Summary: A few forms of gambling are legal in Pakistan since 1912 (officially the Islamic Republic of Pakistan, a Muslim country right next to India, the fifth most populous country in the world with a population of 227 million).

Be aware that most gambling blogs still to this day erroneously claim that all forms of gambling are illegal in Pakistan, but this is entirely incorrect.

Online gambling is illegal, officially. However, players are not prosecuted for playing online, it is not really enforced.

History of Gambling in Pakistan - click to expand

1956: Gambling has been illegal ever since the foundation of the Islamic Republic of Pakistan, in 1956.

1912: Horse racing (tote) was legalized in Pakistan.

1977: Horse racing betting was banned for a short period of time.

19979: Horse racing betting was relegalized.

1981: Prize Bonds were legalized in 1981. This is a type of raffle, winners are awarded e.g.: a savings account, pensioners’ benefit account, special savings account or a student welfare bond, which usually do not pay interest, instead grants the winner a lump sum (in other countries this would either be called a raffle or a promotional lottery).

1991: As a result of the legalization of tote betting, prize bonds and some careful legal maneuvering, semi-legally operating Lahore bookies (usually with ties to organized crime groups) started taking bets on cricket (disguised as raffles, or prizes for guessing the winner correctly).

This de facto created a lucrative cricket betting sector (cricket is the national sport of Pakistan), which thrived in the 1990s and made many shady characters very rich.

It was eventually dismantled amid many corruption scandals.

All forms of gambling (maisir) are officially illegal in Pakistan, according to The Prevention of Gambling Act1 and the Penal Code of Pakistan2.

Just like in most Muslim-majority countries the legal system is based on Islamic (Shari’ah) law, in fact, it has been officially integrated into the legal system, with the 1991 Enforcement of Shari’ah Act3.

According to Islamic law4:

  • It is unlawful for Muslims to gain wealth by gambling. According to Islamic teachings one ought to earn a living by honest, serious, hard work, and relying on luck to gain money is contrary to this principle.
  • Muslims must not participate in gambling for recreational purposes: The reason for this prohibition lies in the addictive nature of gambling, which causes the gambler to neglect his responsibilities to society and the Creator.

 

Therefore, there aren’t any legally operating land-based gambling establishments in the country. Pakistan doesn’t even have a national lottery.

/Comment: Even most Muslim-majority countries actually have a lottery, only a few countries in the world don’t have a lottery, e.g. Afghanistan, Iraq, Syria./

However, there is a loophole, some activities, which would be considered games of chance or betting in other countries are not seen as such in Pakistan to circumvent the gambling ban. The justification for this was provided by the 1932 Sunan Abi Dawud12.

Namely, the following forms of gambling are legal in the country since 1979:

  • horse racing betting
  • prize bonds (promotional lotteries and raffles)
  • and for some time cricket betting was tolerated as well (although it was never truly legal, details can be found in the history of gambling in Pakistan section above)

 

Similarly to the United Arab Emirates horse racing betting is not considered gambling, because according to the prevailing interpretation (hadith) of the Quran10 it is not haram:

Excerpts from the Sunan Abi Dawud12:

“Praise be to Allah. Holding races between horses is permissible, because the Prophet (blessings and peace of Allah be upon him) said: “There should be no prizes for competitions except in archery, camel races or horse races.””

Additionally, Arab governments also use the excuse that tote betting is more of a raffle or a game of skill.

Regardless, as a result of these excuses and loopholes the activity is not considered gambling.

However, most forms of gambling are still illegal, despite this.

The penalty for illegal gambling ranges from a small fine of a couple hundred rupees to incarceration for 5 years.

Despite this, in the late 90s and early 2000s betting was prevalent nationwide. There were around 60 betting shops in Karachi alone (and hundreds countrywide). The criminal behind the illegal sports betting empire (Hanif Suzuki) had ties to corrupt politicians and reportedly paid Rs 10,000 a day/bookie as protection money, in addition to the bribes to prevent police from raiding and shutting them down9.

/Comment: Adjusted to inflation, 10,000 Rs (Pakistani Rupees) is about €200 per day, per betting shop. Much less than what one would think./

 

Online gambling is illegal as well, officially. Online gambling is not specifically mentioned in the Penal Code of Pakistan. However, because all forms of gambling are considered illegal it applies to digital games of chance as well.

However, despite this, it is a prevalent activity that goes unpunished.

Technically placing bets on an online gambling platform is illegal. However, this is not enforced and players are not prosecuted. In fact, one of the leading online bookmaker admitted that they had over 700 active user from Pakistan6, and this is just one out of the many thousands of online gambling platforms, which accept Pakistani players (you can see a list of some of them below). None of the bettors were ever punished, the government does not actively target Pakistani players.

