UPDATE 2023: The European Union designated Malta as a ’cause for concern’ regarding organized crime and money laundering in the online casinos sector, and the MGA is being accused of being complicit in RaiseBet24.com laundering $74.2 million for the Cosa Nostra (allegedly, not yet proven, Cosa Nostra is the Italian maffia)3.

In addition the Financial Action Task Force (FATF) also put Malta on the list of countries, which need ‘enhanced monitoring’.

This all happened in the wake of the 2017 assassination of Daphne Caruana Galizia, an anti-corruption journalist, involved with the Panama Papers (biggest data leak of the worst offshore tax haven Panama, with many politicians, celebrities and big companies implicated) and corruption in the Malta online gambling sector.

Some claim she was murdered for getting too close to the truth about money laundering and the organized crime connections of the Malta Gambling Authority, secret offshore accounts in Panama (#panampapers), Italian mafia, and the island’s elite (I don’t claim to be an expert in Maltese politics, her work is expansive, detailed and with far reaching implications, sources down below, you can make up your own mind).

The gambling tax payable depends on the type of the gambling activity (online casinos gambling is considered type 1, there are 4 types, it is taxed the most) and it is determined by the Gaming Tax Regulations Act.

Gambling is legal in Malta since 1922, according to the Gamin Act1, which is the main piece of the gambling legislation.

Games of chance in Malta are sorted according to their type. And these 4 types are:

Taxation of brick & mortar gambling establishments in Malta:

The gambling tax payable depends on the type of the gambling activity (you can see the explanation of the various types above) and it is determined by the Gaming Tax Regulations Act3.

This is a progressive taxation system, but unlike most other progressive gambling tax regimes, the rates actually decrease, the higher the revenue of a company gets.

The tax base is gross gaming revenue per year.
