Legal status: legal, requires licence

 

The legal status of online casino gambling in Greece is quite complicated and has been for about 15 years. Online casino gambling has been banned and legalised multiple times (last time in 2012), the current online casino gambling regulation is the Law 4002/2011 and for online gambling it’s Decision No. 23/3/23.10.2012 of the Hellenic Gaming Commission. The Hellenic Gaming Commission is responsible for issuing and overseeing Greek gambling licenses, including online casino and land-based casino licences.

Greece has been promising to open up the online casino market to foreign companies for a long time. It hasn’t happened yet. OPAP A.E., the formerly state-owned gambling company has a monopoly on all forms of online casino gambling till 2030. All online casinos belong to OPAP and unlicensed online casinos are technically illegal. However according to the ruling of European Court of Justice that Greek citizens can visit unlicensed online casinos freely.

UPDATE 2020: Greece is in the process of rolling out the new licensing system, OPAP’s monopoly on online gambling is null and void, companies can apply for a licence although the details are not yet out, many of them already submitted their applications. This opens up the Greek online gambling market, licence fee is €3m for sports betting, €2 for online casino gambling

A problem is the fact that online casino gambling had already been legal in Greece at one point, after which they abruptly revoked the issued licences and banned international online casino operators. (you can read more about this at “History of gambling in Greece” section).

Although foreign, unlicensed online gambling sites used to be blocked, the EU has put an end to this practice. As a result, Greek players can freely play in many of the big international online casinos (you can find some of them below)

Land-based casinos in Greece

 

While online casino gambling regulation is quite complicated in Greece, land-based casinos are completely legal as long as they have obtained the necessary licences. It’s not a monopoly of OPAP, but because of the bad reputation of the Greek gambling regulation and the high 35% taxes and the corruption and favouritism of the Greek government there are currently only 8 proper casinos in all of Greece! Which is a ridiculously low number for a country of 10 million with 33 millions tourists annually. To illustrate this: Czech republic, a country of similarly 10 million people with less than 20 million tourists annually has 71 casinos!!! Obviously the Greek government is missing out on a lot of tax revenue because of the mismanagement and the bad reputation of the country’s government. There are many more smaller slot halls, which only have slots and nothing else.

While land-based gambling machines had been banned between 2002 and 2011, slot machines are now legal and can be found in all of the Greek brick and mortar casinos. The number of slots machines is limited to 25 000 in the entire country, further restricting the number of casinos

There are currently 9 (UPDATE: Porto Rio Casino closed) 8 such establishments in Greece, most of them are located on one of the islands. Land-based casinos are mainly aimed at and frequented by tourists, while locals favour the smaller slot halls instead. It should be noted that the minimum age to enter is somewhat higher than the rest of Europe, 21+ , but as high as 23+ years in some of the casinos. In most Greek casinos there is a dress-code, but no entrance fee.

The largest casino in Greece at the moment is the Regency Casino Thessaloniki. The casino houses 774 slot machines, around 50 live dealer tables.

Originally heralded as a huge, larger than life, unbelievable casino complex the real thing is still big, impressive but smaller than what was promised. Originally said that it will have 1000 slots, it has 744 gaming machines instead, which is still impressive but not what was promised (even to this day they lie about the number btw. if you go on their website you will see that they say they have “≉ 800 slots”, that sign means approximately, trying to round up the number, never seen anything like this and I’ve been a gambling blogger for 9 years… shady af., bad optics, wrong first impression).

Instead of the promised 100 live dealer tables they have 28 roulette and 27 electronic roulette terminals (, which means without dealer, also advertising the number of terminals is weird, the number of electronic wheels is what casinos usually advertise and are proud of, again trying to appear as having more than what they actually have, it’s probably 2 or 3 wheels btw.), 19 Blackjack tables, 2 Punto Blanco and 5 Stud Poker tables. By all means this is a good number, but not what was originally advertised. The hotel of the complex is a Hyatt Regency hotel. The whole complex is right next to the International “Macedonia” Airport of Thessaloniki and they pick up guest at the airport in luxury cars (for VIP guests) or the bus (for the common riff-raff 😉 ) with all the luggage for free. There is no entry fee anymore at the casinos since 2018 April 1, which is nice.

There is probably a dress code, considering that this is a Hyatt Regency 5 star hotel and based on the pictures (all the models are dressed up, formal, suit and tie, dresses) that’s the look and feel they are going for. But the casino’s website DOESN’T HAVE ANY INFO ON THE DRESS CODE!, which is a fantastically bad idea. Even if you don’t have a dress code (, and I’m sure they do have one) just mention it one the website, don’t assume people should know. It should be mandatory for every casino to clarify the dress code on their websites. You would probably look out of place with anything less than semi-formal and you would probably asked to leave with anything less than very smart casual, aim for that. It’s also not mentioned on the website that the casinos is 21+ (which is actually against the law, they are required by law to mention this on the website…. Hyatt you dun goofed, they could be sued for this btw.). If you have any info on the dress code please a drop a comment below.

