Most forms of gambling and online gambling are the monopoly of OPAP A.E. (English name: Greek Organisation of Football Prognostics S.A, was state owned, but has been privatized, very bad reputation prior to privatization, best to avoid it).
Gambling is legal in Greece, and the main piece of the gambling legislation is the Law 4635/2019 Law 4002/20111.
Gambling has been legal in Greece since antiquity, but the modern history of it is intertwined with OPAP and the Greek state, and it starts in 1958.
OPAP had a monopoly on almost all forms of gambling since its inception in 1958. It was state owned, but over time, due to pressure by the EU, and after various corruption scandals it was privatised.
In 2013, in the wake of the 2008 financial crisis, and as a result of the 2009 Greek debt crisis, the state sold its last 33% share in the company. However, this did not effect the OPAP’s monopoly situation, which remained intact.
OPAP has managed to retain a monopoly on sports betting and lottery until 2021.
UPDATE 2021: The lottery and sports betting monopoly was once again extended to 20233 (it was extended once before, from 2017 to 2021). Additional extensions are likely.
Online gambling in Greece is also legal since 2012 according to the Decision No. 23/3/23.10.2012 of the Hellenic Gaming Commission. All forms of online gambling including online sports betting, internet lottery, digital bingo and online casino gambling were a monopoly of OPAP until 2021.
UPDATE 2021: However, this monopoly was dismantled and 15 online gambling licenses were issued in 20214. Private companies can once again apply for an online gambling licence (details can be found in the Greece gambling licensing section below).
For a long time the Greek government was strongly against online gambling, and it was officially made illegal in 2002.
However, when online casinos and bookmakers started to appear en masse in the early 2000s, the Greek government made online gambling officially legal in 2012 to start licensing and taxing these websites (many people already played on these unlicensed websites, which didn’t pay any taxes).
They quickly issued 24 licenses.
/Comment: According to industry rumors they only wanted the licensing fee, there was no real licensing, monitoring and regulatory oversight behind the licenses. And considering the how corrupt the Greek government was prior to the 2009 debt crisis, it’s not difficult to believe./
However, they also wanted to make online gambling a monopoly of OPAP A.E. (back then the company was still 33% state owned) and they made sure these licensed online gambling companies could not compete, despite the valid licenses they just received.
They backstabbed the licensed operators, and they used shady and underhanded tactics to protect the online gambling a monopoly of OPAP A.E.. As a result most licensed comapnies left the market and started legal action against the government.
In the meantime the value of company (OPAP) went up, and the government sold all its shares, taking advantage of the situation.

The state made hefty profits (the 33% stake was sold for $650 million). And even though the licensed companies sued the government, and the CJEU (Court of Justice of the EU) ruled i ntheir favour, and declared this monopoly to be illegal, it’s still intact, up to this day and OPAP has a monopoly on all forms of online gambling till 2030. UPDATE 2021: no longer, the monopoly of OPAP was finally dismantled, due to pressure from the EU, in 2021.
/Comment: OPAP is a controversial company, to put it lightly, with a bad reputation. Not just in Greece, but also in Cyprus, where they also have a very strong market presence (you can read about the Cyprus gambling sector here).
And there are many problems with the company in pretty much every country where they have a presence.
However, things have improved since the 2013 privatization, now that the corrupt Greek government is out of the picture./
Online gambling in Greece is still a heated, controversial topic. The country was accused of protectionism, corruption and violating EU directives by multiple online gambling operators, multiple times, in the last 10 years.
The EU Top Court usually rules in favour of these companies, and even to this day there is a lot of litigation behind the scenes.
However, the situation seems to have finally been resolved.
In 2016 the Greek government announced that they will be opening up the online gambling market and that they will be issuing online gambling licenses sometime in the future5. In true Greek fashion nothing happened for 4 years. But surprisingly they actually did it, and the first round of licensing started in 2020, concluding with the issuance of 15 online gambling licenses in 2021.

Greece and EU gambling laws: Because Greece is an EU country Article 56 TFEU6 and Article 8 of Directive 98/34/EC (EU gambling directives) apply. These state that other EU online gambling companies should be provided access to the Greek market, and they should be provided a way to obtain local gambling licenses (free trade of services and free competition within the Eurozone).
