The licenses are valid for five years. Licensed companies pay a fixed a monthly fee of 5000 AF (Aruban Florin) license fee + the gambling tax below. Aruba is actually famous for its casinos, the first of which opened in 1959 (this is not the case anymore, but back in the 60s, 70s not that many countries in the Caribbean had casinos, and Aruba was known as the “Las Vegas of the Caribbean” along with Cuba). The country is still a favourite of tourists with a penchant for gambling, and a love for the Caribbean. Although, now that casinos are ubiquitous in the region, relying on casinos is no longer enough, and competition for tourists in the region has gotten fiercer.
Companies that wish to operate a land-based casino on the island must apply for a casino licence (details below).
Companies do not have to be registered in Aruba in order to receive such a licence. However, casinos may only be operated in Aruba within, or connected to a hotel, operated by the same company that runs the casino. Also locals are limited to 8 casino visits per person, per month.
One would assume that these restrictions would limit the number of casinos within Aruba, but that is not the case. In fact, several groups have been raising their voices, stating that Aruba is already overrun by casinos, exceeding the actual demand for them (, which is probably true, it is certainly a saturated sector, Aruba has the most casino per square km in all of the Caribbean, the second one is Curacao, but they have much more online casinos licensed). Despite these protests, two new casinos opened in 2015, the Riu Palace Hotel and the new Hilton Aruba Caribbean Resort & Casino, which brought the total number of casinos to 21. UPDATE 2021: the total number of casinos is now 20, due to the coronavirus pandemic Eagle casino appears to have closed permanently.
/Comment: There are many reasons for the high number of casinos. One is that the huge hotel chains invest long-term, and are willing to tolerate losses for years. It’s also a prestige thing for them, not to mention, listing a casino among the amenities helps to attract more guests, and that also indirectly boost their revenue. But the main reason is the unethical business strategy often used by the big companies, “starving the competition”, price war, by operating their casinos at a loss, for years, 10+ years, they simply “starve out” the smaller players, who can not afford to operate their casinos at a loss for 10-15+ years. And the big companies will always win, because they have much more reserves, and financial opportunities. Big companies often use this strategy in every sector, to destroy smaller, local businesses./
UPDATE COVID-19: The COVID-19 pandemic badly effected the tourist oriented casino sector in Aruba. But interestingly, only one of the 21 casinos closed permanently. However, in the aftermath of the pandemic, more closures are expected. Sadly, this is more of an exception than the norm in the Caribbean, and the other tourists destinations in the region were much harder hit. Also, some claim that the 8 visits per month rule for locals is reportedly not enforced, because of the decrease in the number of visitors. The remaining casinos are cash-strapped, and need to rely much more on local visitors (this is according to social media posts, reviews, and comments only, not sure how serious the issue is, or how widespread it is, but it definitely sounds believable).
The largest casino within the country is located in the Aruba Marriott, in Palm Beach. The casino of the hotel is named Stellaris Casino, and offers roulette, blackjack and various types of poker and slot machines, the usual casino staples, and Caribbean Stud Poker, which can be found in almost every casino in, or near the Caribbean (in fact, it is claimed that Caribbean Stud Poker was invented in the country in 1988). The most popular, best known casino is probably the Tropicana Aruba Resort & Casino.
Most of the casinos are only open from 11 am until the early morning. The single exception is the Crystal Casino located in Oranjestad, the capital of Aruba, which is open 0-24, all of the gaming venues are 18+.

Excelsior, address: J.E. Irausquin Blvd 230, Noord
Excelsior is a smaller casino, and there are better casinos in the country. But the reason why I added it to the TOP 5 list at the last place is because it was the first ever casino in the Aruba, in operation since 1959, formally known as King Casino and Grand Holiday Casino. And the casino has the biggest poker room on the island. Nowadays they are more known for the daily bingo, from 4 pm (and they really old machines.. :) ).
Interestingly, the casino has no website, and information about them is actually pretty difficult to come by, despite them being in operation for 30+ years.

 Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivizing hard work and entrepreneurship).
