Summary: Gambling is legal in Russia since 1987 (officially the Russian Federation, the world’s largest country by a wide margin, former head of the USSR, an ex-superpower, with a population of 144 million).

History of Gambling in Russia: Gambling has a long and turbulent history in Russia. And this history is best divided into two distinct periods:

1., Gambling prior to the formation of the USSR:

Prior to the disastrous communist period from 1928 to 1987 (which killed more people than the Nazi regime in Germany and all the World War 2 casualties in Europe combined, most of them innocent civilians) gambling was mostly a private pastime of the nobility and the rich.

They gathered in private secluded getaways, in the countryside usually, attended by many servants.

Gambling wasn’t even the main focus of these private clubs, it was merely the cherry on top, something to pass the time while they decided the fate of millions, entire nations, behind closed doors, away from prying eye.

/Comment: Nowadays it’s called DAVOS or the Bilderberg meeting and they do it in luxury 5 star hotels in Switzerland, France, Germany, or the UK and there is no gambling…./

Gambling during the USSR – During the communist era gambling was almost entirely illegal, with few exceptions (state owned lottery and some sports betting, e.g.: Sportloto). However, close to the dissolution of the Soviet Union, in the 1980s, some casinos, horse racing betting tracks were allowed to reopen.

2., Gambling after the fall of the USSR:

After the dissolution of the USSR, and during the turbulent and fast transition to a market economy (1987 – 2002) gambling was barely regulated and the gambling sector was a source of endless problems (corruption, money laundering, tax evasion and organized crime involvement)¹.

But it also generated much needed tax revenues and provided employment. They were thriving private businesses, which is what the government tried to create at all cost. Therefore, they could get away with a lot, due to the political climate of the day.

1989 – The first legally operating Russian casino opened in 1989. And in the years following the collapse of the Soviet Union gambling facilities started to pop up all throughout the country.

1994 – By 1994 there were approximately 496 registered gambling establishments in Russia (and twice as many illegally operating venues, according to estimates). Moscow reportedly had a “casino” every 100 meters (but they were more like pubs with slot machines, newspapers mislabelled them as casinos on purpose to appear more shocking, to sell more papers).

Reportedly, only one in 3 gambling establishments was actually licensed. Corruption and organized crime involvement was rampant.

Most of the venues operating in the country, even the licensed ones, were notorious for avoiding taxes .

/Comment: To be fair, that was common in every business sector back then, not just among gambling establishments./

1998 – In response to this situation, a law was crafted in 1998 to clear up matters of taxation, licensing and enforcement.

As a result of these measures, tax revenues from the gambling industry increased and the police started to crack down on illegally operating gaming venues.

/Comment: But not the ones operated by organized crime groups, due to rampant corruption and bribes. Many of them survived the cleanse, transitioned and became law-abiding, legally operating gambling businesses.

Actually, companies started by these ex-crooks constituted a sizeable part of the Russian gambling market, foreshadowing what ended up happening./

This shift brought about a dramatic upturn in the number of licensed casinos and other gambling facilities in the country.

2002 – In 2002, the Federal Sports Agency (FSA) was granted the right to issue gambling licenses, while regional governments were stripped of this function (the main reason: they were corrupt and had ties with organized crime groups).

The FSA introduced an even more liberal licensing policy. It gave away licenses for the Russian Ruble equivalent of approximately $100. This way, even the smaller operators in the countryside had a chance to start operating legitimately.

2005 – As a result, between 2002 and 2005 the number of licensed and legally operating gaming venues doubled in Moscow, and an astonishing 6300 venues operated 60,000 slot machines in the city by 2005 (context: less than 5000 slots are in operation today, in the entire country).

/Comment: That means that there was roughly 1 slot machine per every 170 residents. The $100 license seemed to work, but it was all bait and switch, you can see why below./

2006 – After most of the illegally operating gambling establishment acquired licenses and started paying taxes (between 2002 and 2005), a major political and media backlash started, and the government started showing its true colours. The grace period ended in 2006.

The gambling scandals and problems in the sector did not stop, and to solve the issue once and for all the government introduced radical changes to the gambling legislation.

Federal law N 244-FZ was passed on December 29, 2006 (explained in detail below), this prohibited gambling venues with slot machines and table games everywhere in Russia, except for the special gambling zones (you can see them below, on the map).

This ended the booming, but very problematic gambling industry overnight. The sector never really recovered ever since.

2006 – The government set their sights on internet gambling, and in true Russian fashion just banned it all.

As a result, unlicensed and illegal online gambling becomes rampant and a huge problem. Russian citizens disregard the ban entirely, and gambling addiction due to online gambling reaches epidemic proportions.

Not to mention, unlicensed online gambling sites (many of them are available in Russain, posing as real, licensed internet wagering platforms) don’t pay any taxes.

