Summary: A few forms of gambling are legal in Uzbekistan since 1991 (officially the Republic of Uzbekistan, a Muslim Central Asian country, with a population of 35.3 million).

1991 – 2002: Uzbekistan was part of the USSR until their 1991 independence. In the USSR lottery and limited sports betting was legal in most satellite states including Uzbekistan (that’s why lottery is legal, despite the Muslim population). However, upon independence from Russia Uzbekistan decided to not to continue with the Russian modell, and it distanced itself from it over the years.

By 2002 even the casual game billiard was outlawed and the only game of chance, which remained legal was lottery.

/Comment: I have no idea why billiard (a.k.a. English billiard) was outlawed, it’s not gambling. The reason seems to have been lost to history. If you know please leave a comment./

2021: Plans were drafted to legalize sportsbooks in the country, inspired by the thriving Kazakhstani sports betting industry.

2022: The government officially reversed its stance on the legalization of sports betting, citing lack of popular support as the main reason1. This manes that lottery remains the only form of gambling allowed in Uzbekistan.

Gambling is mostly illegal in Uzbekistan since 2002, except lottery, according to the Constitution2 and the Uzbekistani Penal Code3.

The official reasoning of the government for the gambling ban is that: “gambling does not correspond to the spirit of the Uzbek people, and it also leads to crime”.

This an understandable position to take in a Central Asian country, considering that the countries in the neighbourhood, which have legalized some forms of gambling (these are: Tajikistan, Kazakhstan) had quite serious issues with corruption, organized crime involvement, match fixing and offshore tax evasion.

However, over time the situation in these countries improved considerably as the enforcement improved and became more pervasive.

Additionally, the country is also majority Muslim (around 90% are adherents of Islam), and even though officially Uzbekistan is a secular country this still has a huge effect on the legislation.

According to the Muslim holy book, the Quran, gambling (maisir) is forbidden (haram) for all true Muslims4.

Despite this, lottery remains legal (it has been legal since 1991, details can be found in the history of gambling section above, and information about the Uzbekistan lottery sector can be found in the lottery section below).

UPDATE 2021: However, in 2021 the authorities officially started the process of legalization of sports betting within the country. The official reason for the legalization was to generate additional tax revenue, which would have been invested into the development of the country’s sports institutions (mainly football).

UPDATE 2022: However, in 2022 the government officially reversed its stance on the legalization of sports betting, citing lack of popular support as the main reason1. And the government decided to privatize the football clubs instead.

 

Online gambling is also considered illegal (including online lottery). However, the authorities only focus on illegally operating domestic gambling websites they do not target ordinary players, who visit international gambling platforms. However, placing bets on foreign gambling websites is technically illegal.

The Uzbek government does have an internet censoring system, but it mainly targets domestic political content. However, the authorities tightened their grip on internet cafes in the country in 2017, which sometimes facilitated illegal gambling6. This could trigger more censorship and blocking of online gambling sites eventually.

How is it legal for online gambling websites to accept players from Uzbekistan? Isn’t it illegal?

It’s only illegal for Uzbek citizens to play online. These foreign online gambling websites, which accept players from Uzbekistan, are registered and licensed in foreign countries, and the Uzbekistani laws only apply within the borders of the country (within the so called jurisdiction, they do not apply to these foreign gambling websites).

According to the local gambling laws of the countries in which these offshore gambling companies operate it’s perfectly legal to accept players from Uzbekistan.

But it’s not legal for Uzbek citizens to place bets on these platforms.

International law can be complicated, and enforcement is even more tricky. I hope this clears it up.

Uzbekistan was one of the more obscure countries of the world until recently. Very few people knew anything about the country outside of the region (this is still true for most of the other Central Asian countries, with the notable exception of Pakistan). However, over time, especially since 2017, the country has become a up-and-coming  tourist destination with remarkable growth (from 2 million to 6.7 million in 3 years)5.

UPDATE COVID-19: These are pre-coronavirus numbers, the number of visitors has fallen drastically because of the global pandemic. However, the government hasn’t published any official figures since 2019. Therefore the impact of the global pandemic is not yet known.

They said that when trying to withdraw money from their accounts at Agrobank (one of the country’s major financial institutions) they were ‘forced’ by the banks employees to buy lottery tickets costing up to 5,000 soms (around € 2, keep in mind that this is a poor country)*.

The bank officials denied the accusations in a statement. however, employees of Agrobank in Andijon Province confirmed that they were obliged to force people to buy lottery tickets.

To make it even more absurd, some teachers in Khwarezm and Bukhara provinces  claimed they have been given lottery tickets instead of their salaries (this is unconfirmed).

Agrobank is not the only one. Another major Uzbek financial institution, Halq Bank was also caught up in a similar controversy when, allegedly, forced some of its’ customers to buy lottery tickets.

It is not known how are these financial institutions allowed to conduct lottery, with what sort of licence, there is simply no information regarding this online (if you know please leave a comment).

However, this will soon change, because in 2020 the government started planning a national lottery, which will have monopoly on lottery and lottery-like games in Uzbekistan**. As of right now there aren1t any Uzbek national lottery (at the time of writing).

Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivizing hard work and entrepreneurship).
