This was done without voting on the issue, even though, previously the issue has been voted on, and was rejected multiple times by the mostly Catholic voters. 2., IPI signed an exclusivity agreement with the legislature of Saipan, forcing the other casinos out of business, making it a casino monopoly on the island 3., The Chinese now have a strong influence on the island nation, and they don’t exactly have a clean record or a good reputation. There are already accusations of bribery, and the FBI has raided the offices of the Governor and Imperial Pacific.** Additionally, it’s very likely they are also involved in money laundering, because in 2017, when the casino was only open with a temporary, very restricted form, it already handled $2 billion in bets, supposedly, which is very unlikely to be true, that’s more then many of the bigger, fully operational casinos make in the US.
/Comment: A Chinese company tried to do something similar (build a huge casino complex and become the most important employer and taxpayer in the Independent State of Samoa and was thrown out, after acquisitions of corruption surfaced and flooded the press***. China is known to slowly buy influence and political capital by legal, and sometimes illegal and unethical means in smaller and poorer countries, namely Micronesia, Polynesia, Eastern Asia and Africa (and lately Southern Europe too). Interestingly CNMI is one of the few places where betting on a blood sports is still legal, namely traditional cockfighting and betting on those fights is still legal according to House Bill No. 21-59, HD1, SSI****.
Which is contrary to US Public Law 115 – 334 – Agriculture Improvement Act of 2018*****, which specifically outlaws blood sports in all US territories, and federal laws supersede regional, local laws if there is a conflict.
