1976: Independence from the United Kingdom, as a result British gambling laws do not apply to the Seychelles since 1972.

2003: Online gambling was legalized in the Seychelles in 2003 according to 2003 Interactive Gaming Act. This makes the Seychelles the only country in the world, which started specifically regulating internet wagering prior to land-based gambling.

2014: Casinos were legalized in the Seychelles in 2014, according to 2014 Seychelles Gambling Act.

2020: Gambling licence fees, taxation, requirements were updated wit the 2020 Seychelles Gambling (Fees) Regulations Act.

Gambling is legal in the Republic of Seychelles since 2003, according to 2003 Interactive Gaming Act1. However, this act only legalized digital gambling.

Only the 2014 Seychelles Gambling Act2 legalized land-based gambling (casino gambling specifically, details can be found below, in the Seychelles casinos section).

The 2014 Gambling Act is the main piece of the gambling legislation currently.

The Seychelles gambling sector consist almost entirely of casinos, slot halls and online gambling websites, which operate with Seychelles online gambling licences (UPDATE: although, we couldn’t find any Seychelles licensed gambling websites at the time of writing, it does not appear to be a very popular licensing hub).

And there are at lest two lottery companies (MAZ Millions, Interlotto) also active in the country.

The Seychelles originally tried to become an offshore online gambling licensing hub in the early 2000s. However, the Caribbean countries started significantly earlier (in the late 1990s, they pretty much started issuing internet gambling licences as soon as the internet started to become accessible to the average person in North America).

Additionally, the Caribbean micronations also operated as tax havens, which means they already had connections to wealthy North American individuals & companies, who were not afraid to engage in “not entirely ethical” business practices (e.g.: using offshore tax havens to avoid taxation, gambling was seen as a “dirty” niche by many at that time).

This proved to be the perfect a combination and as a result the Seychelles could not compete with the Caribbean and Central American offshore internet gambling hubs (e.g.: Panama & Curacao – the two biggest), which dominated the early online gambling sector (and continue to be very influential even to this day, UPDATE: except for Panama, which has fallen out of favour and has a very bad reputation nowadays).

UPDATE 2022: We couldn’t find any internet gambling platforms with a Seychelles digital gambling licence (details can be found below, in the Seychelles online gambling licensing section), at the time of writing, even though licensed companies didn’t have to pay corporate tax or an online gambling tax  up until 2022 (more on this can be found in the Seychelles gambling taxation section below).

Seychelles players can only place bets on licensed digital gambling sites. Using unlicensed internet gambling platforms is technically illegal. However, this is not enforced, just like in the overwhelming majority of African countries.

The Seychelles gambling tax rates were overhauled in 2022 and the 0% tax rate, to encourage investment into the sector, was finally abolished5.
