1., the Caribbean and Central American offshore licensing centres at that time also operated as tax havens with a significant North American clientele (which means rich people and companies not afraid of not entirely ethical business ventures, and back then internet gambling had a really bad reputation).
2., The Caribbean countries started earlier, e.g.: Curacao started as early as 1996, when the internet first started to become affordable to the average person in North America, which means they were well-positioned to take advantage of the early online gambling boom.
3., Bad reputation of Africa. Even to this day African countries are seen as war-torn hellholes with starving children, malaria, ebola and AIDS, not something that would encourage investment. Obviously this s no entirely true, and there are huge differences between the various countries (the Seychelles is definitely among the better ones, while something like e.g.: the Democratic Republic of the Congo lives up to the stereotype), but most people don’t know this).
As a result they could never successfully compete.
UPDATE 2022: Despite the fact that up until 2022 online gambling websites licensed in the Seychelles were exempt from gambling and corporate tax. This has been abolished (see below in the Seychelles online casino taxation section).

This is small casino, the smallest in all of Seychelles (in terms of number of games), and one of the few gambling establishments that is not located in or adjacent to the capital.
It is an upscale casino club for wealthy tourists, with prices to match. And just like all the other casino clubs this venue also focuses on table and card games and has a limited slot machine selection.

Berjaya International Casino (full name: Berjaya Beau Vallon Bay Resort & Casino) is operated by the Berjaya International Hotels and Resorts company, which operates around 30 hotels worldwide, and they also operate a few casinos as well.
According to its’ official website, at the casino you can:
“Stay on top of all the action at our in-house casino and enjoy the buzz of the gaming floor when you are here! For pulse-quickening excitement, nothing beats the sights and sounds of the resort’s betting tables and slot machines.”
Even though the casino has its’ own webpage there is very little information available of the venue on it (it’s basically just 4-5 lines of dumb, gimmicky, self-advertisement). And there is conflicting information online about the number and types of games available at the venue.

Victoria casinos is located in the iconic Premier building in the capital. The venue is advertised on their Facebook page as:

However, very little is know of the venue, despite this claim. And they only maintain a seldom used Facebook page with only very basic information (which you can see below).
Based on the slots vs. tables ratio this is a casino club (casino clubs focus on tables with high limits not slots, have VIP rooms, target a wealthy upper middle class+ clientele, very expensive luxury venues).

In this sector dominated by huge media companies, casino operators and online marketing networks, who can easily spend $ millions on their online gambling blogs, it's not easy for an independent nobody like me to survive. It took me about 6 years, working my ass off, to even have a chance to be noticed by visitors like you. I'm lucky enough that for a few years now, I make enough money to be able to do this full time (before that, I had part-time jobs, ghost writing gigs, online marketing this and that). Now I can finally do this full time, thanks to visitors like you! And it means a lot!  Kiva helps young entrepreneurs in developing countries, which is an issue close to my heart for obvious reasons. If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivizing hard work and entrepreneurship).
