2013: Creation of the Gambling Board within the Ministry Of Trade And Industry of Rwanda. Online gambling licenses started to be issued in 2013.
UPDATE COVID-19: Gambling establishments were forced to close between 2020 May and 2020 October due to the global pandemic9. They have reopened since.
Gambling is legal in Rwanda since 2008. The main piece of the Rwandan gambling legislation is Law No. 58 of 20111.
The Gambling Board within the Ministry Of Trade And Industry of Rwanda is the authority tasked with overseeing the gambling industry in the country (details can be found below, in the Rwanda gambling licencing section).
The Gambling Board was established in 20132, prior to 2014 getting gambling a licence was much more difficult (and the sector was more open to corruption as well). With the establishment of the Gambling Board the government took steps to create and maintain a healthy gambling sector, which in turn provides the state with significant gambling tax revenues.
The biggest gambling companies in Rwanda are: Carousel Ltd., Premier bet, Africabet, Casino Games Rwanda Ltd., Betway, 1Xbet, Fortbet,

Rwanda gambling licenses
The Gambling Board within the Ministry Of Trade And Industry of Rwanda is responsible for the licencing of gambling businesses (including games of chance and betting over the internet).
You have to contact them if you wish to set up any sort of gambling business in the country. Their websites is available in English, although licensing fees, process and requirements are only available in Kinyarwanda (the official language of the country).
Licensing fees and requirements are set by Law N°58/2011 and Ministerial Order N° 01/013 of 20/06/20136.
The type of licences, which can be issued are:
- casino;
- gaming machine;
- sport books;
- internet gaming;
- + any other kind of game that may be added to this list by the competent organ if deemed necessary, according to Innocent Muramira, a licensed Rwandan commercial lawyer7.
You are only eligible to receive a Rwandan licence if:
- you and your company has never been denied a gaming licence in Rwanda or anywhere else;
- you and your company has never had a gaming licence suspended or revoked in Rwanda or in any other jurisdiction;
- you and your company must possess gaming premises deemed suitable by applicable regulations;
- you and your company must be in compliance with all the provisions of law no 58/2011 of 31/12/2011;
- owners and shareholders have no prior criminal offence involving fraud, money laundering or dishonesty;
- you or your company are not being subject to foreclosures or insolvency proceedings of any kind;
- you or your company must have adequate capital for the financing of the whole project(s)
- must be a Rwandan company, and owner must be Rwandan as well

Rwanda gambling taxation
The Rwanda gambling tax rates are determined by Law 016/20188, and they are the following:

If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivizing hard work and entrepreneurship).
