Legal status of digital casinos in Russia: illegal, players are not prosecuted
Despite the fact that a few online casinos manage to accept Russian players (you can see them below), online casinos are not officially legal in Russia.
Unlicensed online casinos websites, which accept players without a proper licence from Russia illegally are blocked by internet service providers (and not just online casinos, all types of unlicensed online gambling websites are blocked)1.
However, there is a way around this. Even though online casino licenses are not issued in Russia, online gambling websites can acquire Russian sports betting licenses (which are perfectly legal, foreign private companies can apply for and receive Russian bookmaker licenses).
With these, companies can bend the rules and also offer casino games on their websites (you can see these websites below). Here is how this legal acrobatics work (this is only one example, there are many ways these internet casinos cam mange to accept Russian players despite the legal landscape):
- They get a perfectly legal Russian sports betting licence, they set up a Russian sportsbook, operated by a Russian subsidiary.
- They accept Russian players through the subsidiary, pay taxes on time, for years, without any issues, until they are established and the government trusts them.
- Main company sets up a so called “shell company”, registered and headquartered in any of the many offshore tax havens (Curacao, Channel Islands, Gibraltar, Malta, Panama etc…).
- This new shell company gets a gambling licence, which covers casinos games.
- Russian company puts casinos games on the website, makes user sign a terms and conditions page that includes things like “Player must ensure that the games they are playing are legal in their jurisdiction. Player is responsible to check the legal status of the games on the website. Russian players must comply with Russian gambling laws.” etc…
- They channel the Russian players to their shell company, to the offshore server if they click on the casinos games.
- They report the revenue from casino games as sports betting revenue and the Russian government gets its share in the form of taxes.
And as long as the Russian government gets its fair share in taxes they seem turn a blind eye. Or at least they have done so in the past.
Obviously, these deals with the government are behind closed doors, all hush-hush, not something they advertise. But over time there have been many scandals, when for some reason the government is no longer willing to turn a blind eye (e.g.: the 1xbet scandal1, probably the best known).
Is it illegal for players to play on such sites?
First of all, 99.9% of players are not aware of this happening, and if you ever played in an online casino from Russia you probably already have used such sites unknowingly. As you probably experienced firsthand the government does not prosecute these players and they focus their efforts on the operators.

Although government officials and lawyers close the the government would be quick to point out that using such sites is technically illegal (and it is), and you could technically get a small fine, in reality players are not prosecuted.

Not to mention, these companies hide their activities behind shell companies, payment processors, and route the web traffic through various subnets, it would difficult to trace them.

The Russian government tries to attack these operators, but they are pretty much powerless (that’s why they turn a blind eye as long as they pay taxes). It’s very complicated, let’s break it down a little.
Example: In this example I’m going to assume that the main legal entity is an Aruba licensed gambling company, and I’m illustrating how they would get around the Russian online casino gambling restrictions:
- The main company is a legally operating, properly licensed, tax-paying gambling company, registered in Aruba. It operates perfectly legally according to the laws of Aruba.
- Because the company has its data center in Aruba, the servers are located there, technically the gambling takes place in Aruba, and not in Russia (it’s online gambling after all).
- Russian laws don’t apply outside of Russa, because Aruba is outside of Russia’s jurisdiction.
As you can see, from the company’s perspective it’s perfectly legal, they operate legally, according to the online gambling laws of the country in which they are registered and licensed in.
Only international arbitration can be tried in such cases (e.g.: World Trade Organization) but that is notoriously slow, complicated, extremely expensive, very political, and it rarely results in binding verdicts (so it’s pretty much useless).
Hopefully, one day, online casinos won’t have to do all this to accept players from Russia, but for now, this is the only way to play casino games online from the Russian Federation.
Players are not prosecuted for using these sites, and as mentioned before, the ones that pay taxes are not blocked (e.g: 1xbet was not blocked for a long time too, but it is blocked now).

Can tourists play online while visiting Russia?
Yes, tourists can freely play online. Only the locals are affected by the limitations mentioned above. Although, Russian ISPs block unlicensed websites, therefore, as a tourist, as long you are using Russian internet you are also restricted to the websites below.

- bank guarantee – 0.5 billion rubles (approx. € 5.5 million).
The paperwork takes about 1.5 months and costs approximately 300 rubles.
The organization must also join a self-regulatory organization. As of today, there are only two of them: Bookmakers SRO and First SRO. You will have to pay an entrance fee, an annual membership fee and a contribution to the compensation fund (about 30-32 million rubles in total, + about 1 million rubles annually).
All transactions between a player and a sportsbook must use the centralized Russian payment processor TSUPIS. TSUPIS deducts the payable taxes automatically, even deducts the personal income tax from players’ winnings, and it is independent of the US banking system and their interests.

Legal status of casinos in Russia: legal since 1987, operators require a licence, only within the special gambling zones
Casinos are legal in Russia since 1987. However, after many scandals, issues with money laundering, organized crime involvement and even killings1 Federal law N 244-FZ was passed in 2006 December 29 (in force from 2009)2.
This act prohibits gambling venues with slot machines and table games everywhere in Russia except the 5 special gambling zones (used to be four zones, Crimea was added as the fifth gambling zone in 2019, but it has no casinos yet3).
Gambling zones in Russia, according to the 2006 legislation, updated with the new Crimea Gold Coast gambling zone. There are 5 gambling zones in Russia, not 4, despite what most websites claim.
Land-based casino gambling in Russia is only allowed in the following five regions:
- “Yantarnaya” (within the Kaliningradskaya oblast)
- “Krasnaya Polyana” (within Krasnodar Krai)
- “Siberian Coin” ( within the Respublika Altay)
- “Primorye Integrated Entertainment Zone” (within Primorskiy kray)
- UPDATE:”Gold Coast” (within the disputed territory of the the Republic of Crimea)
Previously there was a special gambling zone in the Krasnodar Territory with 3 casinos (the most casinos in any of the territories). But it was shut down for political reasons, and all the casinos were closed4.
Investors lost billions of rubles. Only one casino was relocated. Because these issues and the strong state interference and bad relationship between gambling businesses and the government, at this point only 4 of the 5 gambling zones have any casinos and there are only 6 casinos in all of Russia (+2 slot halls, you can see the list below).
Development is slow, but ongoing, but due to the coronavirus pandemic many projects were put on hold, or only operate with limited capacity.

Fun fact: Russia actually has one of the lowest casinos per capita ratio in the entire world.
It’s not possible in Russia to get a sperate license for a slot hall (a.k.a. electronic casino), they have to get the same license and pay the same taxes as a real casino (fees are based on the number and types of game offered, not the type of the venue, you can see the details in the casino licensing section below).
Therefore, there are very few of them in Russia (there are only two: Bonus Slots and Magic Crystal Casino).

This casino takes inspiration from the earliest Russian casinos, which were private clubs of the nobility, the rich and the famous people of the era. And even though it’s actually not a private club (it does have a VIP section), it feels and looks like one.
This is an upscale resort but the prices are surprisingly low considering the quality.

Beautiful building, gorgeous location, big casino, luxury resort, this is what you can expect at Sochi (I was not paid to write this casino review, these are my honest unbiased opinions).
This is also the biggest casino in Russia (33,000 m2 and has the most machines) and according to the meta analysis of hundreds of reviews online, it’s also the best rated, that’s why it’s number one on the list.

Another casino of Domain Llc., their latest, open since 2019. This is the second casino in the Krasnaya Polyana gambling zone. This is a significantly smaller and less luxurious venue than Sochi (2000 m2).
They have a “club atmosphere” according to the official website.
They have regular striptease shows as well, and a 24/7 bar, which makes it clear instantly what sort of place this is, and why they made it a separate place, not part of Sochi.
/Comment: According to reviews online the place is full of “working women” (prostitutes) looking for rich tourists (primarily Chinese and Arab tourists, they tend to have a lot of money) and well off Russian men over 40. So if you are an ugly 40+ year old overweight but rich looking man, and a 10/10 young woman strikes up a conversation with you, and acts very friendly, this is the reason, not your “magnetism”…
Additionally, there are Russian online forum and facebook posts, which suggest that you can get more than just drinks if you ask the right people….
I’m not sure how much truth is to the latter, but the former certainly is true./

The venue is owned by Russian gambling company Domain, the same company that owns Sochi, Boomerang and the slot hall Bonus Slots (which is an extension of Sochi casino). This makes it the biggest casino group in Russia.

Shambala casino resort and hotel complex was originally located in the Azov City gambling zone. However, after its closure it relocated to the Primorye Integrated Entertainment Zone (the zone has two casinos, you can see the other one below).
The complex is owned by Shambala CJSC. It reopened in 2020.
/Comment: Reportedly the owner Maxim Smolentsev lost hundreds of $ millions because of the closure of the Azov City gambling zone and the subsequent relocation. Needless to say he and his dynasty does not have a good opinion of the government./
The casino is reportedly doing very well, according to their PR department they had on average 550 guests per day during their first 2.5 months of operation, despite the pandemic.
The complex also includes a 5 star Hotel (Shambala Hotel) and they focus strongly on various shows and entertainment (you can watch the video below to get a feel for the kind of shows you can expect).
The casinos is described on the official website as a “pan-Asian resort that attracts tourists from many countries of the world”. By emphasizing their “pan-asianness”, whatever that means, they probably hope to attract rich Chinese gamblers.

UPDATE 2021: Tigre casino was implicated in the 2021 China gambling scandal*. According to the Chinese gambling laws any sort of activity encouraging Chinese citizens to gamble outside of China is illegal (e.g.: junket schemes, casino travel packages, casino advertisements within China).
Summit Ascent Holdings was found guilty of organizing VIP casino tours for wealthy Chinese citizens. The investigation uncovered a network of 18 shell companies used for capital transfer, four alleged “underground banks”, and 10 complicit travel agencies.
Tigre Casino was the main destination of this illegal junket scheme.

Altai Palace (officially: Отель-казино “Altai Palace”, Алтайский край) is a huge resort, hotel entertainment complex. However, we will only focus on the casino part of the complex.
Altai Palace is the first and so far only casino of the “Siberian Coin” gambling zone in the picturesque Altay Krai (said to resemble the Swiss Alps).
The casino’s website is sadly not available in English, only in Russian. However, I did collect all the most important information below.

Legal status: not specifically regulated
Bitcoin is not recognized as a form of currency, therefore none of the land-base casinos in Russia accept virtual currencies.
