Guide to gambling and online gambling in Norway

 

Gambling is legal in Norway, and it is controlled by the government. Only the companies of Norsk Tipping and Norsk Rikstoto are allowed to offer any gambling services to Norwegian citizens.

Norsk Tipping is fully state-owned and offers games like lottery, sports betting, blackjack, poker and Keno amongst others. As of January 2011, all players must be over 18 years of age to participate (scratch cards are the only exception by law, although, most lottery vendors won’t sell them any to anyone under 18).

Norsk Rikstoto is also state-owned and the only company authorized to organize horse racing and betting on horse racing.

Gambling in Norway falls under the jurisdiction of the Ministry of Culture and Church affairs.*

Gambling was always controlled by the Norwegian government. According to §§ 298 and 299 of the Norwegian Penal Code of 1902, only games of chance that were offered by special licence holders were legal. Only the authority of a legal statute could grant such permission. Thus, as far back as 1902, all unlicensed games, where the probability of winning is based on luck, are state-controlled. Unauthorized gaming operators are punished.**

In 2010, the Norwegian government passed a law, called the Payment Act that forbids banks in Norway to let their customers use credit and debit cards in land based and in online casinos outside of Norway.*** They got the idea from a similar law issued in the US called the Unlawful Internet Gambling Enforcement Act of 2006. The reasoning behind the Payment Act was that the government didn’t want the citizens of Norway to become gambling addicts (even though the number of gambling addicts was comparably low at the time). However, Norwegian players can bypass this law simply by using a so-called intermediary “digital wallet” like Neteller or Moneybookers can still easily play online.

All in all, it is legal to place bets in the state-owned facilities (online or offline), but illegal anywhere else, e.g.: in online casinos outside of Norway. However, authorities won’t pursue individuals who place bets on foreign websites (but they will heavily fine operators). Nowadays, many Norwegian players play online in foreign online casinos using digital wallets. The consensus in the online gambling community is that Payment Act was a failed policy. Still, the government does not intend to liberalize the online gambling market.

Sports betting was mainly responsible for the Payment Act of 2010. The act, which forbids banks in Norway to allow customers to use their credit or debit cards online on an online gambling website. Norsk Tipping controls the lotteries in Norway, so this type of gambling is also a monopoly of the state. The Norsk Tipping Lotto was first introduced in 1986, and it is the only official lotto game in the country. This is the biggest money game in Norway and all the Norwegian citizens are eligible to play if they are over 18 years of age. A player has to get 7 numbers out of 34 right to win the jackpot. In Norway, the Norwegian Tax Administration issued a statement back in December 2013 that they don’t define bitcoins as money, they regard it as an asset.* The state-owned gambling providers (Norsk Tipping and Norsk Rikstoto) do not accept Bitcoin. However, Norwegian players can play in foreign online casinos, because the government does not prosecute individual players. Many of these casinos accept Bitcoin as well (the Payment Act of 2010 does not apply to Bitcoin gambling as well).
