Online casinos are legal in Norway since 2012, but they are the monopoly of the state.
Norsk Tipping AS, the Norwegian gambling monopoly operates the only licensed Norwegian online casino KongKasino. However, many Norwegian players play online in foreign online casinos instead, which have better and more games (there is also a NOK 2200, around €200 limit per player, per month).
/Comment: In 2012, the Ministry of Culture decided that Norsk Tipping’s online offering will include some online casinos games as well, for the Norwegian market. In 2010, a new gambling law called the Payment Systems Act was introduced, following in the tracks of the US Unlawful Internet Gambling Enforcement Act of 2006. The Payment Act2 does not target the online casinos themselves, instead, it affects payments made to these companies.
Norwegian Banks are no longer allowed to process payments to and from unlicensed online casinos using debit and credit cards.
/Comment: However, most offshore casinos circumvent this by using various payment processors and offshore bank accounts, and Norwegian players can easily use their credit cards while playing online, despite the Payment Act3./
The official reasoning behind the Payment Act was that the government didn’t want the citizens of Norway to become gambling addicts (comment: but the real reason was to protect the Norwegian online gambling monopoly from competition).
However, Norwegian players can easily bypass these measures online by simply using so-called ‘digital wallets’, e.g.: Neteller, Skrill, Paypal, or cryptocurrencies (and in most cases they don’t even have to do that, as mentioned above, most offshore gambling websites managed to find a solution, and Norwegian players can use credit cards while playing online).
The Payment Act did not curb the usage of foreign gambling platforms, and even to this day, Norwegians can freely paly online, and most of them (especially online poker players) do it regularly.

UPDATE 2021: The Norwegian government, instead of seriously considering privatization and setting up a licensing system, they doubled down on strict government control, blocking and threats4.
However, at the time of writing they still don’t even block foreign unlicensed gambling websites (despite talking about it for 10+ years), and players can freely place bets on unlicensed betting platforms, without any issues, just like before.

For the players, taxation of online casino gambling winnings in Norway:
The taxation of gambling winnings is set by Sections 5 to 50(1) of the Taxation Act5.
Gambling winnings are not taxable, as long as the gambling winnings are from Norwegian companies. But everything else is taxable:

The main piece of the gambling legislation in Norway is the Gaming Scheme Act1. And according to this act land-based casino are illegal in Norway.
Consequently, there are no actual, bona fide casinos in Norway.
Slot halls are also illegal since 2007. But there are places with gaming machines (so called interactive video terminals, but no live dealer tables, no card games, no electronic tables, no coin pushers, just these template based interactive video terminals).
/Comment: Before 2007 companies abused a legal loophole, and slot machines were installed everywhere (e.g.: grocery stores, cafeterias, pubs – and these acted as slot halls effectively). After a rapid rise in gambling addiction, scandals, politicization and media attention slot machines were banned entirely (video poker machines are banned too)./
These interactive video terminals are the monopoly of the state-owned Norwegian gambling company Norsk Tipping AS.
Norsk Tipping operates hundreds of venues with these Multix and Belago terminals. These are not traditional slot machines, the terminals provide access to most of the games portfolio of Norsk Tipping: video slots, lottery, sports betting, instant games.
You need a special card to be able to play, they are 18+, and there is also a NOK 2200, around €200 limit per player, per month.
Apart from these places with the video terminals, there are over 100 bingo halls in the country. And these bingo halls all have gaming machines as well, they are are exempt from the ban on slot machines (they operate as mini casinos).
