| Summary: Some form of gambling are legal in Azerbaijan since 1991 (officially the Republic of Azerbaijan, has a population of 10.13 million, one of the more gambling friendly Muslim-majority countries, a former Soviet country).

1922 – 1991: Azerbaijan is located in Western Asia, it was part of the Soviet Union, along with neighbouring Georgia and Armenia. Under the Soviet rule the only legal forms of gambling in Azerbaijan were lottery and some very limited forms of sports betting.
1991 – 1997: Gambling was legal in Azerbaijan since its independence from the Soviet Union in 1991, all the way up until 1998.
Between 1991 and 1997 there was a golden age of gambling in Azerbaijan. Despite it being a Muslim-majority country they were inspired by the Turkish legalization of gambling, which occurred at the same time.
They similarly legalized gambling and started rapidly developing a casino sector (which makes Turkey and Azerbaijan one of the few Muslim-majority countries, which had thriving casino sectors at one point, and they both ended badly).
1997: By 1997 there were around 10 casinos in operation in the country and some smaller slot halls (many of these were owned by Turkish business interests, e.g.: the casino in the Grand Hotel Europe Baku).
However, similarly to Turkey, the gambling sector mostly attracted the shadier elements of society, including organized crime groups, corrupt individuals, and unscrupulous, immoral entrepeneuers, who thrived in this underregulated and decidedly corrupt environment of the Azerbaijan gambling industry in the early 1990s.
1998: The gambling scandal of Azerbaijan happened in this year.
The Azerbaijani president at the time was Heydər Əliyev (former high-ranking official in the KGB), his son, current president İlham Əliyev was a gambling addict and had a drinking problem, he reportedly accumulated $6 million in gambling debts playing in casinos in Turkey and in Azerbaijan (primarily owed to a Turkish gambling magnate, reportedly with organized crime ties, to make matters even worse)1.
He could not pay back his debts and his father either refused to help him, or didn’t have enough money himself (this is lost to history, if you know please leave a comment), either way they did not pay, and because it was only a verbal agreement, in a foreign country, the debt was unenforceable.
/Comment: Keep in mind that this was $6 million in 1998 dollars, UPDATE 2022: the equivalent of that in 2022 would be USD 10.3 million. Quite a lot of money./
As a reaction to the ensuing scandal, president Heydər Əliyev decreed that “gambling is contrary to the Azerbaijani values, and casinos are centers of immorality”, ordering all casinos and gambling establishments to be closed (this also made gambling debts unenforceable from a legal point of view, just to be sure).

Most forms of gambling were banned in 19981, the only exception was the state-owned lottery. However, over time, as the gambling addict son replaced his father he realized that gambling was not so “immoral” after all, and certain form of gambling were relegalized since.
2001: The state-owned Azerlotereya OJSC was created to better regulate and develop the lottery sector.
2011: Sports betting was relegalized in Azerbaijan, strictly controlled by the state, in order to help pay for the government’s sports programs and infrastructure.
Online sports betting and online lottery were also legalized in 2011.
Gambling is legal in Azerbaijan since 1991, according to the Lottery Act2, despite it being a Muslim-majority country (it is often described as “the most secular Muslim country”, very similar to Turkey).
Gambling is legal in Azerbaijan since the country’s independence from the USSR in 1991 (in fact, the lottery even predates he country’s independence).
However, most forms of gambling were made illegal in 19983 (except the state-owned lottery), due to scandals related to Heydər Əliyev (former high-ranking official in the KGB, ex-president), his son, current president İlham Əliyev (you can read the details in the Azerbaijan gambling history section above).
However, over time, some forms of gambling were relegalized since the 1998 ban.
The only three forms of gambling currently allowed are:
- sports betting;
- bingo;
- and lottery.
Bingo and lottery are the monopolies of the state-owned Azerlotereya OJSC (in operation since 2001) and sports betting is the monopoly of Caspiantech CJSC (in operation since 2010, brand name: Topaz).
Some forms of online gambling are legal since 2011, according to the Lottery Act, which is the main piece of the Azerbaijani gambling legislation.
The following forms of online gambling are legal in Azerbaijan:
- online lottery conducted by Azerlotereya OJSC (managed by Demirören Group)
- and online sports betting conducted by Caspiantech CJSC (eTopaz)
Playing on unlicensed foreign online gambling sites is illegal, but players are not prosecuted. However, some gambling websites are reportedly blocked (only the biggest ones, not many).

Azerbaijan gambling taxation
The Azerbaijan gambling tax rates are determined by The Tax Code of Azerbaijan5, and they are the following:
