Legal status of digital casinos in France: technically illegal, not enforced, players are not prosecuted, you can play freely online due to various laws of the EU and the European Economic Area
Online casinos are technically illegal in France, even though online gambling is legal in the country since 2009, according to Law 2010-476 2010 (Loi no. 2010-476 du 12 mai 2010 relative à l’ouverture à la concurrence et à la régulation du secteur des jeux d’argent et de hasard en ligne)1.
The official reason for this is that digital slots are thought to very addictive, much more so than other forms of gambling.

However, this is not enforced, French players can play freely in digital casinos licensed in other EU (European Union) countries or in other countries, which are part of the EEA (European Economic Are) due to the interplay of various complicated laws. The following is the detailed explanation of why this is the case.
France is a member of the EU (a founding member) and as such the country is also part of the EEA. Therefore, Article 56 TFEU2 and Article 8 of Directive 98/34/EC3 (colloquially referred to as EU gambling directives) apply to France and its’ overseas territories (collectivité d’outre-mer):
- Mayotte;
- Réunion;
- French Guiana;
- Guadeloupe;
- Martinique;
- French Southern and Antarctic Lands (no permanent population).
/Comment: However, Article 56 TFEU and Article 8 of Directive 98/34/EC do not apply to the so called collectivities (collectivité d’outre-mer. e.g.: Saint-Barthélemy, Saint-Martin).
These articles of law state that EU online casino companies should be provided access to the French online gambling market, and a way to obtain local licences, including online casino licenses.
However, because France does not issue digital casino licenses, online gambling websites licensed in other EU countries can not be blocked or prosecuted, according to some interpretations of the EU laws. Because that would violate the free flow of services within the European Economic Area (EEA).
Opinions are divided on this issue, and there is considerable litigation behind the scenes. Verdicts vary greatly and they depend on the judges’ interpretation of the EU, EEA and local laws. Therefore, some online casinos (you can see a list of them below), which are licensed in the EU (or have subsidiaries licensed in countries, which are members of the EEA), continue to accept players from France.
/Comment: Many European countries are in a similar situation. The verdicts of the EU top court are manifold and controversial.
E.g.: Germany was in a similar situation. It did not issue online casino licenses prior to 2021, and the EU top court ruled that Germany can not block or prosecute unlicensed operators (or their players) because they didn’t provide them with a way to obtain local online casino licenses.
UPDATE 2022: However, German authorities started issuing online casino licenses in 2021 due to pressure from the EU.
It seems like the EU’s firm stance on market liberalization and their commitment to the unified EEA is slowly emerging victorious from this drawn-out legal battle.
This is indicative that eventually France will also open up its online casino sector, due to mounting pressure5./
As a result of this, French players can freely visit offshore online gambling websites (as long as they have a subsidiary, which is licensed by an EU member country), and they are not prosecuted for it, despite it being illegal domestically.
However, despite the EU Laws, the French government does block the biggest international online wagering sites, according to Decree 2011-21224, albeit illegally. Many of the blocked online gambling companies have taken action, and there are many ongoing lawsuits as a result.
UPDATE 2022: This is far from a settled issue, but digital casino licenses are still not issued by the ANJ (L’Autorité nationale des Jeux, the French online gambling authority), despite the. pressure form the EU. Most of the casinos is France are smaller venues barely more than slot halls, although there some bigger casinos located in landmark buildings.

Casino tax rates are extremely high in France.
These high taxes keep the number of gaming venues down, and it forces several operators out of business regularly (but new ones take their place, and the number of licensed casinos venues stagnate at around 200, since 20136).
The French tax system is progressive* and it’s also very complicated. It’s probably the worst gambling tax regime in the entire world. You can see it below.

The Casino Barriere in Paris is France’s biggest casino and it is Paris’ only casino.
It’s a luxury casino establishment for the upper classes with a dress code and a €16 entrance fee.
The building is known for its a Belle Epoque-style façade, huge fountains and for the Klimt-style frescoes and gold decorations inside. It exudes wealth, luxury and the venue is priced accordingly.
Despite the astronomical prices it’s the second most visited landmark in the region of Val-d’Oise
The gambling establishments also has multiple VIP rooms with high roller tables for those whom desire a more personal experience (and can afford it). They also a have a 195 m² theatre (for US people: not movie theatre, actual theatre) for plays, French variety and pop and rock concerts, musicals, stand-up comedy and cabaret.
This is the flagship venue of the Groupe Lucien Barrière group, the biggest French casino group, which has 30 casinos throughout the country.
