revenue
Video lottery machines 6.75% revenue

These taxes are in addition to all the other regular taxes (the corporation tax rate is 27.5%, really high). The Italian gambling tax rates are above average compared to other European countries, and are very high by international standards.

In Italy the horse race betting tax rate is extremely high, much higher than the rest of Europe, it’s usually the least taxed gambling sector in other countries.

/Comment: The reason why the horse racing betting sector is the least taxed in other countries is because, it contributes the least to problem gambling and addiction, and it is a shrinking sector as it is. It’s very surprising that it is inverted in this country./

List of all the casinos in Italy

This is a list of the casinos in the country, with address, opening hours, number and types of games, dress code, entrance fee, review analysis and a video of each gambling establishment if one is available.

1., Casino di Venezia Ca' Vendramin Calergi
This is a picture of the courtyard of Casino di Venezia Ca' Vendramin Calergi in Venice. This is the oldest casino and biggest casino in Italy, in operation since 1638 (formerly known as Ridotto). This is the first casino on this list of all 5 Italian casinos. You can find the other gaming venues on this list under this one. To the right of the picture you can read about this casino complex: address, opening hours, dress code, video and a review analysis.

Casino di Venezia Ca’ Vendramin Calergi

Casino di Venezia Ca’ Vendramin Calergi, address: Cannaregio 2040, 30121 Venezia

Not to be confused with the other newer venue Ca’noghera of the company, which is a modern, electronic casino (electronic casino means it has no live dealer tables, just gaming machines) of the company.

The casino is Italy’s biggest casino (in terms of number of games). It is also the oldest casino in continuous operation in Italy, and the whole world, in operation since 1638 (the oldest one in constant operation but not at the same location, the oldest casino in constant operation in the same building can be found in Germany).

Apart from the historic significance, the casino is located in a beautiful 15th century Renaissance palace and the interior of the casinos looks stunning (the best in Italy IMO, the building is shared with the Wagner museum).

Based on the customer reviews (4/5 stars on average) it is an okay casino that is definitely expensive and a bit of a tourist trap (but all casinos in Italy are). The biggest complaint visitors have (based on the reviews) are that the machines and tables are really old. And when it comes to slots, older is not better (unlike when it comes to beautiful European buildings and artwork).

This is a bigger venue (above average in size, even by international standards), and they also operate an online casino as well.

They have a very expensive restaurant too, the Wagner restaurant, on the first floor, at least semi formal is expected there, it’s an upscale restaurant (the kind where rich old people go). A great place to splurge money on exquisite Italian dishes and fancy wines if you happen to win big.

This is the casino on the picture at the top of the page.

Games: around 600 gaming machines (slot machines and video poker machines) and around 20 tables (French Roulette, Chemin de Fer* and Punto Banco, Fair Roulette** and Ultimate Texas Hold’em Poker)

They have VIP room.

They don’t have a poker room, but there are Chemin de Ferr tournaments instead, the tournament schedule can be found here. On hold temporarily, at the time of writing, due to the coronavirus pandemic.

*Chemin de Fer explanation, how to play: Chemin de fer is basically multiplayer baccarat, players bet one at a time, against each other, instead of the house. Baccarat evolved from this, which is more fast paced, players don’t have to wait for other players, instead they can play against the house any time (and it can be played with any number of players).

Great with friends because and it’s easy to learn, give it a try if you visit. If you know how to play baccarat you will have no problem with Chemin de Fer.

**Fair Roulette explanation, tutorial: It’s a really rare form of roulette. Despite the perhaps intentionally misleading name, it’s not fairer to players at all. Same RTP as that of the European roulette97,3%.

The main difference are insignificant cosmetic changes to the table (see below) and every player gets different coloured casino chips.

Fair roulette always has one croupier and players place their own bets (and less types of bets than in other types of roulette).

It’s meant to be a fast-paced game, therefore the croupiers expect colour bets mostly. It’s polite to bet on colour only at these tables (but other bets are accepted as well).

This is a picture of the layout of Fair Roulette tables showing the various numbers, the one green zero, the red and black coloured numbers and various bets. Above the picture you can read about Casino di Venezia Ca' Vendramin Calergi and you can read the explanation and details of Fair Roulette and how it's played, how it compares to other types of roulette.

“Ladies are allowed to wear casual clothes.

