History of gambling in Macedonia: Gambling has a very short history in the country. Before 1991 they were part of the USSR and most forms of gambling were officially illegal in the Soviet Union, and before that they were part of Greece (you can read about gambling in Greece here).

Lottery is the only form of gambling, which has a history the predates the formation of the country, The Lottery of Macedonia was established in 1972 as a regional lottery games operator of the former Yugoslav Lotteries.

The defining gambling legislation is the Law on Games of Chance and Entertainment Games1, and its amendments.

The gambling sector is dominated the 100+ slot halls (which range from just small pubs with gaming machines to big gambling establishments almost the size of real casinos). Casinos are also legal (details can be seen in the casino gambling section below).

 

Online gambling is also legal since 2014. However, only online lottery was legal, and online gambling was not fully legal until 2020.

UPDATE 2021: Since 2020 April online gambling has been fully legalized in Macedonia (with an amendment to the Law on Games of Chance and Entertainment Games) to mitigate the negative effects of the global pandemic on the gambling operators. All operators, which have a Macedonian gambling licence can now operate an online platform as well2.

Prior to the 2020 legalization online gambling was a monopoly of the National Videolottery of the Republic of Macedonia

In 2014 there were rumors that the government of Macedonia wanted to make online gambling a state monopoly3. It entered into a joint venture with Casinos Austria, and they set up the National Videolottery of the Republic of Macedonia joint venture (Casinos Austria owns 49% and 51% is owned by the government).

As far as I can tell, it consisted of a network of video lottery terminals, online lottery (details can be seen in the Macedonia lottery section below) and an internet platform with casino games and sports betting. All owned and operated by the National Videolottery of the Republic of Macedonia.

/Comment: In the European Union such a monopoly would not be allowed, it would be illegal according to Article 56 TFEU and Article 8 of Directive 98/34/EC. And Macedonia is trying to become an EU member. If they ever succeeded in becoming a member of the EU, that monopoly would have been dismantled anyway./

However, since 2020, online gambling is no longer a monopoly and private companies can engage in online gambling activities (except online lottery, which remains a monopoly, details can be found below, in the gambling licensing section).

The ISPs (internet service providers) block unlicensed offshore gambling websites since 20143, at the behest of the government. However, this is not very effective, and only a fraction of the unlicensed online gambling sites are blocked (only the biggest websites).

Only licensed online gambling companies can accept players from Macedonia.

Gambling licenses are issued by the Ministry of Finance. You have to contact them if you wish to set up any sort of gambling company in Macedonia. Their website is available in English as well.

Regulation and inspection of licenses is done according to the Law on Inspection Supervision5.

Very little is known about the licensing process, fees and requirements. What little I could find is here:

Licenses are issued for a period of six years. Each venue needs a separate licence. The casino license costs €600 K, per licence.

Financial requirements of a Macedonian casino license:

  • capital of at least €500 K
  • an additional deposit or a bank guarantee of €300 K on the bank account of the company

 

It seems like there are no standalone online licenses, the brick & mortar licenses allow the operation of online platforms as well since 2020.

The gambling tax rates in Macedonia are set by the Law on Tax Procedures6, and they are the following:

  • 20% gambling tax, tax base is the gross gambling revenue
  • 3% special health care financing fee, tax base is the gross gambling revenue
