Gambling is legal in Bolivia since 1996, according to Law 060 on Lottery and Gambling Games (Ley 060 sobre Juegos de Lotería y de Azar)*.
History of games of chance in Bolivia (officially Estado Plurinacional de Bolivia, Plurinational State of Bolivia): Bolivia has a rather tumultuous history when it comes to games of chance, gambling establishment laws & regulation.
Gambling was legal in Bolivia between 1871 and 1938. However, games of chance have been completely banned from 1938 until 1996, when the Bolivian government loosened some of the gambling prohibitions.
In 1996, 200 illegally operating “bingo halls” were legalized (slot halls actually, all of them have slot machines, and that’s their primary source of income actually, they were just posing as bingo halls for legal reasons), and they have been granted amnesty in exchange for compliance with regulations, and paying gambling taxes. Lottery games were also legalised once more, but only if organized by the state lottery monopoly, and their licensed retailers.
In 2002, casinos were legalized as well. But it never took off, and there never more than a handful small casinos in Bolivia.
In 2009, due to the situation with the changing gambling regulations in Russia there was an influx of Russian investors, and many casinos and slot halls owned by Russian businessmen popped up (UPDATE 2021: all of them went bankrupt, were forced to close, or left the country since).
The Bolivian government felt the need to react to this influx of somewhat questionable investment (many of these Russian businessmen were associated with organized crime, and have built their gambling empire based on corruption, and their brought this mindset and way of operating with them here). As a result, the government decided that stricter regulations were necessary. The new gambling law took effect in 2011, and though stricter regulations were supported by casino operators and employees alike, the new law also introduced significantly higher taxes, and this resulted in may of these Russian owned businesses to quit the industry and/or the country entirely.
In 2011, the gambling laws were overhauled, bingo halls were ordered to be closed due to rampant tax evasion, money laundering and rampant disregard of the gambling legislation (the worst offenders were the 16 Bahiti’s Club bingo halls, Russian owned)**. Not to mention, many of these bingo halls had connections to organized crime and were selling drugs (mostly cocaine, which Bolivia is famous for producing quite lot) openly to their guest (it is rumored that the few remaining casinos also do this, even to this day).
UPDATE COVID-19: Since the 2011 bingo hall closures, and due to the high taxes (see below, in the Bolivia betting, wagering taxation section), and now the pandemic, and resulting decrease in tourism, very few gambling venues survived, there is only one casino remaining: Flamingo Casino in Santa Cruz de la Sierra, and if there are others, they don’t have any online presence (if you know of any more casino or bingo hall, slot hall in Bolivia, please let me know in the comments section, I couldn’t find any more).
The Gaming Board (officially the Autoridad de Fiscalización del Juego – AJ) was also formed in 201, and it is now the licensing and regulatory body in the country.
Online gambling is not yet regulated in Bolivia (it’s technically illegal, because only specifically legalized forms of gambling within licensed establishments are officially legal, but this is not enforced, and players who play online are not prosecuted). Casino gambling in Bolivia
Land-based casinos in Bolivia: legal since 2002, requires a licence

As mentioned in the introduction, casino gambling has been legal since 2002. The heyday of the Bolivian casino industry was briefly after 2009, when many Russian investors, began to flock to the country to enjoy the opportunities provided by the loose regulations.
The Bolivian government decided to be stricter when it comes to the casino gambling activities, and a new gambling law came into effect in 2011. The law introduced stricter regulations as well as increased taxes on casino operators and players alike. As a result, several of the country’s gambling establishments were forced to shut down. After continued efforts on the government’s part to prevent casino gambling illegal under the new regulation, the country’s largest casino and Bingo hall, Bingo Bahiti was also closed, and after a while no licensed casinos remained in Bolivia.
The first casino license after the 2011 purge was given to one of two remaining licensed operators, Max Entertainment S.R.L., which operates Flamingo Casino. The casino was allowed to reopen in 2014, and it is the country only casino currently.
Curucusí Games S.R.L. also received a license, but they do not operate any casino currently. Their casino closed after they have been implicated in a corruption scandal involving the company, Gabriela Zapata (the former girlfriend of Bolivia’s president), and Evo Morales, the former president himself*.
Despite all the efforts by the Bolivian government to regulate casino gambling, they don’t seem to be concerned with online casino gambling. Currently, the government is preparing the legalization of online gambling, but so far, it remains unregulated. In the meantime, players who visit foreign online casinos are not prosecuted.
