Gambling is legal in Suriname1 since 1962 (officially the Republic of Suriname, just under 165,000 square km territory and a population of 573,311, the smallest country in South America), according to the Wet Hazardspelen 19621.
Land based gambling in Suriname is legal and regulated. Casino licenses were first granted by the national government in 1996. However, things didn’t go smoothly afterwards.
In 2004 the government clamped down on the casino industry, due to alleged money laundering issues.
And there was another wave of closures in 2007 amid allegations of organized crime involvement, offshore banking to avoid taxation, and money laundering2.
In 2009 it was reported that there were nine major casinos in the country, all located in, and around the capital, Paramaribo, and there were none in the countryside.
UPDATE COVID-19: The sector seems to have bounced back, now there are 15 bigger casinos and another 15 smaller gambling establishments (slot halls technically, but they all call themselves casinos). However, the coronavirus pandemic will likely decimate these venues. It’s not yet known how many casino have been forced to close due to the pandemic.
Land based bingo halls are also operating in the country and lottery and sports betting is provided by the company Suribet, which is the Surinamese subsidiary of Superbet, a company operating online and offline gambling in Uganda, Guyana and Trinidad and Tobago as well.
Online gambling in Suriname is legal and online operators can apply for a licence. But so far only Pasha Global and Suribet (Suribet operates the national lottery), are known to have received online gambling licenses, and the process, requirements, are not known (what little is known can be seen in the Suriname gambling licensing section below).
UPDATE 2021: The gambling legislation of Suriname has undergone huge changes, and the new legislation that is in effect now (and in force from 2021 October 1) makes the situation regarding online gambling finally clear. It is now official, any kind of game, which can be played in a physical casino, can be played in an online casino as well3.

Can tourists play online while visiting Suriname?

Gambling tax in Suriname
The amount of the gambling tax paid by the gambling establishments and the online gambling ventures in Suriname is unknown. What is certain is that all in all, these businesses pay 50% of their revenue in taxes7, but how much of that 50% are specific gambling taxes is not certain.

After the bans, their numbers started to increase again. As of 2009, there were 9 operational land based casinos in the country. And at the time of writing, there are at least 30 land-based gambling establishments, all of them are still in Paramaribo city proper or metropolitan area, and there are still no casinos in the countryside.
Online casinos are also legal in Suriname, they were made specifically legal in 2021, with the new gambling legislation. However, prior to 2021, some forms of online gambling were also legal. There is very little info about the licensing process or the legislation behind this (this is typical for small and poor countries).
What is certain is that Suriname licensed two online casinos, one operated by Pasha Global, which also owns multiple land based casinos in the country, and the other is Suliverbetting by GI Tech Gaming Co India Private Limited, even before the new 2021 gambling legislation update.
