History of gambling in the Kingdom of Norway:
1902 – The first written mention of gambling is the §§ 298 and 299 of the Norwegian Penal Code of 1902. Which stated that only games of chance that were offered by special licence holders were legal.
Thus, as far back as 1902, all games, where the probability of winning is based on luck (games of chance, but also includes poker), are the exclusive domain of the state and state owned companies.
1927 – The Totalisator Act legalized horse racing betting in Norway and created Norsk Rikstoto, the horse racing betting monopoly of Norway.
1986 – Lottery was legalized. It is a monopoly of Norsk Tipping.
1992 – The Gaming Scheme Act legalized most forms of gambling (casino gambling, gaming machines, poker, and also applies to online gambling) and made them a monopoly of the state. These newly legalized forms of gambling were and still are conducted by the newly created Norsk Tipping AS, the gambling monopoly of Norway.
1995 – The Lottery Act overhauled and extended the regulation of lottery and lottery like games. The Lottery Act also introduced exceptions to the state monopoly, and made it possible for non-profit entities to organize certain forms of games of chance (details can be seen in the Norway gambling licensing section below).
Not much is known about the history of gambling in Norway prior to 1902.

Gambling is legal in Norway since 1902, and the main piece of the gambling legislation is the Gaming Scheme Act1.
The entire gambling sector is controlled by the state, and only the two state-owned monopolies can conduct any sort of games of chance.
The two big Norwegian gambling monopolies are: Norsk Tipping AS (lottery, instant games, scratch cards, sports betting, casino gambling) and Norsk Rikstoto (harness racing betting).
The only exception to this are non-profit organisations with a humanitarian or socially beneficial purpose (this includes religious organizations as well), which can obtain a charity gambling licence. But private commercial operators are completely banned.
/Comment: The Norwegian gambling monopoly is against the EU regulations, but Norway is not a full member of the EU. However, the country is integrated into the EEA, therefore, the gambling monopoly is often criticized by other European countries, and the privatization is a recurring, often politicized topic./
There are no real casinos in Norway, and also no slot halls since 2007. But there are places with gaming machines (so called interactive video terminals, but no live dealer tables, no card games, no electronic tables, no coin pushers, just these template based interactive video terminals).
/Comment: Before 2007 companies abused a legal loophole, and slot machines were installed everywhere (e.g.: grocery stores, cafeterias, pubs – and these acted as slot halls effectively). After a rapid rise in gambling addiction, scandals, politicization and media attention slot machines were banned entirely (except in bingo halls operated by non-profits, see below, at the bingo in Norway section)./
Gambling in Norway falls under the jurisdiction of the Ministry of Culture and Church affairs.
Online gambling is also legal in Norway, and it is similarly state controlled (the monopolies of Norsk Tipping AS and Norsk Rikstoto apply online as well).
Unauthorized online gaming operators are punished2.
In 2010 the Norwegian government passed a law, called the Payment Act, that forbids banks in Norway to let their customers use credit and debit cards in offshore online casinos3.
/Comment: They got the idea from a similar law issued in the USA, called the Unlawful Internet Gambling Enforcement Act of 2006. However, most offshore casinos circumvent this by using various payment processors and offshore bank accounts, and Norwegian players can easily use their credit cards while playing online, despite the Payment Act4./
The reasoning behind the Payment Act was that the government didn’t want the citizens of Norway to become gambling addicts (comment: but the real reason was to protect their online gambling monopoly from competition). However, Norwegian players can easily bypass these measures online by simply using so-called ‘digital wallets’, e.g.: Neteller, Skrill, Paypal or cryptocurrencies (and in most cases they don’t even have to do that, most offshore gambling websites managed to find a solution, and Norwegian players can use credit cards while playing online).
Norwegian players who play online on foreign gambling websites are not prosecuted, but it is technically illegal to use anything else beside the online platforms of the state owned gambling monopolies.
Many Norwegian players play online in foreign online casinos, in fact, as much as 10% of the population regularly plays on unlicensed gambling platforms according to various studies5, and this number grows year by year.
UPDATE 2021: The Norwegian government, instead of seriously considering privatization and setting up a licensing system, they doubled down on strict government control, blocking and threats6.
However, at the time of writing they still don’t even block foreign unlicensed gambling websites (despite talking about it for 10+ years), and players can freely place bets on unlicensed betting platforms, without any issues, just like before.

Gambling licensing in Norway
Gambling licenses are issued by the Norwegian Gambling and Foundation Authority (Iottstift). You have to contact them if you wish to set up any sort of gambling business in the Kingdom of Norway. Their website is available in English as well.
The two state owned companies dominate the sector with special gambling licenses. It’s not possible to for private commercial companies (except cruise ship operators) to acquire gambling gambling licenses, and offshore online gambling operators can also not apply for an online licence, despite many of them expressing interest in such (e.g.: Betsson, and all the bigger European internet gambling operators).
However, organisations with a humanitarian or socially beneficial purpose can obtain a licence for gambling activities (usually bingo or raffle, but bingo halls can have gaming machines too) if all the proceeds go to charity (after wages, costs, bonuses deducted).
Additionally, cruise ships can operate casinos as well (these can be commercial companies).
These two are the only exceptions to the tightly state controlled Norwegian gambling monopoly. And these exceptions do not extend to online activities.
There is an exception when it comes to online gambling, which is online bingo. Non-profit organizations, which operate bingo halls can apply for an online bingo license since 2020.

- banking poker, non-banking poker (e.g.: tournaments, cash games)

- Lotteries, and lottery-like games with a yearly turnover under NOK 200,000, if they are provided by organisations with a humanitarian and socially beneficial purpose. However, a licence is required if the organisations use a commercial company to arrange the gambling activities on their behalf.
- Bazar, where the maximum prize is NOK 8,000, the maximum stake is NOK 5, and the total value of all prizes for each bazar is NOK 40,000 at most.

Norway gambling tax
Because there are no private operators in Norway, there is no specific gambling tax payable (the proceeds of the state owned companies are either used by the government or are supporting Norway charities and socially beneficial projects).
However, a 15% tax on gross gambling revenue was proposed for private companies after the eventual liberalization of the sector.
For players, taxation of gambling winnings in Norway:
The taxation of gambling winnings is set by Sections 5 to 50(1) of the Taxation Act7.
Gambling winnings are not taxable, as long as the gambling winnings are from Norwegian companies. But everything else is taxable:

Keep in mind, winnings from commercial gambling operators within the EEA are not comparable gambling activities (only state owned gambling companies, which essentially operate as non-profits, similarly to the Norwegian gambling duopoly).

Legal gambling age in Norway: 18+
/Comment: Up until 2019 scratchcards (a.k.a scratch tickets, pull tabs) were an exception, and they were available for purchase from the age of 14 (uniquely in all of Europe). However, since 2019 they are also strictly 18+./
Other:
Social gambling is regulated in Norway, and private poker games held in private homes between people “in the same social circle” (provided the games do not have a “professional character”). Additionally, participants must be over 18, number less than ten, and have a maximum stake per player, per meeting of NOK 1,000 (around €100).
According to the Ministry of Culture (responsible for the regulation of gambling) loot boxes could fall under Norwegian gambling laws if the in-game prize, reward can be traded for real money, or anything else of value outside the game.
