1956: Gambling has always been illegal in the Republic of the Sudan, ever since the country’s independence from the UK in 1956.

Gambling is illegal in Sudan, according to the 1991 Criminal Law Act2, which is heavily influenced by Islamic sharī’a law.

According to article 80 of the penal code:

“Gambling or running a place for gambling is punishable by imprisonment for one year.”

UPDATE: This laws was recently amended in 2020 with the Miscellaneous Amendments Law3. The previous version set the following punishment for illegal gambling (in addition to fines and imprisonment):

“a fine, or flogging not exceeding twenty-five lashes”

However, Sudan has officially become a secular country in 2020 and since then traditional Islamic punishments are being removed form the legislation, including this one.

Even sharia law was abolished in Sudan the legislation is still strongly influenced by county’s Islamic roots. According to the Quran gambling (maisir) is strictly forbidden (haram), because it is Satan’s handiwork and turns people away from God.

Not even lottery is legal.

/Comment: Despite the Quran’s teaching)lottery is legal in most Muslim countries, However, this is not the case in Sudan./

Online gambling is also illegal in Sudan.

Sudan only has an internet penetration of 30%4 and accordingly this online gambling ban is not really enforced (just like in neighbouring South Sudan).

The NTC (National Telecommunication Corporation) does operate an internet censorship system in the country, which primarily targets political and religious content. However, it is reportedly very ineffective, when it comes to online betting and wagering content, and it only blocks a few of the international gambling websites5, which accept Sudanese players (you can see a list of them below).

The online gambling is not enforced and Sudanese players, who place bets online are not prosecuted.

How is it legal for online gambling websites to accept players from Sudan? Isn’t it illegal?

It’s only illegal for Sudanese citizens to play online. These foreign online gambling websites, which accept players from Sudan are registered and licensed in foreign countries, and the Sudanese laws only apply within the borders of the country (within the so called jurisdiction of the country, they do not apply to these foreign gambling websites).

According to the local gambling laws of the countries in which these offshore gambling companies operate it’s perfectly legal for them to accept players from Sudan.

But it’s not legal for Sudanese citizens to place bets on these platforms.
