This was true for all of South America at that time, not just Ecuador.
He demonized the entire industry and instead of reforming it (or making is tightly state controlled, e.g: Colombia) they just destroyed the entire sector. And in 2011 then president Rafael Correa convinced the Ecuadorian government to shut down all forms of gambling in the country (except the state owned lottery).
A country-wide referendum was held in May 2011 with the question: “Do you agree that businesses devoted to games of chance such as casinos and slot machine parlors should be banned?” The referendum passed, and after some debate, gambling was declared to be illegal. Casinos and other gambling establishments were given 6 months to close.1 The only exception is Lotería Nacional, the national lottery.
UPDATE 2021: gambling is still illegal in Ecuador.
This decision caused protests from people associated with the Ecuadorian gambling companies. After all, the industry had provided jobs for about 3000+ employees, many of them were forced into unemployment, with no real way to utilize their accumulated work experience and skills (most ended with significantly lower paid jobs in the hotel and hospitably sector,).
Online gambling is also considered to be technically illegal (except for online lottery). However, internet wagering & betting have never been regulated in Ecuador, and digital gambling was not part of the discussion surrounding the ban. Nothing illustrates this more, that since the ban, online lottery was actually made legal. But apart from the state owned online lottery, other forms of online gambling are considered to be illegal.