Men should dress respectably; they are allowed to wear casual but proper clothes and beachwear is not allowed in summer: short trousers, tank tops, sandals, flip-flops, slippers and tracksuits.

Men wearing leisurewear are admitted to the slot machine rooms until 8.30 pm: shorts just above the knee, T-shirts/polo shirts/shirts and sneakers. Short trousers, tank tops, sandals and beach flip-flops are not allowed.

Admission to the VIP area: visitors should dress properly; it is advised to wear a jacket after 8.30 pm

/Comment: It was translated from Italian by someone who is not a native English speaker. Therefore, there a few weird phrases, let me help you with these:

casual but proper clothes: smart casual,

Men wearing leisurewear: casual,

VIP area: by this they mean the section with the live dealers, the VIP rooms an the poker room, all three./

2., Casino de la Vallee - St. Vincent
This is a picture of the building of Casino de la Vallee in Saint Vincent, Italy. You can read more about the casino to the right of the picture.

Casino de la Vallee

Casino de la Vallee – St. Vincent, address: Via Mus, 11027 Saint-Vincent AO

Casino de la Vallee Alpine Luxury Spa & Casino is located in Northern Italy, in the Alps. This upscale casino and luxury resort is very expensive (nearby Slovenia is much better value for money when it comes to casinos, similar experience for one third of the price).

The luxury hotel, Grand Hotel Billia is connected to the casino. The casino is located in the summer holiday resort town St. Vincent, famous for the surrounding mineral springs with medicinal properties.

The complex is in operation since 1947.

Despite appearances, the place has been rapid decline since 2013. Here is a graph, which illustrates the decline in the number of employees working here:

This is a graph, which illustrates the steep decline in the number of employees at Casino de la Vallee - St. Vincent between 2013 and 2019 (784 full time employees in 2013 declined to 486 full time employees in 2019). You can read about the casino above the picture, and below the picture you can find a list of the other Italian brick & mortar and licensed online casinos, which accept players from the country.

Casino de la Vallee – St. Vincent – a graph illustrating the significant decline in employees from 2013 to 2019.

As you can see, the complex had 784 employees in 2013, which declined to 486 employees in 2019, which is an almost a 50% drop. And you can see on the graph, it is not because of the COVID-19 only, the place has been letting people go even prior the global pandemic.

If this continues it is very likely that the place will shut down in a few years. If you know more about the issues, which have led to this situation please drop a comment, the casino hotel remains tight-lipped about the situation (reviews are still good, so they are still keeping up appearances, for now).

Another good indicator of the decline of the casino is that used to have 600 gaming machines and 100 tables + a huge poker room, you can see the current number of games below, significantly lower.

If you ever thought about visiting Casino de la Vallee now it’s the time, it’s likely you will only have a limited time left to do so.

Games: around 400 gaming machines (slot machines and video poker machines) and around 50 tables (French Roulette, American Roulette, Chemin de Fer*, blackjack, craps, Punto Banco, Fair Roulette, Caribean Poker) + an unknown number of electronic roulette machines

There used to be a poker section with around 50 poker tables, but there is no info about it on the website anymore. I assume that it is no longer maintained considering the decline of the place.

*Trente et Quarante (Freanch word means Thirty and Forty) explnation, tutorial: The game is also called Rouge et Noir (French for Red and Black), and it is a 17th-century gambling card game from France, played with a standard 52 cards deck, and a special table (see below).

It can be found only in a few European casinos in France, Italy, and Monaco. It has an RTP of 98%, which is very good, but still somewhat worse than e.g.: 99,4% of blackjack, but better than any slot machine (usually 94-96% RTP) so it’s still an okay option if you want to maximise your chances at winning money at the casino.

To win money you need to get one of your rows as close to 31 as possible (each player has two rows) and there is a side bet for the colour of the first card as well.

This is a picture of Trente et Quarante table. You can read about this game, how it's play, about the side bet above the picture. Below the picture is a list of Italian brick & mortar and internet casinos.

UPDATE COVID-19: open

Dress code: semi-formal

The website says “seemely dressed” but that’s not a real English word, they meant to say semi-formal, additionally “men only, to wear long trousers” again, broken English but means men must wear long trousers (their website is full of broken English btw.).

