Gambling is actually technically legal on the island of Saint-Barthélemy (officially Collectivité territoriale de Saint-Barthélemy), even though there are no casinos or any form of gambling establishments at all. The reason for this is that the beautiful island getaway is actually a French Overseas Collectivity, and therefore French gambling laws apply. And according to Article L.320-1 of the French Code of Homeland Security (Chapitre préliminaire : Dispositions communes  – Articles L320-1 à L320-18)*, games of chance in licensed gambling establishments are legal, technically.

However, land-based gambling, betting, wagering of any kind is de facto illegal, and the island, despite being part of the Caribbean, managed to stay away from casino hotels, a mainstay of the tourism sector of the region (they manged to say no to these gaming venues, in no small part thanks to the many wealthy tourists visiting, and millionaires, billionaires choosing this tiny paradise island as their home).

Even without tourist magnet casino hotels (and the bigger cruise ships are also not allowed to dock here), the island’s main industry is still tourism** (UPDATE 2021 COVID-19: and that is why the territory was hard hit by the global coronavirus pandemic, the number of tourist fell by 65% on average in the region***, asa result the government started to look into other means of revenue, but gambling is still not considered).

/Comment: Casinos in themselves are not tourist magnets anymore in the Caribbean, they are ubiquitous. However, casinos are usually part of, located within, and/or owned by huge hotel chains (not directly, usually through shell companies), e.g.: Hard Rock, Hilton, Marriott with very deep pockets, big marketing machines, and connections. They invest more in countries where they can have a casino beside the hotel, resort, because of the higher potential revenue. Despite the family-friendly, “curated” image they maintain, these hotel chains own sometimes up to a 100+ casinos all over the world, it’s business after all, all about money, everything else is fake, a lie./

If the beauty of the island wasn’t enough (check out the video below, if you are new to St. Barts and the natural beauty and old world charm of the place), the low tax (e.g.: no personal or corporate income taxes or VAT) ought to convince you that this might just be the best Caribbean island to settle down. And you would be right, but sadly, every rose has its thorns.

Property prices (to the disdain of locals!) are shot up due to the wealthy, mostly French pensioners and rich people moving in. And summer homes, mansions, time shares line most of the more popular beaches. Unless you have deep pockets (family homes for tourists starting at $500 K near the beach, timeshares are also multiple $100 K) you are better of trying one of the poorer Caribbean islands (although, I wouldn1t recommend them, they usually have really high crime rates, and a lot of desperate poor people with no prospects, who just hate the privileged wealthy tourists and foreigners).

Most forms of online gambling are also technically legal since 2010, according to the French Law 2010-476 2010 (Loi no. 2010-476 du 12 mai 2010 relative à l’ouverture à la concurrence et à la régulation du secteur des jeux d’argent et de hasard en ligne)****, which applies to Saint Barthélemy too.

Unofficial sources suggest, that there was a plan for a casino (by a French company), planned to be opened in St. Barthelemy in 2008. The project went quiet for a few years, and it reappeared in another forum thread in 2013, where even a scanned version of an article, published in a local newspaper about the planned casino was posted*. However, since then, nothing happened, radio silence, UPDATE 2021: and considering that more than 8 years have passed, we can safely say that project failed, there are still no casinos on the island.

There are no online casinos based in St. Barts, as authorities do not issue such licenses. Only France has an online gambling licensing system in place.

Online gambling websites licenced in France accept players from the French overseas territories too. However, according to French laws, online casinos are not legal, it’s not among the legalized forms of internet gambling. Despite this, locals can paly freely online, because the local government does not pay any attention to the residents online gambling activity, and does not enforce French online gambling laws within the territory (this is common in all the French territories, all of them are too small to have a digital gambling enforcement and regulation system in place, and mainland France does not monitor the overseas territories).

Charity: As a way to help others, to give back, I sometimes donate to Kiva. If you click on the ads on the website, I make some money. And in a good month, if I make more than my expenses, I donate to people and projects on Kiva.
Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivezing hard work and entrepreneurship).
