| Summary: Gambling is illegal in Iran (officially the Islamic Republic of Iran, an autocratic Islamic theocracy, with a population of 83 million, the second largest country in the Middle East).

1979: Gambling has always been illegal in the Islamic Republic of Iran, ever since its foundation, the revolution of 1979.
Gambling (maisir) is illegal in Iran, according to the Iran Penal Code1 and the Irani Civil Code6.
The law states that:
“Gambling and betting are void transactions and no action based on them will lie. The same rule applies to all engagements which arise out of illegal transactions.”.
Iran’s legal code is based on Islamic (Shari’ah) law2 and according to Sharia law gambling is strictly forbidden, and it is considered Satan’s handiwork.
According to Islamic law:
- It is unlawful for Muslims to gain wealth by gambling. According to Islamic teachings one ought to earn a living by honest, serious, hard work, and relying on luck to gain money is contrary to this principle.
- Muslims must not participate in gambling for recreational purposes: The reason for this prohibition lies in the addictive nature of gambling, which causes the gambler to neglect his responsibilities to society and the Creator.
Therefore, there aren’t any legally operating land-based gambling establishments in the country. Iran doesn’t even have a national lottery.
/Comment: Most Muslim-majority countries actually have a lottery, only a few countries in the world don’t have a lottery, e.g. Afghanistan, Iraq, Pakistan, Syria./
If someone is caught engaging in illegal gambling, the penalties could be up to 6 months in jail and/or 74 lashes, according to the Penal Code.
Online gambling is illegal as well.
Online gambling is not specifically mentioned in the penal code of Iran. However, because all forms of gambling are considered illegal it applies to digital games of chance as well.
However, this is not enforced and players are not prosecuted.
/Comment: This is not unique to Iran, this is the case in most Muslim majority countries, some (e.g.: Afghanistan) even have such lax enforcement when it comes to internet gambling that the country even had professional poker players, who openly admitted to playing poker online from the country and competed in international tournaments. Namely Sherkhan Farnood, who was the Chairman of Kabul Bank until 20103./
However, some online gambling sites are blocked and even transactions to and from gambling sites are sometimes blocked as well (this only effects transactions via credit cards from local financial institutions, international banks do no comply, virtual wallets e.g.: Skrill, Netteller and cryptocurrencies are completely unaffected).
The government tries to unsuccessfully curb the ever increasing online gambling in the country with little success, but players are not prosecuted4.
While betting on animal fights is the leading form of illegal gambling in the countryside, in the bigger cities playing on foreign gambling websites is the preferred activity of the more educated, intellectual segment of the country, which speaks foreign languages (because offshore gambling websites are not available in Farsi).

If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan).
