However, exceptions are granted to licensed venues, and to the monopolies, so this is just a formality.

Casino table games and poker are completely banned. Therefore, there aren’t any brick-and-mortar casinos operating in the country2. However, there are slot machines, it is possible to operate gaming machines in venues with a liquor license if the profits go to charity or other philanthropic causes3.

This is not the case. And the EU Top Court ruled that in this case a country can not penalize or restrict unlicensed foreign operators, because they made it impossible for them to acquire licenses (here is an example of a EU Top Court case, Germany vs. the EU5).

Since 1994 only The University of Iceland and Íslandsspil (and their subsidiaries) are allowed to organize any form of gambling within the country, even for charity (except bingo). The lottery is entirely the monopoly of Íslandsspil.
UPDATE 2021: Currently there are talks again about legalising casinos in Iceland but so far nothing happened, and it is unlikely that anything will happen in the foreseeable future.
