This is a guide to brick and mortar as well as online casinos in Malta (officially the Republic of Malta, a small island nation, an online gambling licensing hub and a tax haven, a member of the European Union, with a population of just 514 K). Online casinos in Malta

Legal status of online casinos in Malta: legal since 2004, operators require a licence

Online casino gambling in Malta has been legal since 2004, and they were among the very first countries to begin issuing online casino licences to operators (e.g.: Malta was the first European country to legalize online betting).

As a result, many of the biggest online casino operators applied and received a licence and operate with a Malta licence ever since. In the early 2000s more than one-third of all online casinos were licensed here.

Since then, they have become more selective and only accept bigger brands. However, there are still hundreds of online gambling companies registered, licensed and headquartered here, especially British gambling companies1.

The online casino sector is very important to Malta, it employs thousands of people and generates significant tax revenue.

Online casino gambling in Malta is supervised by the Malta Gaming Authority. The MGR regularly investigates any suspicious activities, and suspends the licences of any online casino operators that are not in compliance of the regulations. E.g.: the licence of GLX Services Limited was revoked due to ties to organized crime.

Interestingly none of the Malta licensed online casinos accept players from the country, for taxation reasons (significantly higher tax rate is applied to gambling activity generated by Maltese players, details can be seen in the gambling taxation section above).

Malta and EU gambling laws: Because Malta is an EU country Article 56 TFEU2 and Article 8 of Directive 98/34/EC (EU gambling directives) apply.

UPDATE 2022 recent scandals: The European Union designated Malta as a ’cause for concern’ regarding organized crime and money laundering in the online casinos sector, and the MGA is being accused of being complicit in RaiseBet24.com laundering $74.2 million for the Cosa Nostra (allegedly, not yet proven, Cosa Nostra is the Italian maffia)3.

In addition the Financial Action Task Force (FATF) also put Malta on the list of countries, which need ‘enhanced monitoring’.

This all happened in the wake of the 2017 assassination of Daphne Caruana Galizia, an anti-corruption journalist, involved with the Panama Papers (biggest data leak of the worst offshore tax haven Panama, with many politicians, celebrities and big companies implicated) and corruption in the Malta online gambling sector.

Some claim she was murdered for getting too close to the truth about money laundering and the organized crime connections of the Malta Gambling Authority, secret offshore accounts in Panama (#panampapers), Italian maffia, and the island’s elite (I don’t claim to be an expert in Maltese politics, her work is expansive, detailed and with far reaching implications, sources down below, you can make up your own mind).

If you are interested in the assassination and the reason why she was murdered you can learn more by watching the video below:

/Comment: She was pretty much proven right by the assassination. Her life and work is worth a read. She has her own Wikipedia page now, probably much to the dismay of the people who ordered her assassination5. She has become a celebrity and a martyr,  and her death resulted in the EU and FATF both starting an investigation into Malta. /

The MGA denies all of these allegations and none of them have been proven yet6.

Nevertheless, this will likely prove very harmful to the online gambling hub, and it will probably lead to the exodus of many of the biggest gambling companies.

UPDATE: I have been threatened with a defamation lawsuit, some people really want me to remove this so please spread the word, link to this article and post about it on your own personal blog, social media if you have any, while this is still online.

They are really trying to make this go away. Lot of money is at stake here and some of the big companies are sending their legal team after me (not going to name names here for legal reasons) , not sure how long I will be able to withstand the legal offensive, after all, I’m just an independent nobody with no budget, these big companies will easily squash me, that’s the sad truth.

The fact that they trying to silence me, and everyone who dares to cover this, should be proof enough that something is very much rotten here…

By scrolling below, you can find a list of online casinos, which accept Maltese players.

Can tourists play online while visiting Malta?

Yes, tourists, non-citizen expats (or illegal migrants) can play online freely while enjoying their stay in the country.

Online casino licensing and regulatory body of Malta:

Online casino licenses are issued by the MGA – Malta Gaming Authority. You have to contact them if you wish to set up any sort of gambling business in Malta. Their website is available in English as well.

There are two major types of licenses available in Malta, these are:

  1. B2B – The license for casino software developers, software providers. Companies with a B2C license in Malta can only use software from companies with a B2B licence
  2. B2C – The Online gambling licence (a.k.a e-gaming, or iGamign licence, this is the online casino licence)

Malta is one of the world’s biggest online gambling licensing hubs along with Panama, Curacao, Costa Rica, Aruba (it’s the biggest in Europe, the second one are the Channel Islands) .

Companies with a Malta online gambling license can accept players from most of the world, and also from Malta as well.

/Comment: However, companies never accept players from Malta for taxation reasons (see Malta gambling taxation section below). Because gambling activity generated by Maltese players has a significantly higher tax rate./

Online gambling licenses from Malta are among the best. Maltese licenses are on the UK Gambling Commission’s whitelist, which means it is among the most trusted gambling licenses in the world, and it is one of the few licenses, which allows companies to accept players from the UK.

