Antiquity: Gambling has quite a long history in Egypt, dating back to Ancient Egypt. The first written mention of games of chance is from around 3000 BC (a gambling ban, gambling was periodically legalized and then banned in Ancient Egypt). And ancient tombs were adorned with reliefs depicting various forms of games of chance.
However, in this guide we will focus on the modern history of gambling in contemporary Islamic Egypt.
1937: The date of the first official mention of gambling in the Egyptian legislation, namely in the Penal Code.
1940: The unofficial start of lottery in Egypt in the Greek districts of Cairo.
1941 – 1955: King Farouk I issued a law banning gambling, in accordance with Article 19 of Public Stores Law No. 38 of 1941.
1955: Despite being a Muslim majority country casino gambling was legalized for tourists in 1955. Locals can not enter casino gambling establishments (even to this day).
1960: Lottery is officially legalized in certain governorates of Egypt.
1976: Lottery is legalized in the entire country. The Lottery Coalition is created.
2005: Sports betting was legalized in Egypt.
Gambling is legal in Egypt since 1955, according to Law No. 18 of 195510, which was later replaced by bill 1/1973 Concerning Hotels and Touristic Resorts Activity1, which is the main piece of the gambling legislation.
The following forms of gambling are legal in Egypt:

What constitutes gambling in Egypt is defined by article No. 73. of the Penal Code. According to this the following forms of gambling are regulated and legal in the country (unregulated games of chance are illegal by default):
- card games
- lottery
- betting (including sports betting)
- TV contests (includes promotional lotteries and raffles)
- table games
- electronic games (e.g.: electronic blackjack table, electronic roulette wheel, does not includes online gambling)
Gambling is only legal inside licensed gambling venues, unlicensed gambling is illegal according to Article 352 and 352 of the Egyptian Penal Code5:
“Whoever provides a location for gambling games (…) shall be punished with detention and a fine not exceeding one thousand pounds and/or imprisonment for a period not exceeding six months.” – (1000 Egyptian pounds = € 50)
It is unknown how the government reconciles the legalization of gambling with the Islamic values of the majority Muslim population.
According to teachings of Quran: gambling (maisir) is forbidden (haram) for Muslims (90% of the population of Egypt is an adherents of Islam, Islamic values are deeply entrenched in the society)4.
According to Islamic law:
- It is unlawful for Muslims to gain wealth by gambling. According to Islamic teachings one ought to earn a living by honest, serious, hard work, and relying on luck to gain money is contrary to this principle.
- Muslims must not participate in gambling for recreational purposes: The reason for this prohibition lies in the addictive nature of gambling, which causes the gambler to neglect his responsibilities to society and the Creator.
Despite this, Egypt is a Muslim country with legalized gambling, along with e.g.: Turkey, Armenia, Kazakhstan, Kyrgyzstan, Lebanon (of these only Lebanon and Armenia has casinos as well).
Online gambling is technically illegal in Egypt, according to Law No. 175 of 2018 – Anti-Cyber and Information Technology Crimes Law6.
Even though internet gambling is not regulated or mentioned by the gambling legislation of Egypt, all forms of unlicensed gambling are illegal (and online gambling licenses are not issued). Therefore, online gambling is de facto illegal as well.
According to law No. 175 operators of unlicensed wagering websites can face imprisonment for a period of no less than three months and/or a fine of 30K – 51 K Egyptian pounds (€ 2530). However, players who play on offshore online gambling websites are not prosecuted8.

There are around 25 casinos in the country, and around 15 of them are in Cairo.
UPDATE COVID-19: However, the global pandemic devastated the casino sector of Egypt, the number of visitors dropped form 13 million to 3.7 million in just one year, which devastated the casino sector. This has led to many casino closures, and the number of casinos at the time of writing is below 25 (and more closures are expected).

 Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivizing hard work and entrepreneurship).