2., Regency Casino Mont Parnes, Parnithos, Acharnes 136 74, Athens

Regency Casino Mont Parnes was actually the first First casino ever to open in Greece, in 1971, in operation (but not continuous operation) ever sine. This is a very interesting casino, because not many casinos have cable cars. This is not just a casino, it’s also a hotel (Hyatt), and has a restaurant (called 1055) and they host various interesting events. The casino has 700 slots and the following table games (stud poker, roulette), it’s not mentioned on the website how many or when are these tables available sadly. They also have and also e-roulette.

The website has some issue, it’s clear it was written by someone who doesn’t speak English at a very high level of competency, but it’s readable, understandable (but I expected more form Hyatt to be honest…, if you don’t care about the website what else do you don’t care about…).

The casino is full of  really ugly modern artwork. Divisive art is a really poor choice for a casino IMO but each to his own.

No entrance fee, the dress code is the following, copied directly from their website:
” Admission to Regency Casino Mont Parnes requires proper attire and the establishment reserves the right to refuse admission to anyone not suitably dressed. Those wearing T-shirts, vests, sandals or flip-flops, sandals with socks, work clothes and track suits will not be admitted.” So smart casual at the very least, but I would aim for semi-formal instead, it’s an upscale, posh place.

3., Club Hotel Casino Loutraki, Posidonos 48, Loutraki 203 00

Casino Loutraki has 700 slots, 55 tables  (blackjack, american roulette, punto banco/baccarat and stud poker). There is a poekr section (Texas Hold’em Poker and Omaha Poker) with poker cash games regualrly, it’s not on hte website how many poker tables they have.  They are open 24 hours from Monday to Sunday and the live table games from 13:00-07:00.

They have american roulette, which is always weird in Europe, not to mention it offers worse odds than European roulette. They also have electronic roulette (not mentioned on the website what type) with 35 stations, but it’s not mentioned how many wheels, how many separate machines. They also have electronic bingo machines.

It’s a huge casinos complex with a hotel, bar, restaurant and entertainment venue with a huge outdoor area.

The casino opened in 1999, in operation ever since. They have 300 slots and 34 tables (roulette, blackjack, stud poker, punto banco) really try to position themselves as this upscale, private casino club (like most casinos tbh.). However, a lot of things don’t reflect this though, most of the machines are really old, and the furniture and decor is at places very dated and ugly, only has 300 slots (which is a good number but the really posh, really upscale places in Greece have 700) and also the dress code is contrasting with the image (until 19:00 it’s “respectable daywear”, usually high class, snob casinos have a much stricter dress code, but I hope they don’t emulate that, it’s really a hassle as a tourist to worry about ironing your shirts… I’m speaking form experience, as a visiting tourists you just want to have fun and ironing your shirt and polishing your shoes is 100% NOT fun!). It’s in a nice location, at the beach of Rodos. It is close to Turkey, and the arab world, so you can expect plenty of arab tourists in addition to the European crowd. They don’t have a VIP room, again, in contrast to their image (the casinos on this list above all have one). Dress code is only enforced after 19:00 and it is smart casual. Slot machines: 2 pm – 2 am, Black Jack, Roulette, Poker: 6 pm – 2 am

5., Casino Corfu, Leof. Dimokratias 2, Kerkira 491 00

The casino of Corfu (only has one casino) is a small casino, but it’s located in a beautiful, elegant Corfu Palace Hotel. They have 98 slot machines, some of them really old. They have 13 tables (8 roulette,5 blackjack) and poker. It’s unclear what type(s) of roulette they have or how many poker tables, because they don’t have an English website and there is no info on it in English anywhere. There is no info about the dress code or entrance fee, if you know something let us know, drop us a line in the comments section below. But most Greek casinos have a dress code so I would recommend smart casual. There is very little info about this casino in English online. It has 3/5 on review sites, most people seem to think it’s an average small casino.

