| Summary: Some forms of gambling are legal in Israel, since 1951 (officially the State of Israel – מְדִינַת יִשְׂרָאֵל, the only officially Jewish country, an economic and technological powerhouse of the Middle East, a rich country with a population of 9.2 million with a restricted, state-controlled gambling sector).

1948: Formation of Israel. Initially all forms of gambling and betting were banned. However, over time exceptions were added, you can see these below.
1951: The first exception to general gambling ban in Israel, this legalized lotteries, scratchcards, keno and bingo, as long as they are conducted by the state-owned national lottery Mifal Hapayis (owned by the Ministry of Finance).
2017: The national lottery’s permit to operate physical video lottery terminals (VLTs) was revoked. The are no more VLTs in Israel since 2017. William Hill (which was the biggest private gambling company in the country) also left Israel this year1, closing down their Tel Aviv office, and letting go 200 employees. This marked the end of Israel as a gambling hub, and more and more gambling companies leave for greener pastures.
2018: Horse racing betting was banned.
Gambling is legal in Israel since 1951.
The main piece of the gambling legislation is the Israeli Penal Code2. According to the penal code all forms of gambling are actually illegal. However, exceptions are granted.
Right now the following forms of betting and gambling are legal in Israel:
- sports betting
- lottery
The gambling sector is strongly state-controlled. The lottery is the monopoly of the state-owned Israeli national lottery Mifal Hapayis, and sports betting is the monopoly of the state-owned Israel Sports Betting Board (ISBB). This applies to internet gambling as well.
Some forms of online gambling are also legal in Israel, although the sector is very restricted3.
Out of the aforementioned gambling companies only Israel Sports Betting Board is permitted to conduct wagering online, the national lottery was not permitted to sell lottery tickets online.
/Comment: Although, there are so called “courier services”, which purchase lottery tickets for players in Israel, if they make a purchase on their website. They act as intermediaries, lottery purchasing services. They operate in a legal gray area and so far they have been allowed to operate (Mifal Hapayis sued them, but they failed to shut them down, it’s not illegal, you can buy lottery tickets from such sites).

Playing on offshore online gambling sites is technically illegal, but players are not prosecuted. However, some of the foreign gambling platforms are blocked in Israel, although most aren’t.
UPDATE 2022: Online gambling is still very restricted in Israel, nothing changed in recent years, and nothing is expected to change in the near future.

Can tourists play online from Israel?
Yes, the laws discussed on this webpage only apply to Israeli citizens, and they do not apply to tourists. Tourists (expats, non-citizens, illegal migrants) can play online freely.

There aren’t any poker halls in the country, and there aren’t any casinos with poker rooms either.
Video poker machines are also illegal.
Online poker is also similarly illegal in Israel. However, Israeli players are not prosecuted for visiting offshore poker websites, and in leu if local alternatives this is the only way to paly online from the country.
/Comment: Players are not hassled by the government, professional Israeli poker players (e.g: Amir Lehavot, Uri Reichenstein, Asi Moshe) admitted many time in interviews that they practice playing poker online in the home country (which is not much of a surprise, after all, there are no casinos or poker clubs in Israel), and they have never gotten into trouble for it with the authorities, not even a fine.
Therefore, even though it’s technically illegal, and players could go to jail for up to a year, you can play poker online from Israel without worrying.
Even though social gambling is not officially regulated, home poker games, small scale, among friends, everyone 18+, are not targeted similarly, and the police won’t break down your door for paying cards with your mates. Thank God. Unlike in certain US states…. Hope it stays this way./