Entrance fee: no entrance fee

Meta review analysis: the casino gets good reviews, 4/5, no major problems, despite the rapid decline

18+ , ID, and passport for tourists, is needed to enter.

3., Casinò Municipale di Sanremo
This is a picture of Casinò Municipale di Sanremo, a luxury casino on the Italian Riviera. This is the third casino on this list of all 5 Italian casinos. You can read more about this casino (e.g.: address, video, opening hours) to the right of the picture.

Casinò Municipale di Sanremo

Casinò Municipale di Sanremo, address: Corso degli Inglesi, 18, 18038 Sanremo

The casino of Sanremo is the casino of the Italian Rivera since 1905.

The casino’s historic Art Nouveau building was designed by French architect Eugène Ferret in 1905 (financed by the banker banker Bartolomeo Asquasciati), and it is located in the heart of Sanremo. Initially it was a private club, invitation only for the rich and influential elite of the Italian society.

The casino closed between 1940 and 1944 because of the second world war, but apart from those few years it’s in continuous operation since 1905 (in operation for 110+ years at this point).

The casino also has its own theater/concert hall. And they also have two restaurants and at least two bars.

They also operate an online casino.

The European Poker Tour stops here regularly for more than 15+ years.

Games: around 470 gaming machines (slot machines and video poker machines, many of these are older slots from the 1980s, 90s and early 2000s, but about 200 of them are more recent, 2010+ digital video slots) and around 35 tables (sic bo, black jack, Fair Roulette, poker, French Roulette, punto banco, Chemin de Fer)

There have a poker room with unknown number of poker tables (not mentioned on the official website but it’s definitely 20+ tables if the European Poker Tour stops here), cash game info can be found here and online tournament schedule can be found here.

It has a more relaxed dress code than the other Casino di Venezia venue (but it still has an entrance fee).

This is the second biggest Italian casino (in terms of number of games).

5., Casinó di Campioni D'Italia
This is a picture of the building of Casinó di Campioni D'Italia in the Campioni D'Italia exclave. This is the third biggest casino in Italy. This is the last casino on this list of all 5 Italian casinos. You can find the other gaming venues on this list above this one. To the right of the picture you can read about this casino complex: address, opening hours, dress code, video and a review analysis.

Casinó di Campioni D’Italia

Casinó di Campioni D’Italia, address: Piazzale Milano, 2, 22060 Campione d’Italia CO

The Casinò di Campione is one of Italy’s oldest casinos, as well as the largest employer in the municipality of Campione d’Italia, an exclave of Italy within Switzerland.

The casino has an origin story fit for a movie: It was established in 1917 by the Italian state, as a place where diplomats during WW I. would be brought to get drunk, gamble, have sex with prostitutes. They were spied on during these liaisons, which were recorded. The records and information gathered were used against these diplomats (blackmail, coercion, smear campaigns).

At the time of its establishment it was Europe’s biggest casino (solely built for such a nefarious purposes, makes you think….). It is Italy’s third biggest casino currently.

/Comment:  It is no longer Europe’s biggest casino, it’s not even in the top 10 anymore.  The current biggest casino in Europe is probably the City of Dreams Mediterranean in Cyprus, and in the biggest one in world probably will be Imperial Pacific’s unfinished Saipan Resort ,when it will be completed in the Northern Mariana Islands./

The casino declared bankruptcy in 2018 and it was closed until 2021. At the time of writing the casino has just reopened, and consequently, very little info is known for certain yet*.

The casino will employ 280 people and will start operating with a reduced capacity, which will be extended over a period of 5 years.

Other casinos in Italy:

Casino Le Palme and other gambling establishments named casinos in Italy are not actual casinos, they only have gaming machines and electronic tables, they are so called electronic casinos. There are hundreds of these electronic casinos and slot halls, most don’t have any sort of online presence, and even if they have one it’s Italian only.

These slot halls can vary greatly in size, some are just pubs with a few slot machines and others, like Casino Le Plame look like real casino (except they don1t have live dealer tables, as mentioned above).

The ports of Italy are visited by many cruise ships, some of the really big ones have casinos as well. However, these casinos can not stay open while in port. Many casino lists and websites about casinos erroneously list Costa Cruises – Mediterranea, Carnival Legend Casino or Celebrity Cruises – Constellation as casinos that Italians can visit when in reality the casinos are all closed while in port and only the guests of the cruise ships can visit these casinos.

