Romania as we know it today was created when they gained independence from the Ottoman Empire in 1859.
1906 – The first written record of legal gambling in Romania is from 1906, when the Loteria Romana, the Romanian national lottery was created.
Just like all of Eastern Europe Romania was also part of the USSR from 1947 to 1989, and in the Soviet Union most forms of gambling were illegal (except regional lotteries in certain countries).
1991 – The first casino opened in Romania in 1991, after Romania gained its independence from Russia.
2009 – The modern gambling legislation of Romania was created in this year.
2010 – Online gambling was legalized.
Gambling is legal in Romania, according to the Government Emergency Ordinance no. 77/20091 on the Organisation and Operation of Gambling Activities, which is the central piece of legislation pertaining to gambling. The law was amended in 2013 (Government Emergency Ordinance no. 20/2013)2.
Romania’s gambling legislation is said to be the most liberal and permissive within the EU (details below, broken down by category, type of gambling). And consequently there are over 200+ slot halls in the country.

- temporary gambling games – for a period of three months, temporary casinos in tourist resorts or cruise ships
Online gambling is also legal in Romania since 2010.
Online licensed foreign online gambling operators can accept players from Romania. The government has also taken measures to make these sites unavailable to Romanians – currently, 1300+ unlicensed international gambling sites are known to be blocked by the internet service providers upon request of the authorities in Romania (in comparison, there are only 25 approved online gambling websites, as you can see the foreign operators are not very eager to get a Romanian gambling license, you have to force them, this is typical for every country, not just Romania, you can see some of these approved operators below).

The gambling licensing system in place in Romania is very simple and easy to understand. There are only two types of licenses. Class 1 and Class 2.
