UPDATE 2021 history of online casino licensing and regulation in Grenada: It turns out online gambling was at one point legal in Grenada. I was always suspicious about this, but because I maintain two guides (casino, gambling establishments guide and a gambling, various forms of online gambling guide) of all the 194 countries (2×194 = 388 pages total), it took 5 years till I could find the time to be able to spend an entire day to delve into this. And this is the result:
I started digging really deep, old newspaper archives, Google Books Project, dusty, yellowing government reports. And during my research, I did manage to dig something up: WTO reports from the 1995- 2000 period****, money laundering reports from 2000***** , and an extremely detailed book on internet gambling from 2000****** (which was a pleasant surprise, crazy how detailed it is, considering just how much of a Wild West that sector was back then, kudos, my hats off to Joseph M. Kelly from William Mitchell Law Review, I know firsthand just how work-intensive such projects are: probably took a year or more to finish, I instantly bookmarked it for my future research projects), it turns out:
Grenada did issue at least one online gambling license between 1995 and 1999, to take advantage of the Caribbean gold rush of online casino licensing (it was quite the gold mine for these countries, boosting their cash strapped economies significantly). And a company called Global Gaming Corp was the master license holder (probably the sole master license holder), able to issue sublicenses (just like the system in Curacao, where there are 4 master license holders, probably copy pasted it from them, and if they did copy them, then these online casinos were not able to accept local players, just like in Curacao), not known how many. But it was a booming business back then, according to the sources I found. But it was never the size and magnitude of the online gaming giants at the time, e.g: Curacao or Panama. And it is unknown what happened to them, how it ended, why it ended.
/Comment: That’s all I could uncover, before running out of time sadly. After all, I only had one day for Grenada, and I had to finish this entire webpage, and the gambling guide to Grenada as well, I can’t afford to do research for a whole day for a small 110 K micronation sadly… Maybe when I’m “independently wealthy”, and I’m in my 50s -60s, and I no longer have to work 12 hours, 6 times per week…. Land-based casinos in Grenada
Legal status of land-based gambling establishments: legal since 2014, license required
Since 2007, there have been rumors of an actual impending legalization of brick and mortar casinos in Grenada. In 2010, a Swiss company made an offer to invest into the construction of a hotel and casino complex, but the offer was rejected.
In 2013, the New National Party won the elections, and began the process of creating the new gambling legislation. In 2014, this was unveiled, and casinos were legalized.
Unlike online casinos, land-based casino gambling is much more clearly regulated and it was explicitly made legal in Grenada by the 2014 Casino Gaming Act (which as the name suggest, was meant to legalize casinos).
In 2016, the parliament passed legislation to create a gambling commission that would be responsible for supervising casino gambling, granting licences, and collecting gambling taxes, which vary by game. This was the 2016 Gambling Act, which broadened the scope of the allowed types and forms of games of chance, and gambling venues. The taxes set by the legislation cover gaming machines, various forms of betting and lottery (you can see them below).
This legalization of brick & mortar gambling had an immediate effect on the economy of the country. Grenada always had a strong reliance on tourism (UPDATE COVID-19: which is why the current coronavirus pandemic so badly effects the country). Tourism nowadays accounts for an enormous 56% of the total GDP. UPDATE 2021: up from 36.3% in 2013, after the legalization of gambling establishments, and the opening of the first gaming venues, and the start of the bigger casino projects attached to hotels, the contribution of the sector immediately jumped to over 50%, as you can see on the graph below****.

However, as of yet, there are no operational licensed casinos (there is no info of any at the time of writing, if you know of any, please drop a comment), only smaller gambling establishments (which don’t have any sort of online presence, therefore, I don’t know exactly how many or what sort, sadly, if you know of anything, please drop a comment). But, as you can see on the graph above, these gambling establishments, and the start of the bigger projects, have boosted the contribution of the tourism sector significantly (50% increase, gambling is counted among tourism contributions).
Can locals play in these casinos?
Locals will be barred from entering these casinos, they will be only allow tourists*.
Casino licensing and regulatory body of the Republic of Grenada:
The licensing and regulatory agency of Grenada is the Gaming Commission, you have to contact them if you wish to set up a licensed gambling venture. They don’t have website, and I don’t have any idea how to contact them directly. You have to try to contact the Ministry of0 Finance, Planning, Economic Development. where the Gaming Commission belongs (but it’s not listed anywhere on the ministry’s webpages).
Application fee is Eastern Caribbean $ 50 (USD$ 18.50).
Employees of licensed companies and establishments also need to acquire a license**.
