Gambling is legal in Uruguay since 1819 (officially the Oriental Republic of Uruguay, population of 3.5 million, one of the more developed South American countries, where state owned gambling venues dominate the market, but some private operators are still present).
History of games of chance in Uruguay:
- 1819 – lottery was legalized (firs form of gambling to be legalized)
- 1856 – sports betting was legalized, and the National Directorate of Lotteries and Pools (DNLQ) was created
- 1882 – all forms of gambling apart from lottery and sports betting conducted by the state monopoly were made illegal by Ley #1,595
- 1936 – law no. 96301 allowed gambling businesses in the territory of the city of Rivera in order to develop tourism (casinos were required to be connected to hotels)
- 1940 – law no. 99942 allowed placing gambling establishments on the territory of Villa del Rio Branco
- 1970 – allows casino in 6 additional tourism zones (zona turística), where casino can be opened
- 1975 – law no. 143353 relaxed the government’s chokehold on the industry a little bit, and allowed a tiny bit more freedom for the few private operators present in the sector at the time (resulted in an increase in the number of private casinos), details of licensing process, fees, requirements were clarified (instead of licenses, there are concession agreements in Uruguay)
The current main piece of the gambling legislation is the Law for Gambling Games (Proyecto de Ley para Juegos de azar) 20164. However, for a long time only the state owned national lottery ” was legal. However, over time, a wide variety of games of chance and betting, wagering opportunities have been legalized (you can find a detailed breakdown of the various main forms of gambling below).
Quite a lot of the gambling sector is actually state owned, or partially state owned: domestic sports betting opportunities are a monopoly of the state (excluding pari-mutuel horse race betting on the two country’s two thoroughbred race tracks, both are owned by the private company CODERE), lottery is also a state monopoly, and many casinos are actually state owned, and operated (these all have the ‘Casinos del Estado Uruguay’ logo on them, like the casino on the picture above).
Online gambling is technically illegal since 2018, except for the state-run lottery company La Banca de Quinielas de Montevideo, and its website La Banca. For a long time, online gambling was not regulated. However, Decree No. 3665, by the late Tabaré Vázquez, who was president of Uruguay at the time, changed this. According to this 2017 presidential decree (in force since 2018) all of the unlicensed foreign gambling websites are now considered illegal, and online gambling is now strictly the monopoly of La Banca de Quinielas de Montevideo (the lottery company).
Despite this, Uruguayian players are not prosecuted for placing bets on foreign gambling websites, and neither are foreign operators (the laws of Uruguay only apply within the borders of Uruguay, and foreign operators are outside of the jurisdiction of the country). However, local rouge companies and illegally operating domestic internet gaming platforms are fined and prosecuted.
UPDATE 2021: Uruguay players who play online in foreign online casinos are still not prosecuted, and there are still no local alternatives (Le Banca is not an online casino, has very few and low quality games online, mostly football betting and online scratchcards), and the government still maintains its monopoly on digital gambling.

Gambling tax in Uruguay
There was a 10% (of gross revenue) tax on casinos prior to 2017. But since 2017, gambling companies will only have to pay a 0.75% tax on the gambling turnover6.
