Legal status of digital casinos in Estonia: legal since 2008, operators require a licence
Online casino gambling is legal in Estonia and has been since 2008. Online casino gambling in the country was first legalised for Estonian companies only. In the following years, online casino gambling was also made legal for foreign operators (sometime in 2010), though no actual licences were issued for years.
The main reason for the legalisation of online gambling in Estonia was the 2008-2009 financial crisis. The government hoped that by allowing and taxing online casinos they could get some extra revenue to stabilise the country’s finances. Up until that point most players played on unlicensed foreign casino platforms that didn’t pay any taxes.
The plan seems to have been at least partially successful. There are now multiple locally licensed online casinos (see below for a list). However, the largest Estonian online gambling platform is not a private company, but it is still Eesti Loto’s digital platform (the state owned lottery company).
The second one is OlyBet, the online casino and sports betting site operated by the company Olympic Entertainment Group, which also owns most brick and mortar casinos in the country (see below for a list of brick & mortar casinos in the country).
Along with issuing online casino licences, the government has also decided on blacklisting and blocking foreign, unlicensed online casinos since 20111. At the moment hundreds of such sites are blocked by ISPs – Internet Service Providers (but it seems like only the biggest unlicensed gambling sites are blocked), and users accessing them are redirected to the Estonian Tax and Customs Department’s website.
Because Estonia is an EU country, Article 56 TFEU2 (EU gambling directives) apply. Only licensed operators can accept players from Estonia.
Even though internet service providers block unlicensed online casinos, ordinary players are not prosecuted or fined for playing in unlicensed online casinos.

Land-based casinos in Estonia
Legal status of casinos in Estonia: legal since 1995, operators require a licence
Casinos are legal in Estonia since 1995, according first to the 1995 Law on Gambling1, which was replaced by the Gambling Act in 20082.
Estonia has around 50 licensed “casinos” (down from 57 in 2016). The reason for the quotation marks is that since 2010 there is no difference between slot halls and casinos anymore, bot require the same licence. Now all casino gambling establishments have the same requirements, namely, they must have at least 40 slot machines and/or 5 tables.
This means that the Estonian gambling legislation makes no difference between slot parlours, electronic casinos and casinos.
However, in reality there is quite the difference, in the casino industry this is how we define these gambling establishments:
- Slot hall definition: only gaming machines, and perhaps a poker section, no electronic tables, no live tables, smaller than a casino usually
- Casino definition: gaming machines + tables and/or card games, significantly bigger than a slot hall usually, often attached to a hotel
- Electronic casino definition: gaming machines + electronic tables, no live tables, no poker section
In Estonia, according to the universally accepted definitions, there are only 2 casinos (Olympic Park Casino, Olympic Casino Olümpia) and about 10 electronic casinos. However, for marketing reasons, all 50 gaming venues call themselves casinos, erroneously.
Because there are so few casino in Estonia, I couldn’t even make a top 5. Therefore, electronic casinos were also included in the list below (although most of these only have 2 poker tables, which are used perhaps 2-3 times per year, and they have perhaps one electronic roulette wheel, they are barely more than slot halls).
As you can see Estonia has very small gambling establishments, despite the favourable taxation (one of the lowest in Europe). This is the result of the low population + a very low number of tourists (by European standards, 4 million per ear, pre-coronavirus). There are just simply not enough paying customers for more, bigger, real casinos.
Prior to 2010 there were gaming machines outside of casinos, and there was a separate licensing process for these. There were 169 gambling establishments, most of them were just pubs with a few slot machines, now, after consolidation, the number of them is declining year by year.
UPDATE COVID-19: Due the the extreme reduction of tourist arrivals and coronavirus prevention measures, the reduction in the number of licensed gambling establishments have accelerated, and the number of them is expected to drop below 50 for the first time since the legalization of gambling. For context: there were 57 venues with a casino license in 2016, in 2019 there were 54, and after the pandemic a 15% permanent, long-term reduction is expected. Although the official number are not yet available at the time of writing.
By far the biggest casino group is the OGE (Olympic Games Entertainment), which operates about 40% of all the slot halls and casinos. They also operate Olympic Park Casino, which is by far the biggest casino in the country.

The taxation of Estonian casinos is regulated by the 2009 Gambling Tax Act (see above, among the sources of the online casino section).
According to this act, the rates of gambling tax are the following (2021 rates):

Olympic Park is Estonia’s biggest casino currently, it is the flagship venue of the Olympic Entertainment Group (which is the biggest casino group in Estonia).
Even though it is the biggest gaming venue in the country, by international standards this is a small casino.
The casino is attached to a 200 room Hilton Hotel, and there is a steak house and a lobby café + a cocktail bar and a lounge (the Eforea Spa is in the same building too).
