Legal status: legal, state monopoly

Online casino gambling in Macedonia has been undergoing serious changes in the past few years, and the online casino market has still not been stabilized. The reason behind this is that the past few years have seen the first law in Macedonia explicitly addressing online casino gambling, as well as the country’s first online casino.

Prior to 2013, online casino gambling was in theory illegal in Macedonia. It was covered by a blanket ban on all unlicensed gambling activities, but the law was not strictly enforced due to a lack of resources and willingness. As a result, locals were free to play on any international online casino sites with no repercussions.

In 2013, a new regulation, the Law on Games of Chance and Entertainment Games came into effect, which marked the beginning of the liberalization of the Macedonian online casino gambling market. In accordance with this law, internet games of chance may be organised as long as the operator holds a valid licence issued by the Ministry of Finance (there is no dedicated gambling authority in Macedonia yet).

While this may have seemed like a great opportunity for online casino operators, the regulation was heavily skewed towards a single Macedonian gambling operator. In practice, this has resulted in a monopoly on the Macedonian online casino market, as the partially state-owned National Videolottery of Republic of Macedonia received the first licence, and began operating its website,

The monopoly of said company is said to be a transition period only, allowing the Macedonian government to gain experience in the field. As was licensed in 2015, the first online casino operators – apart from them – may first apply for a licence in 2017.

As Macedonia is a candidate for joining the European Union, and EU regulations are strictly against such monopolies, favoritism and discrimination against other member states, it is likely Macedonia will continue to open up its gambling market.

Until then, locals may gamble on either the 2win website offering mainly online slots and roulette, or on foreign online casino sites.

Land-based casinos in Macedonia


Unlike online casinos, land-based casino gambling is well-established in Macedonia. Brick and mortar casinos are also regulated by the Law on Games of Chance and Entertainment Games of 2013 which states that casinos may offer games played on tables with dice, cards or balls, as well as slot machines.

There are currently seven licensed casinos of varying sizes in Macedonia, as well as several slot machine halls, also sometimes called casinos. Land-based casino licences are valid for 6 years, and may be obtained from the Ministry of Finance after paying the licensing fee of EUR 600 000.

The largest casino in Macedonia is interestingly not located in the capital, Skopje, but in Gevgelija. Apollonia Casino and Hotel features over 100 slot machines, as well as 32 table games such as poker, roulette and blackjack. As the casino is connected to a hotel, players may also enjoy a bar and a restaurant in the building.



Other forms of online gambling in Macedonia


Due to the current state of liberalization of the online gambling market, Macedonian gamblers have rather few local options for playing online. However, many of the international online gambling sites accept players from Macedonia, so locals should have no problems accessing their favorite games.

A notable exception to the lack of Macedonia-based online gambling options is online sports betting., Macedonia’s first licensed online casino has a large section dedicated to online sports betting, with the most popular sports being football, basketball and ice hockey.

While Macedonia has a national lottery, the Loterija na Macedonija, tickets to their games are not yet available online, nor on any mobile devices. Bingo and keno are also somewhat popular in the country, are only available online on international online lottery sites.

The situation is expected to change radically as the monopoly of expires in 2017. However, it can not be foreseen, how many operators will be willing to pay the high licensing fee in order to access the Macedonian online gambling market.
