Even though online gambling is partially legal since 2008, according to the National Gambling Amendment Act1 digital gambling is only allowed in a very limited form (namely: online sports betting, internet lottery).

Initially, many assumed that the digital casino ban only applied to domestic internet casino sites. However, this was proven to be false by the Pigg’s Peak Casino versus the SA state court case3 in 2011.
The precedent setting verdict of the South African high court made it clear that the online gambling laws of South Africa apply to foreign online casinos as well, and the offshore digital casinos, which accept players from SA are committing a crime.
As a result, many of the international casinos stopped accepting players from SA (including the aforementioned Pigg’s Peak Casino, which went bankrupt as a result).
However, despite this, some foreign online casinos still accept players from South Africa (you can see a list of them below) claiming that the laws of South Africa do not apply to the jurisdiction they are licensed and registered in. And even though theoretically the online casino ban applies to them as well, it is unenforceable, when it comes to these foreign offshore online casinos (which means it de facto does not apply to them, but officially it should).
The South African authorities are powerless to stop them, but they do try to block some of these websites (although this blocking is reportedly sporadic,). History of casinos in South Africa:
1965: Gambling has been legal in South Africa in a very limited form since 1965, legalized with the passing of the Gambling Act. However, this initial legalization did not include casino gambling.
1970: Casinos, slot halls started operating in the black-dominated, nominally independent bantustans (apartheid era reservations for black natives).
These casinos operated illegally, but they were tolerated.
1970 – 1995: The golden age of illegal SA casinos. Sadly, the sector in this era was infamous for organized crime involvement, money laundering and corruption scandals (including high-ranking black politicians, remember, illegal casinos operated in the bantustans).
By the end of this era, in 1995, as much as 2000 illegal gambling venues operated in the country (most of them were small slot halls, there were only a few bigger casinos).
1996: The National Gambling Act overhauled the gambling legislation and legalized casinos & slot halls.
/Comment: This new approach of legalization was result of a 1994 government report published by the Lotteries and Gambling Board4, which was also referred to as the “Wiehahn Commission”, at that time.
The authors of the report found, that the numerous ill effects of rampant illegal gambling in the country could be easily eliminated by establishing a legal gambling industry with a strong regulatory authority and strict rules. Legalizing and taxing the many illegal venues also generated significant revenue for the state, and it weakened the many organized crime groups entrenched in the country./
While the Republic of South Africa is a federation of 9 provinces (namely: Eastern Cape, Free State, Gauteng, KwaZulu-Natal, Limpopo, Mpumalanga, Northern Cape, North West, Western Cape) casino are legal in all of them.