Regular threats followed this. Every other year the Russian government made public statements reminding ordinary Russian players that placing bets on unlicensed gambling websites is illegal and they could be punished for it. However, only a couple of hundred players (with bigger winnings) were ever prosecuted, and even these people got away with just a slap on the wrist or a smaller fine usually (in case of really big winnings, e.g.: €10 000+, and if they did not pay taxes on their winnings, in those few cases more serious sentences were handed out).

This did nothing to curb the rampant illegal internet gambling in the country.

2016 – After the failed attempt at controlling online gambling via bans, blocks and threats, the government started a new approach and legalized certain forms of digital gambling. Since 2016 licensed Russian gambling websites can accept players from Russia (you can see a list of them below, and a more detailed explanation broken down by gambling type and category).

Gambling is legal in Russia, and the main piece of the current gambling legislation is Federal law N 244-FZ² (passed on 2006 December 29). Federal law N 244-FZ bans gambling venues with slot machines and table games everywhere in Russia, except for the special gambling zones (you can see them on the map below)³.

The law came into effect fully in 2009, despite lobbying, threats, bribes, attacks, and even assassinations⁴. Authorities basically closed down all casino gambling operations outside the four gambling zones, in a span of 3 years. This leads us to the current situation: land-based casino gambling in Russia is only allowed in the ~~four~~ UPDATE: now five gambling regions:

“Yantarnaya” (within the Kaliningradskaya oblast)
“Krasnaya Polyana” (within Krasnodar Krai) UPDATE: was called Azov City, but it was renamed to Krasnaya Polyana and it was moved, but stayed within the Krasnodarskij kraj administrative region, new area is a small section on the coast of the Black Sea, very close to the original, but closer to the sea and Crimea, and the proposed super highway to Crimea⁵, the 3 existing casinos of Azov-city closed, or moved to the new area
“Siberian Coin” ( within the Respublika Altay)
“Primorye Integrated Entertainment Zone” (within Primorskiy kray)
“Gold Coast” (within the disputed territory of the the Republic of Crimea) – planned, approved in 2019 but currently on hold since 2020, UPDATE 2021: still no casinos⁶

Gambling zones in Russia, according to the 2006 legislation, updated with the new Crimea Gold Coast gambling zone. There are 5 gambling zones in Russia, not 4, despite what most websites claim.

UPDATE 2022: There is a new interactive casino map, you can find it on the page containing a list of all Russia casinos sorted by gambling zone.

The prohibition also extended to online gambling in Russia. In 2006 all online gambling was outlawed in the country.

In 2015 February, Russia’s media authority, Roskomnadzor, started blocking blacklisted online gambling websites. The list includes rouge Russian, but also many international operators as well, including the biggest global operators, such as: 888 Poker, Betway, Bwin.party, JackpotCity, Ladbrokes, Marathon Bet, Pinnacle Sports, Titan Poker and Unibet, and Russian sites: Favbet, Fonbet, Liga Stavok, TrioBet, Vulkan-Bet and the infamous 1xbet⁷.

/Comment: Since 2015 the list has grown considerably there are more than a 5000 sites on the list, last time I checked./

However, this did not have the desired effect, and Russian citizens routinely disregarded the ban and easily circumvented the blocking attempts. Placing bets on unlicensed online gambling sites in lieu of local alternatives became a widespread phenomena.

/Comment: And considering that many of the bigger unlicensed gambling sites are available in Russian as well, this resulted in an increase in problem gambling even among the poorer and less educated people as well, who don’t speak foreign languages.

(Context: it’s a well known fact in the gambling industry that the prevalence of gambling addiction is is significantly higher among the lower social classes.)/

The government changed its approach as a result.

Online gambling is legal in Russia since 2016, according to an amendment to Federal Law No. 244. You can see a list of online gambling websites, which accept Russian players below.

It’s possible for private companies to get online sports betting and tote licenses (details below in the Russia gambling licensing section).

Additionally, the state-owned lottery company has an online lottery platform, and operates an online bingo site.

Apart from these exemptions, “gambling using information and telecommunication networks” (including the internet) is prohibited, according to article 171.2 of the Criminal Code of the Russian Federation and article 14.1.1 of the Code of the Russian Federation on Administrative Offenses⁸.

Russian laws also impose a small fine on players that participate in gambling activities conducted by unlicensed operators, both online and offline. However, Russian authorities usually target gambling providers and organizers, not players (but players have been fined in the past).

Regardless, I don’t recommend playing at unlicensed online gambling websites, if you are from Russia (stick to the licensed gambling websites below).

UPDATE 2022: Russian financial institutions started blocking transactions to and from unlicensed gambling websites⁹.

Can tourists play online from Russia?

