Casino Djibouti


Gambling in Djibouti is somewhat under-regulated, as in most countries in the region. Djibouti is located on the Horn of Africa, on the coast of the Red Sea. The country’s population is predominantly Muslim, as about 94% of Djiboutians follow Islam.

Gambling, or maisir is strictly forbidden by the Quran, and is considered the Satan’s handiwork.

The reasons for the prohibition are twofold:

  • It is unlawful for the Muslim to gain wealth by gambling.

According to the Islamic teaching, one ought to earn a living by honest, serious work, and relying on luck to gain money is contrary to this principle.

  • Muslims must not participate in gambling for recreational purposes.

The reason for this prohibition lies in the addictive quality of gambling, which causes the gambler to neglect his responsibilities to society and the Creator.*

In spite of the Quran’s prohibition of gambling, certain games of chance are legal in Djibouti. According to the Penal Code of Djibouti, it is illegal and punishable by a fine of 10 000 Francs to operate a lottery or other gambling establishment without authorisation. It follows that there are, in fact, authorised gambling venues.

Currently there are three licensed casinos in Djibouti, all located in the capital, also called Djibouti. Two of these, the casino situated at Kempinski Hotel and the one at Imperial Red Sea Hotel are not allowed to provide access to the games to Djiboutians, the casino is only available for tourists. There is no word on whether the third casino, Aden Bay is open to locals or not. Though it may be the case, nothing in the Penal Code suggests that it is illegal for Djiboutians to gamble per se.

Online gambling is not specifically mentioned by Djiboutian laws. Even if it is technically considered illegal (of which there is no proof), the government has taken no steps against either operators or players conducting online gambling.

Casino gambling in Djibouti


Online casino gambling in Djibouti: unregulated


Certain forms of casino gambling are legal in Djibouti. There are currently three land-based casinos in Djibouti. Two of these, the Kempinski Hotel & Casino and the Imperial Red Sea Hotel & Casino are located in the Serpent Plateau district of Djibouti, and may operate gambling establishments under a 2006 licence.* However, these casinos are only licensed for slot machines (even though you can clearly see on the picture above that it has roulette tables as well) and may not accept Djiboutian players, only tourists. The third casino, Aden Bay is also located in the capital.

Online casino gambling is not regulated by Djiboutian laws. While it might be considered illegal, there have been no reports of websites blocked or players arrested for online gambling. It should be noted that internet penetration in the country is rather low, around 10%, which means that the Djiboutian online gambling market is rather small.

Bingo in Djibouti


Online bingo in Djibouti: unregulated


Bingo is not specifically regulated in Djibouti, but it is a game of chance, and as such may not be operated without authorisation. As bingo is relatively unknown in the region, there are no licensed bingo halls in Djibouti, which also means no legal options for live bingo games.

There is no mention of online bingo in Djiboutian laws and there are no online bingo operators based in the country. Those with the means to play on international online bingo sites may do so without repercussions.



Poker in Djibouti

Poker is a relatively popular pastime in Djibouti. While there are no dedicated poker halls, live poker games and tournaments are organised at the Aden Bay casino incorporated in Sheraton Hotel.

Online poker is not regulated in Djibouti, and its legal status is unclear. However, locals with access to the internet are free to play on international online poker sites without fear of prosecution.



Sports betting in Djibouti


Online sports betting in Djibouti: unregulated


While it may be considered a form of gambling, sports betting is not specifically regulated in Djibouti. Sports betting likely requires a licence to operate legally. However, currently none of the licensed casinos in Djibouti offer sports betting.

Online sports betting is, of course, also unregulated. There are no Djiboutian sports betting operators, but locals are free to wager on sports events on foreign online betting sites.



Lottery in Djibouti

Lottery is specifically mentioned in the Djibouti Penal Code and is legal, though only authorized companies may offer lottery games legally. While there doesn’t appear to be a national lottery, the Djibouti Telecom launched a lottery in 2015. Prizes included a car, a vacation to Ethiopia as well as personal computers.

There are no lottery operators in Djibouti with online lottery games available. Djiboutian gamblers, however, are free to participate in lottery draws on any international online lottery sites available to them.

Bitcoin gambling is, as other forms of online gambling,  not regulated in Djibouti. Locals with access to the internet are free to play on international Bitcoin gambling sites, as no measures have been taken against online gambling by the government of Djibouti.

At the moment there are no verified Bitcoin trading sites that exchange the country’s national currency, Djiboutian Franc to Bitcoin. With the country’s low internet penetration rate, it is doubtful whether Bitcoin is in use in the country at all.