Considering all this, it is not surprising that many of the biggest online gambling companies are registered in Malta.

UPDATE: Despite these recent scandals I still consider Malta gambling licenses to be of high quality.

The gambling licenses issued by the MGA provide real protection to the players, even if there are issues with money laundering, allegedly6. The same cannot be said of the infamous licenses from the Caribbean or Central America.

Taxation of online casino sites in Malta:

The gambling tax payable depends on the type of the gambling activity (online casinos gambling is considered type 1, there are 4 types, it is taxed the most) and it is determined by the Gaming Tax Regulations Act.

This is a progressive taxation system, but unlike most other progressive gambling tax regimes, the rates actually decrease, the higher the revenue of a company gets.

The tax base is gross gaming revenue per year.

Type 1 gambling (Minimum €15,000, Maximum €375,000)
Annual revenue: Tax rate:
For every euro of the first €3 million 1.25%
For every euro of the next €4.5 million 1.00%
For every euro of the next €5 million 0.85%
For every euro of the next €7.5 million 0.70%
For every euro of the next €10 million 0.55%
For every euro of the remaining amount 0.40%

There is one exception, if the activity in question is generated by players from Malta, in that case the tax rate is a flat 5%. The purpose of this is to motivate companies to grow internationally, instead of targeting local players.

Apart from the gambling tax, there are various annual fixed fees to pay. These are determined by the constantly updated Gaming Licence Fees Regulations Act. You can see the current value of these fees below.

Even though the corporate tax of Malta is 35%, which is one of the highest in the EU, there are ways to reduce this to 5%, which is the effective corporate tax rate all the gambling companies pay7.

For the players, taxation of online casino winnings in Malta: not taxed unless the person is a professional gambler (e.g. professional poker player)

Land-based casinos in Malta

Legal status of casinos in Malta: legal, operators require a licence, slot halls are illegal

Gambling is legal in Malta since 1922, according to the Gamin Act1, which is the main piece of the gambling legislation.

Games of chance in Malta are sorted according to their type. And these 4 types are:

  • Type 1 gaming: games of pure chance, played against the house, the outcome is determined randomly (e.g.: casino games)
  • Type 2 gaming: games of chance and skill and betting, played against the house, not entirely random, determined by the result of an event or competition extraneous to the game, and by which the operator manages its own risk by managing the odds offered to the player (e.g: sports betting)
  • Type 3 gaming: games of chance not played against the house, the operator is not exposed to gaming risk, generates revenue by taking a commission or charging a fee (e.g.: poker tournament)
  • Type 4 gaming: controlled skill games, results determined by aggregated statistical performance (e.g.: fantasy sports betting)

Casinos are type 1 gaming, which is the most taxed and most strictly regulated type out of the 4.

The Malta Gambling Authority is also in charge of the terrestrial casinos as well, and according to their official website:

“Casinos are also subject to the scrutiny of the MGA’s inspectors on a daily basis in order to ensure that the games are run fairly and according to law.”

Getting a land-based casino licence is no easy feat. Casino licenses are concession based, issued very rarely, it’s done on a case-by-case basis.

There are 4 licensed casinos in Malta (which is actually a high number for a small country with just half a million people). And the government does not plan on issuing a fifth casino licence in the foreseeable future.

Interestingly, the age requirement of the brick & mortar casinos is quite high, 25+, but only for the locals. For tourists and foreigners (e.g.: expats, migrants) it’s the usual 18+.

This is intentional, to ensure that the casinos focus their efforts on the tourists, of which Malta gets 2 million per year2 (pre-coronavirus numbers).

Slot halls are illegal, gaming machines are restricted to licensed casinos only.

The four licensed Maltese casinos are: Casino Malta, Dragonara Casino, Oracle Casino and The Casino at Portomaso (you can see the details of these venues in the list below). 2 of these, the Oracle Casino and The Casino at Portomaso are owned by the Tumas Group.

The largest casino in the country is Casino Malta, which is owned by the Olympic Entertainment Group.

You can find all the currently operating brick and mortar casinos in the list below.

Can locals visit the casinos in Malta?

Yes, both locals and tourists can play in the casinos. However, locals need to be 25+ to enter, while tourists only need to be 18+.

Casino licensing and regulatory body of Malta:

Casino licenses are issued by the MGA – Malta Gaming Authority. You have to contact them if you wish to set up a casino in Malta. Their website is available in English as well.

Land-based casino licenses are very difficult to obtain. They are concession based, they are issued very rarely (only 4 licenses were issued), and they can only be granted with the special approval of the government. There is no set streamlined process, casino licensing is done on a case-by-case basis.

A brick & mortar casino license is valid for 10 years.

