Gambling is illegal in South Sudan, ever since the country’s independence in 2011, according to section 237 of the South Sudan Penal Code2:

““Keeping Gaming House or Lottery Office”: Whoever keeps any house or place whereto the public are admitted for the purpose of playing any game of chance or keeps any office or place for the purpose of drawing any lottery or assists in the conduct of any such house or place or office without license, or permission from the appropriate authority, commits an offence and shall on conviction, be punished with imprisonment for a term not exceeding six months or with fine or with both.”.

Even though South Sudan is not a Muslim country there aren’t any gambling establishment in the country.

There isn’t even a national lottery.

/Comment: In many countries, where games of chance are otherwise banned the operation of a national lottery is still allowed. This is usually the case in most Muslim-majority countries./

The government does not publish any official data on the number of visitors the country receives. However, certain estimates place it below 100K per year, which would make South Sudan the least visited country in Africa (and most of these travellers are not tourists).