The casinos are currently not closed due to COVID-19, at the time of the writing. However, the situation changes really fast, please inform yourself about the current COVID-19 situation before visiting.

Bitcoin casinos in Italy

Legal status: not specifically regulated

There are no bitcoin casinos in Italy. Bitcoin gambling is not specifically regulated and cryptocurrencies are not accepted as legal tender.

However, some of the big online gambling companies, which have Italian online casino licenses and accept players from Italy (see below) also accept bitcoin, litecoin, ethereum etc., through their payment processors.

/Comment: Payment processors are third-party financial companies, which handle payments to and from online businesses. These can accept crypto even if the business itself is located, registered and licensed in a jurisdiction, where accepting bitcoin directly could be problematic./

You can see these online casino below.

Other forms of online gambling in Italy

All major forms of online gambling are currently legal in Italy (except betting on blood sports).

Online gambling operators must have an Italian remote gambling licence in order to be able to offer their services legally within Italy, and to accept Italian players.

Online sports betting has been gaining popularity in Italy in the past decade, since the legalization of online sports betting in 2007 (except horse racing betting, which is in a decline for 20+ years at this point, which not helped by the ridiculously high 43% horse racing betting tax, highest in Europe).

While online sports betting itself has been legal since 2007, licences have only been issued since 2010. The most popular sport to bet on is football (European football, soccer for American visitors) and the second one is volleyball.

UPDATE 2021: To offset the negative effects of COVID-19 the government increased taxes on sports betting and added an additional 0.5% turnover tax till the end of 2021. Other forms of gambling are not effected*.

While lottery has a strong tradition in Italy (Gioco del Lotto has been played for 500+ years in the country, in various forms), online lottery games were only legalised in 2011.

The most popular lottery in Italy is SuperEnalotto (conducted by International Game Technology PLC.), which was created in 1997, and it is a 6 out of 90 number game. The lottery is not a monopoly of the state (except the national lottery, Lottoitalia), and the lotteries are operated by private companies.

Online lottery companies may also operate within Italy, as long as they are licensed.

Online bingo is also legal in Italy, in fact, bingo originates from Italy. It was invented in the 16th century, and it is still quite popular in modern day Italy.

While online poker is acknowledged as a game of skill, not a game of pure luck, it is still considered to be a form of gambling and license is thus required. Online poker is also legal.

Thank you for visiting:
This is a selfie of the author and owner of Simon's Casino Gambling Blog, me, Simon András Péter, a.k.a. by the internet pseudonym SimonTheSorcerer, owner of Simon's Online Marketing Kft. This is the homepage of my online casino gambling blog, you can see what's on the website, the links to all the different sections of the website.

That's me, Simon, thank you for visiting.

Don't worry, this is not an ad! ;) Just wanted to make sure to tell you that I'm glad you visited this gambling blog. I'm Simon, the only author and the man behind this blog (if you are interested, my unusual life story can be found on the homepage, under the "About me" dropdown section).
I'm an independent gambling blogger since 2012. In this sector dominated by huge media companies, casino operators and online marketing networks, who can easily spend $ millions on their online gambling blogs, it's not easy for an independent nobody like me to survive. It took me about 6 years, working my ass off, to even have a chance to be noticed by visitors like you. I'm lucky enough that for a few years now, I make enough money to be able to do this full time (before that, I had part-time jobs, ghost writing gigs, online marketing this and that).
Now I can finally do this full time, thanks to visitors like you! And it means a lot! If you are interested, please bookmark this site (no social media profiles, I no longer have any, but please feel free to share anything on any social media networks, if you still use them). I don't have any money to advertise, and if you have a personal blog, any social media profile, please mention my gambling blog and link back to it. This the only way for a small website like this to grow. Thank you!

Charity: As a way to help others, to give back, I sometimes donate to Kiva. If you click on the ads on the website, I make some money. And in a good month, if I make more than my expenses, I donate to people and projects on Kiva.
Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivizing hard work and entrepreneurship). This is the right way to fight poverty in developing countries (or anywhere else really), and if this is something you are interested in, and if you would like to know more, or to help out, please check out Kiva.org here. Thank you!
By being on this site, you agree to terms and conditions, and privacy policy. You must be at least 18, and if you are a gambling addict, or a citizen of Hungary, please leave the site.