There is one exception, if the activity in question is generated by players from Malta, in that case the tax rate is a flat 5%. The purpose of this is to motivate companies to grow internationally, instead of targeting local players.

Apart from the gambling tax, there are various annual fixed fees to pay. These are determined by the constantly updated Gaming Licence Fees Regulations Act4. You can see the current value of these fees below.

For the players, taxation of casino winnings in Malta: not taxed unless the person is a professional gambler (e.g. professional poker player)

Free advertisement for local accountants, CPAs and accounting firms from this country

Get featured on this website, here, just right under the taxation section. Advertise your services, get a link to your own website, or the accounting firm's website you work for, on a page that is visited by gamblers looking for help with their gambling winnings, and gambling companies looking for consultants and help with their projects.
And all this for free. Click on the drop down section if you are interested and want to get listed.

How to get featured

In order to get the free advertisement you must have a website (social media profile is not enough). Here is what you have to do:
  • send me a link to your website, or your employer's website
  • send me 1-2 sentences about you and/or your business etc.., something that describes the business, what you do, something that makes potential clients interested
  • send me one single picture of your company's logo, or a picture of your office, or one of your certificates, credentials which you are proud of etc... (but don't send a picture of yourself, for legal reasons I want to avoid uploading pictures of people)

The picture must be 150x150 pixels.
Contact me through the live chat, it's in the bottom right corner of the website, or in the comments section at the bottom of this page, with a link to the website you wish to advertise. If you qualify, I will give you my email address where we can discuss everything (I won't be putting my email address on the page, due to the extreme amount of spam I receive as it is).
In exchange: In order to appear for free on this website, you have to link back to this guide, from your website. It must be your website, your employer's website, a law blog or something similar. The link doesn't have to be in a prominent position, or on the homepage. It can be placed at the bottom of an unimportant page, where people don't see it, that's fine with me. And 1 sentence is enough, something like this: "We are featured on Simon's Gambling and Casino Blog, at <link here>."
That's all, if you are interested, get in touch. Looking forward to hearing from you.

Bitcoin casinos Malta

Legal status: not specifically regulated

The Malta Gaming Authority is in the process of developing a regulatory framework for cryptocurrency usage by licensed gambling companies for many years now.

This is called the Sandbox Framework*, which is an initiative designed to explore the use of cryptocurrency by licensed gaming operators. It is very likely they will officially legalize bitcoin gambling after this test has been concluded, which is expected sometime in 2022.

But for now bitcoin gambling remains unregulated and none of the land-based or online casinos in Malta accept any cryptocurrency.

For now there aren’t any bitcoin casinos licensed in Malta, and any bitcoin casino, which claims to have a Malta licence is trying to deceive you, and you should avoid such rouge operators (and if you have the time report them to the Malta Gaming Authority as well).

Thank you for visiting:
This is a selfie of the author and owner of Simon's Casino Gambling Blog, me, Simon András Péter, a.k.a. by the internet pseudonym SimonTheSorcerer, owner of Simon's Online Marketing Kft. This is the homepage of my online casino gambling blog, you can see what's on the website, the links to all the different sections of the website.

That's me, Simon, thank you for visiting.

Don't worry, this is not an ad! ;) Just wanted to make sure to tell you that I'm glad you visited this gambling blog. I'm Simon, the only author and the man behind this blog (if you are interested, my unusual life story can be found on the homepage, under the "About me" dropdown section).
I'm an independent gambling blogger since 2012. In this sector dominated by huge media companies, casino operators and online marketing networks, who can easily spend $ millions on their online gambling blogs, it's not easy for an independent nobody like me to survive. It took me about 6 years, working my ass off, to even have a chance to be noticed by visitors like you. I'm lucky enough that for a few years now, I make enough money to be able to do this full time (before that, I had part-time jobs, ghost writing gigs, online marketing this and that).
Now I can finally do this full time, thanks to visitors like you! And it means a lot! If you are interested, please bookmark this site (no social media profiles, I no longer have any, but please feel free to share anything on any social media networks, if you still use them). I don't have any money to advertise, and if you have a personal blog, any social media profile, please mention my gambling blog and link back to it. This the only way for a small website like this to grow. Thank you!

Logo of Kiva.org. You can read about my non-profit activity right next to the picture.
Charity: As a way to help others, to give back, I sometimes donate to Kiva. If you click on the ads on the website, I make some money. And in a good month, if I make more than my expenses, I donate to people and projects on Kiva.
Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivezing hard work and entrepreneurship). This is the right way to fight poverty in developing countries (or anywhere else really), and if this is something you are interested in, and if you would like to know more, or to help out, please check out Kiva.org here. Thank you!
By being on this site, you agree to terms and conditions, and privacy policy. You must be at least 18, and if you are a gambling addict, or a citizen of Hungary, please leave the site.
