1968 – 1973: The country gained independence in 1968. However, British gambling laws were not adapted right away, and it took some time till the country developed its’ own gambling legislation (greatly inspired by the British gambling legislation at that time).

2004: Online gambling was legalized officially with an amendment to the Gaming Act.
2007: The Gambling Regulatory Authority was established in this year, with the passing of the 2007 Gambling Regulatory Authority Act.
2009: La Loterie Nationale Mauritius & Rodrigues (LOTOTECH) started operating. It is the national lottery monopoly of Mauritius.
Gambling is legal in Mauritius since 1973, according to 1973 Gaming Act1, which is the main piece of the gambling legislation
The gambling legislation is very outdated, it is virtually unchanged since 2004, when it was last updated, and this causes problems in the regulation of the gambling sector, especially regarding digital wagering.
The gambling sector is overseen by the Gambling Regulatory Authority. The main responsibilities of the GRA are to control and regulate gaming and betting activities, issue licences, and to ensure that games of luck are conducted in a fair and transparent manner. The GRA is administered by the Gambling Regulatory Board (GRB), under the Prime Minister’s Office (information about Mauritius gambling licensing can be found below).
The gambling sector is actually quite developed, despite the low population of the country (1.26 million).
There are around 20 casinos in Mauritius. 4 of which are owned by the government, through SIC Management Services Co. Ltd., a subsidiary of the the State Investment Corporation (the details can be found below in the Mauritius casino gambling section).
UPDATE 2022: There are only approximately 16 casinos in Mauritius at the time of writing. The global pandemic has caused at least 4 casino closures, based on our research at the time of writing.
Online gambling is also legal in Mauritius, since 2007. It was made legal by the 2007 Gambling Regulatory Authority Act2.
According to article 91 of the Gambling Regulatory Act, interactive gambling (the legislation calls online gambling interactive gambling) requires a licence from the Gambling Regulatory Authority:
“PART XVIII – INTERACTIVE GAMBLING
91. Regulation of interactive gambling
(1) No person shall operate interactive gambling unless he holds the appropriate licence.”
Mauritian players can only play on licensed domestic gambling websites. Using unlicensed and foreign digital gambling sites is illegal.

Offshore internet gambling websites are blocked entirely, according to article 91, section 6 of the Gambling Regulatory Act:
“any internet service provider in Mauritius, through the Information and Communication Technologies Authority established under the Information and Communication Technologies Act 2001, to block access by persons physically present in Mauritius to interactive gambling sites outside Mauritius;”
However, this does not seem to be strictly enforced, according to our test.

Mauritius gambling licenses
The Gambling Regulatory Authority is responsible for the licensing and regulation of the Mauritian gambling and digital gambling sector. Their website is available in English.
The licencing requirements, fees and process can be found in the 2007 Gambling Regulatory Authority Act.
Prior to the Gambling Regulatory Authority Act of 2007, gambling was controlled by 5 different entities:
- the Accountant General Office
- the Gaming Control Board
- the Value Added Tax Department
- the Horse Racing Board
- and the Mauritius Revenue Authority

- Business registration number (must a be a Mauritius licensed and registered company)
- Certificate from the Corporate and Business Registration Department (certificate of incorporation)

- Feasibility report (proving that the company has enough capital for the project and for paying out players’ winnings)
