This resulted in two things:
- The country, even to this day, is nowhere near as big of a licensing center as Curacao, Panama, Aruba, Belize.
- The DR avoided all the scandals that happened during the early days of the then completely unregulated and fast growing industry. And consequently, Dominica’s reputation as a licensing authority was not tarnished beyond repair, like, e.g.: Panama, which is seen as one of the worst licensing authority (I strongly recorded avoiding Panama licensed online casinos)
Probably this better reputation played a part in attracting the world famous Amaya International Group in 2011, which was the biggest online gambling company at that time.
As is often the case with really big corporations, they were treated as VIP, and don1t have to play by the same rules as smaller companies. Amaya Group received a special license, and it is the only company that has been authorized to accept players from the Dominican Republic. Other licensed online gambling companies can only accept players internationally but can not accept registrations from the Dominican Republic itself. When applying for a license, an applicant must provide a receipt confirming the payment of the application fee, which is Dominican Peso – DR $5 million ($88 K) to the Department of Casinos at the Ministry of Finance + another DR$ 600,000 ($ 10 K).
Licenses for gambling in the Dominican Republic are issued by the Casino Department of the Minister of Finance. But the final approval of applications is carried out by the National Casino Commission, which reports to the Minister of Finance (acting as chairman of the commission), and the Minister of National Security, general manager of Tourism and general manager of internal taxation.

Land-based casino gambling is legal in the Dominican Republic, according to the Law 351 – 1967*. Similarly to online casinos, operators of brick and mortar casinos must apply for a licence from the Ministry of Finance. Casinos may only be operated as part of a hotel complex. There are around 35 casinos and 20 slot in the country. UPDATE 2021 COVID-19: Because of the Chinese coronavirus global pandemic, the number of tourist decreased significantly from 6 million in 2019, to almost nothing, around 2 million (you can see it on the graph below), which is more than a 50% decrease, unsurprisingly the gambling establishments which strongly relied on the tourists were also negatively effected. A few of them closed permanently and there are only 30 casinos and about 10 slot halls remaining. This is still a very high number for population of 10 million (without the tourist, about 10 casino + 10 slot hall would be realistically sustainable), unless the situation continues to improve, further closures can be expected.
Effect of COVID-19 on the tourist arrivals in the Dominican Republic
Interestingly slots were only legalized in 1988, with the Law 96 of 1988**, which allows gaming houses (licensed casinos) to install slot machines, and to use any type of currency (which induces cryptocurrencies). There is no separate slot parlour license, and these slot arcades needed the same license as a full casino, until 2006. In 2006, with the legalization of sports betting, a new type of bookmaker license was created, which allows the creation brick and mortar betting shops, and these can have slots as well.
This type of license is significantly cheaper than a casino license. These betting shops with slots were not included in the calculation of the total number of gambling establishments in the country, because most don’t have any website, or web presence, and the few that do, only have Spanish Facebook pages at most (these are mostly used by locals and not tourist). Locals are only allowed inside licensed gaming venues since the late 80s, before that, they were for tourists only.

Since 2018, 10 deaths have taken place at the Hard rock Hotel in Dominica, a combination of suicides and accidents, most of them involving American tourist, and most of the deaths involved alcohol.* Best to make sure you don’t drink any alcohol if you plan to stay at the hotel, at least I wouldn’t… , knock on wood x 3.

It is one of the most popular casinos on the island (which is actually not a good thing, avoid it if you hate crowds, also, the prices match the popularity, I advise ordering drinks somewhere else…). If you have the means, please sign up with the revolutionary non-profit company Kiva.org and help people lift themselves out of poverty, through hard-work, and an initial investment (non-profit loan). These non-profit loans encourage entrepreneurship and hard work instead of creating a dependent class that is afraid to get a job, or start a business (because if they did, they would no longer get support and free money, disincentivizing hard work and entrepreneurship).