/Comment: This is not unique to Pakistan, this is the case in most Muslim-majority countries, some Muslim countries even have such lax enforcement (e.g.: Afghanistan) when it comes to internet gambling that the country even had professional poker players, who competed in international tournaments and openly admitted to playing poker online from the country (e.g.: Sherkhan Farnood, who was the Chairman of Kabul Bank until 20105, he was never prosecuted for illegal gambling)./ 

UPDATE 2022: However, a few online gambling sites are blocked (only the biggest ones seem to be blocked), but players, who visit these foreign gambling websites are not prosecuted.

/Comment: For additional security you can use VPNs, virtual wallets (e.g.: Skrill, Netteller) or cryptocurrencies to maintain anonymity online. However, this is not absolutely necessary, players are not targeted or fined, only illegally operating domestic gambling websites are targeted by the authorities./

How is it legal for online gambling websites to accept players from Pakistan? Isn’t it illegal?

It’s only illegal for Pakistani citizens to play online. These foreign online gambling websites, which accept players from Pakistan, are registered and licensed in foreign countries, and the Pakistani laws only apply within the borders of the country (within the so called jurisdiction, they do not apply to these foreign gambling websites).

According to the local gambling laws of the countries in which these offshore gambling companies operate it’s perfectly legal to accept players from Pakistan.

But it’s not legal for Pakistani citizens to place bets on these platforms.

International law can be complicated, and enforcement is even more tricky. I hope this clears this up.

However, I officially do not recommend playing online from Pakistan, it’s illegal, and you should always act according to the laws of your country, even if it’s not enforced, play at your own risk.

Can tourists play online from Pakistan?

Yes, the laws discussed on this webpage only apply to Pakistani citizens, and they do not apply to tourists. Tourists (expats, non-citizens, illegal migrants) can play online freely.

 

Betting on blood sports in Pakistan

All forms of blood sports are officially illegal in Pakistan. Betting on blood sports is also illegal.

However, despite this, “dangal” is still prevalent, especially in the coutnryside7.

Dangal is the local name for animal fights. Usually this means cock fights or dog fights, but sometimes more exotic animals are made to fight as well. These danglas are often accompanied by consumption of illegal alcohol and betting. Even though the mullahs denounce this as sinful, and it is illegal, the police usually does not intervene.

/Comment: Dangal is especially popular among the lower classes: poor, uneducated, rural. These are the kinds of people, who love to publicly torture animals for fun. Not just in Pakistan, this correlation is true for most countries (one notable exception is bullfighting, which is usually a tourist attraction, which means bullfights are mostly attended by the middle class or higher)./

Illegal animal fights are widespread in most Muslim countries, for some reason (e.g.: Iran, Iraq).

 

Pakistan is most definitely not a tourist hotspot due to the country’s poor reputation, poverty and geopolitical situation. The country only receives around 1 million tourists per year, which is an extremely low number considering that the country has a population of 227 million8.

UPDATE COVID-19: These are pre-coronavirus numbers, it has fallen significantly since the global pandemic. However, the exact amount of the reduction is not known, the new, post-coronavirus numbers were not publicly available at the time of writing.

Pakistan gambling licenses

N/A, gambling licenses are not issued in Pakistan.

Horse racing betting (which is not considered gambling in the country) licenses are issued by the provincial governments, according to the 1912 The Race Courses Licensing Act11.

Pakistan gambling taxation

N/A, there is no specific gambling tax in Pakistan.

The taxation of horse racing betting is regulated by 1959 Punjab Horse-Race Betting Tax Act13.

According to this act tote betting is taxed at a rate of 20%.

According to paragraph 4. the tax base is:

“levied and paid out of all moneys paid or agreed to be paid to the book-makers by backers in respect of bets made in a place within the race enclosure which the manager has set apart for the purposes of such betting”.

I'm an independent gambling blogger since 2012. In this sector dominated by huge media companies, casino operators and online marketing networks, who can easily spend $ millions on their online gambling blogs, it's not easy for an independent nobody like me to survive. It took me about 6 years, working my ass off, to even have a chance to be noticed by visitors like you. I'm lucky enough that for a few years now, I make enough money to be able to do this full time (before that, I had part-time jobs, ghost writing gigs, online marketing this and that).
Now I can finally do this full time, thanks to visitors like you! And it means a lot! If you are interested, please bookmark this site (no social media profiles, I no longer have any, but please feel free to share anything on any social media networks, if you still use them). I don't have any money to advertise, and if you have a personal blog, any social media profile, please mention my gambling blog and link back to it.