6.,Casino Syros, Stamatiou Proiou 74, Ermoupoli 841 00

The casino in Hermoupolis is a small, uninteresting, boring casino (according to reviews online, 2/5). There is barely any info of this casino online, doesn’t have a website and I had to rely entirely on reviews, which are not at all reliable so tke this wit ha grai nof slat, or a whoel spoonful. According to these reviews they have about a 100 slots, some tables but no dealers? What’s up with that? Probably only works on the weekends only. There is a poker section but seems to be closed too according to reviewers. Seems to be neglected, dying.  Dress code is not known, entrance fee is also not known and opening hours are also a guess only 20:00 – 04:00 every day, according to a few review websites but don’t take it for granted. I would avoid it, but it’s the only casino nearby so you don’t have a better option if you are looking for games of chance. Don’t expect much fun, according to many reviews it has a “depressing atmosphere” hopefully they exaggerated.

No longer in operation, closed down due to strikes, unpaid wages, change of ownership, re-branding. Hasn’t reopened ever since, and unlikely that it will soon due the extreme decrease in the number of tourists visiting Greece because of COVID-19. The hotel section changed hands, re-opened and it is still in operation.

8., Corfu Casino & Hotel Kerkira, Leof. Dimokratias 2, Kerkira 491 00

The casino is located in the 5 stars Hotel Corfu Palace, it has 100 slots and an unknown number of tables (blackjack, roulette and Stud poker). Corfu Casino has no English language website and very little info of it online, it’s overshadowed by the 5 star hotel and most reviews don’t even mention the casino part of the complex. Other forms of online gambling in Greece

 

The various other forms of online gambling in Greece are in a situation very similar to that of online casino gambling.

Even before the 2011-2012 events OPAP had a monopoly over land-based lotteries and sports betting activities in Greece. This, along with the more favourable taxes already put them ahead of their rivals in the sports betting market. Both the issues with the taxation and the monopoly have been brought in front of the ECJ, which ruled in favor of the various European online sports betting companies who had lodged the complaints. Still, because the EU has no jurisdiction over Greece nothing changed until 2020, but now with the new licensing system it’s finally possible to get licenses valid for online sports betting, online lottery (UPDATE: lottery remains a monopoly of OPAP even in this new system, which is weird, because it’s a private company…it’s no longer state owned so why the blatant favouritism? I think we all know why… ), online bingo and maybe even bitcoin gambling licenses.

 

 

Bitcoin casinos Greece

 

It’s possible for online casinos licensed in Greece to accept bitcoin, litecoin or other cryptocurrencies. However, none of the online casino licensed in Greece accept bitcoin or other cryptocurrencies right now. None of the land-based casino accept alternative digital currencies either.The OPAP online lottery also doesn’t accept them. But the casinos at the bottom of the page do accept bitcoin, and they accept payers from Greece as well.

 

 

History of the legal status of Greek online casinos

 

Online casino gambling has been steadily gaining popularity in Europe since about 2000. However, Greece has been adamantly against online casino gambling and decided to pass a law banning all forms of it in 2002. The problem was that the 3037/2002 law introduced a blanket ban on all online games including online gambling and land-based gambling termonals connected to the internet, but also interestingly online video games and always online video game consoles like Xbox (yes, this is true for a while Xbox, and online games were all illegal in Greece! talk about crazy bureaucracy out of touch with reality…).

Despite the shortcomings of this law, it remained in effect until 2011 (the Xbox and online games part wasn’t really enforced though). However, after the global financial crisis (2008-2012), Greece decided to alleviate the strict ban on online casinos in order to gain revenue from gambling taxes and licences. In 2012 along with legalising slot machines, the government also granted 24 temporary online casino and gambling licences to various companies. But the Greek government, which is notoriously corrupt, and incompetent showed its true colours.

Greek legislators soon changed their minds. In the same year, after collecting the enormous licensing fees (we are talking about millions of € per applicants) they declared that the online casino gambling licences will be terminated by the end of the year and OPAP, the then still 34% state owned gambling giant will get a monopoly instead… And it was not a joke, Greece granted a sole online gambling licence to OPAP until 2030.

This started a number of high profile court battles. After several complaints by various European online gambling operators, the European Court of Justice ruled that this online gambling monopoly goes against EU regulation. However, the EU is notoriously incompetent and impotent (impotent means weak, ineffectual, not the other meaning…) even more so than the Greek government so even to this day the monopoly is still in effect. The only thing the EU achieved is that declaring that unlicensed online casinos can also accept players from Greek and they can not be blocked, and players can not be prosecuted for playing in these casinos. That is still the case to this day.

UPDATE: The new licencing regime which was supposed to be finished by 2016 is finally ready, it was only 4 years late,which is above average performance for the Greek government…. OPAP’s monopoly is finally null and void and now online casinos can get a licence. Hopefully they don’t change their mind like last time, and lets hope this time it’s not just a cash-grab. We shall see how successful Greece will be in attracting foreign investors and online casino operators.