Yes, the laws discussed on this webpage only apply to Russian citizens, and they do not apply to tourists. Tourists (expats, non-citizens, illegal migrants) can play online freely. However, unlicensed foreign gambling websites will be blocked by the Roskomnadzor, and won’t be accessible while using the Russian internet infrastructure.

Betting on blood sports in Russia

All forms of blood sports are considered animal cruelty, and are illegal in Russia. Betting on blood sports is also illegal.

The last time blood sports were legal in Russia was when Russian boxing (a unique Russian martial art, extinct nowadays) was legal. It was legal until 1832.

Crimea gambling

Crimea is part of Russia since 2014 (formerly part of Ukraine, this resulted in strong animosity, and actual fighting between the countries). However, this is not recognized by many countries internationally (despite the fact that prior to the annexation a democratic referendum was held and 96% of people in Crimea voted to join Russia).

Due to the ongoing integration and international issues it is a special jurisdiction. However, luckily, in terms of gambling it does not have a special legal status and the Russian gambling legislation applies to it as well.

In fact, in 2019 it was designated one of the gambling zones, where casinos can operate.

Russia gambling license

Gambling licenses are issued by the Ministry of Finance. You have to contact them if you wish to set up any sort of gambling business in Russia. Their website is available in English as well.

Land-based gambling licenses available to private operators in Russia:

You can get a casino, slot machine hall, bookmaker or tote office licence in Russia. Slot machine halls and casinos can only be located in the special gaming zones. Bookmakers, sports betting offices can be located outside of these zones.

You will need:

you need to register a legal entity in the territory of the Russian Federation
in case of a casino licence the value of the company’s net assets must be at least 600 million rubles (approx. € 7 million)
totalizators, betting club operators must have at least 1 million rubles as capital (approx. € 11,861)
slot halls, casinos must be at least 100 m², must have at least 80 slot machines, all equipment must be fully owned, new, not licensed or rented

Online gambling licenses available to private operators in Russia:

Online gambling licenses are handled by the Federal Tax Service, contact them if you wish to set up an online gambling business in Russia.

Currently, according to the 2016 amendment to the Russian gambling legislation, it’s only possible to get an online sports betting license and/or a tote license (for now, a company can have both, but the Russian government expressed their intent to make sure in the future a company can only have one).

A legal entity in the Russian Federation can obtain an online betting license if it meets the following financial requirements:

registered capital – 100 million rubles (approx. € 1 million);
company’s assets – 1 billion rubles (approx. € 11 million);
bank guarantee – 0.5 billion rubles (approx. € 5.5 million).

The paperwork takes about 1.5 months and costs approximately 300 rubles.

The organization must also join a self-regulatory organization. As of today, there are only two of them: Bookmakers SRO and First SRO. You will have to pay an entrance fee, an annual membership fee and a contribution to the compensation fund (about 30-32 million rubles in total + about 1 million rubles annually).

All transactions between a player and a sportsbook must use the centralized Russian payment processor TSUPIS. TSUPIS deducts the payable taxes automatically, even deducts the personal income tax from players’ winnings, and it is independent of the US banking system and their interests.

In Russia, gambling establishments pay taxes based on the number and types of games they have. The amount depends on which oblast, special gaming zone the venue is located in, that’s why you can see a range below, instead of a fixed amount:

UPDATE COVID-19: There used to be 7 casino but the Azov City gambling zone with its 3 casinos closed down, and only one of these, Shambala, was relocated. None of the Russian casinos closed permanently due to the pandemic.

They set up a Russian company, which gets an online sports betting licence, which is legal, in addition to their offshore gambling license (usually from Curacao, Panama, Aruba). And they just simply report revenue from their casino section as online sports betting.

Also, the casino games are hosted on their offshore servers, which is covered by their offshore gambling licence (which covers online casino gambling). This way, if they would be taken to court they can simply say that the casino gambling took place outside of the jurisdiction of Russia, and therefore Russian gambling laws do not apply to it (which is actually true, Russian laws only apply within Russia).

And they report the whole thing as online sports betting activity via their Russian shell company.

As described above, with multiple licenses, and by sending players to an offshore server, and handling transactions on an offshore server via a third-party payment processor, some of the licenced gambling sites are able to offer casino games online to Russians, and their online platform is not blocked in the country**.

This is just one of the many ways they can make it work. These sort of legal strategies are very complicated, not easy to understand for the average player. There are law firms (usually located in offshore tax havens, in the Caribbean and Central America mostly), who specialize in creating these complicated networks, and are tasked with finding and abusing loopholes.

The Russian government seems to turn a blind eye to this, allegedly, because, as mentioned above, they report it as online betting activity, and they pay taxes on it. And the government knows that if they would shut this down, it would only lead to players playing on shady unlicensed gambling sites, and they would not receive tax payments.
