UPDATE 2021: Because of the COVID-19 pandemic, many land-based casinos have set up online operations to mitigate the loss in revenue. Sadly, these new Mexican online casinos are pretty bad, have few games, and some of them are barely even functional. I do not recommend these hastily put together platforms.

Legal status: legal, requires a licence
Land-based casinos are legal in Mexico, and regulated by the Gaming and Lottery Office of the Mexican Ministry of the Interior. While the regulation of brick and mortar casinos is not as complex as that of online casinos in Mexico, it is still rather complicated.
Land-based casinos had been banned in Mexico, as a result of the influence of the Catholic Church, for several decades. However, in 1947, a rather strict casino gambling regulation was created, and it still defines gambling today. Even today, this outdated law is technically in effect, albeit with several amendments.
There are currently about 220 gambling establishments in Mexico (most of them are slot halls and not casinos, only about 60 true casinos), these vary greatly in size and number of games offered.
Most forms of gambling are legal in Mexico, including betting on blood sports (cockfights and bullfighting), which is banned in most countries. Slot machines were banned in 2013, but video gambling machines where players have some control over the outcome are still allowed. Operators have since circumvented this ban by claiming that slot machines are “machines used to draw symbols”, which is still legal, and all the of the casinos in Mexico have slot machines.
The big casinos are usually part of a resort, hotel complex and target affluent foreign tourists (mostly American tourists, “gringos”), while the small Mexican slot halls only have old, second hand slots, don’t have anything available in English (most of them don’t even have websites), and are cheaper, and have lower service quality. The government aims to increase the number of casinos but it is actually decreasing. In 2015, there were 291 gambling establishments. UPDATE COVID-19: And the coronavirus pandemic decimated the Mexican gambling establishments, as much as 20 have already closed their doors permanently, and many more will follow suit.
There have also been talks since 2014 of revising the outdated gambling laws, and letting in foreign investment, but so far, it did not materialize. The coronavirus and subsequent closures might push the government to enact changes and let in foreign companies.
In Mexico, because of uncertain the legal situation of casino games there are very few live dealer tables in casinos, even the big casinos have only about 20-30 (compared to hundreds in the USA). Also, smaller slot halls in Mexico have really old slots, many of the old slots from US casinos actually end up in Mexico, slot parlours are full of pre-owned 15+ years old machines.

Most Mexican gaming venues don’t have websites, they usually have just a basic Facebook page in Spanish. some, smaller venues, especially the ones only visited by locals, don’t even have that, and there is no info about them online anywhere, not even basic info, e.:g address, opening hours, name etc…. This is lazy, and shows just how much the Mexican gambling industry is behind that of the US or Canada gambling sector.
The big casino groups in Mexico are: Winpot Casino Family, Grupo Palace, and the biggest is Group Caliente with 45 establishments, owned by Spanish Codere SA.
Interestingly in most casinos smoking is allowed and only a few have separate smoking and non smoking areas, unlike in most other countries.
Mexican casinos do not have entrance fees and also, official dress codes are not a thing here, none of the casinos post info about mandatory dress codes online.
The state of Guanajuato banned all casinos and gambling establishments. Most of the casinos are located in the following states:

This is the flagship casino & racetrack of the Caliente Casino Group, the biggest casino groups of Mexico. This is also the biggest gambling establishment of the United Mexican States. Established in 1928, just 20 minutes from San Diego, this gambling establishment has always been the favourite of the wealthy American tourists, and even attracted a few Hollywood celebrities as well. The golden age of the Hipodrome de Tijuana was during the Prohibition Era, when Americans flocked to Mexico to escape the moral police and oppression of personal freedoms in the USA (funny how history repeats itself btw…). This is also the home of Xolos, Tijuana’s soccer club. Over time, a casino was added to the racetrack, and now it is by far Mexico’s biggest gambling destination (picture is at the top of the page, it’s pretty much the symbol of Mexico casino industry, not the biggest casino though, and considering the importance of the location, the casino section is actually quite underwhelming).
Everything is available in English, and there are usually many American tourists here. Just 20 years ago, there were more tourists here than locals at any given time, but this has now been reversed, there are now more wealthy people who can afford to go to casinos in Mexico, and American tourists have more than enough casinos to choose from in the USA. It’s a really expensive place according to customer reviews, but in all fairness, most of them who complained were Mexicans, I’m not sure how expensive it is for an American tourists. It is still a lot, but in the nearby USA, a bigger casino usually has twice this many, it’s not that impressive considering. Most of the slots are older, from the early 2010s. All the well known North American slot brands are here + a few European brands, but no exotic slot brands from Asia or from smaller manufactures. It’s an average selection, but in Mexico, this is considered exceptionally good, because. most smaller casinos have really old, ugly, cheapo, sometimes barely functioning slots sadly (they often buy second-hand, pre-owned 20+ years old slots from American casinos). They have a sports betting section, which is a sports bar with huge screens and a sportsbook but I didn’t see any sports betting terminals.
They only have about 10 tables of black jack, various forms of poker, American roulette, baccarat, and craps. According to the website, other forms of games are available too, but there is no info anywhere on what those might be. If you know, please et me know in the comments section. They have very few tables considering that this is the flagship venue of the biggest casino group in Mexico. But this is common in Mexico, most Mexican casinos have very few tables ,and they focus on slots (I suspect this is because of legal reasons, gambling regulation in Mexico is very bad, you can read about it here)

Meta review analysis: Actually it’s only 3/5, average. Many guests have issues with the recently introduced new 10% mandatory taxation on winnings. But it’s not their fault, it’s the law, it’s mandatory. But of course, people do not understand this, and post negative reviews because of it. Others have the usual issues: “I lost, therefore I give it a bad review, even though it’s my fault” or “I have lost money, casino must be cheating”, nothing serious, none of the problems mentioned on the review websites are real issues.

This is probably the second biggest casino in Mexico (in terms of total gaming machines+tables) but surprisingly they don’t even have a website, Therefore, the information below is from secondary sources and it was very difficult to come by. There are actually three Diamond Casinos in Mexico, the one in Zapopan is perhaps the biggest, but they are all very similar (none of the three has a website, expect for a Facebook page, most of the info is from there, but there is only basic info there).
The three Diamonds casinos all belong to the Winpot Casino Family (which also doesn’t have a webpage for some reason, none of their casinos have, even though it’s a bigger company operating multiple casinos, maybe as much as 20 casinos, it’s sad how much they neglect their web presence in 2021, it’s important, at least have a Spanish website).
Games: 900 slots (based on the pictures online, they are from the 2010s, and a few never slots, and even though they claim that they have 900 gaming machines, it looks more like 400 on the pictures and videos) + some table games + sportsbook + a poker room, more details are not known.

Meta review analysis: The reviews are suspicious. The reviews are around 4/5, good, but about one third of these reviews looks definitely fake, I mean the casino (all three Diamonds Casinos) are closed for almost a year now. How would people even review it? Yet somehow they get a new review every week or so…. It’s probably all fake, very shady, fake reviews, no websites, does not generate trust at all.
