Gambling was always illegal in modern day Yemen, all throughout its’ history.
All forms of gambling are illegal in Yemen, according to Law no. 12., Concerning Crimes and Penalties1.
The definition of gambling according to Article 286 of Law 12., is the following:
“Anything that is hinged to a potential gain or loss based on factors that are not identifiable or controllable in advance thereof, even if it may involved some skill.”
The definition makes it clear that poker and mahjong (which are games of luck and skill) are too included in the gambling ban.
/Comment: Additionally, some Arab countries are of the opinion that sports betting is not gambling because it involves some skill, both the sports themselves and making the right bets (e.g.: United Arab Emirates, which allows horse and camel racing betting on two racecourses, even though gambling is outlawed, it’s hogwash obviously).
The definition makes it clear that in Yemen this is not the case./
Yemen recognizes Shari’a law (Islamic law) and courts, which preside over matters related to illegal games of chance. Punishments, according to Article 287, include:
- Players participating in illegal gambling: “Anyone who is found to be gambling in a public area shall be punished by imprisonment for up to a maximum of six months or a fine up to a maximum 2000 YR (Yemeni rial, the national currency, approximately € 7).”
- Organizers, organizing illegal gambling operations or operating unlicensed internet wagering platforms: “Anyone who operates a place for gambling, allows for gambling games to take place in a public place or area, or takes part, in any manner in arranging or supervising such gambling games shall be punished by imprisonment for up to a maximum of two months or a fine up to a maximum 6000 YR (Yemeni rial, approximately € 22).”
Compared to other Arab countries these punishments are very lenient, especially the fines, which are surprisingly low.
Interesting fact: In Iran, the punishment of players engaged in illegal gambling is 74 lashes administered in public.
According to Sharia law:
- It is unlawful for the Muslim to gain wealth by gambling. According to the Islamic teaching, one ought to earn a living by honest, serious work, and relying on luck to gain money is contrary to this principle.
- Muslims must not participate in gambling for recreational purposes, as it is considered addictive and similar to alcoholism, and therefore it will make people turn away from God and its’ prophet Muhammad2.

The authorities of the country censor the internet to block adult sites, LGBT+ content, various kinds of anti-muslim sites and of course online gambling platforms as well3. The reasons why the number of tourists is important from a gambling perspective are the following:
- Countries, which have underdeveloped tourism and hospitality sectors often are more prone to considering the legalization of casino gambling. Because the investment and resulting casino hotel complexes have a notable positive impact on the sector (this can be especially beneficial in post-war, post-upheaval countries, where the entire tourism infrastructure was destroyed)
