1961: Gambling has been officially legal in Ethiopia since 1961. This years marks the founding of the National Lottery Administration as well.

1981: National Lottery Administration was reorganized to be the gambling authority in additionally to being the operator of he national lottery.

2013: Gambling licence was granted to Ghion Hotel in the capital Addis Ababa (the hotel no longer operates a casino).

Gambling is legal in Ethiopia, since 1961, according to Proclamation number 1831.

The gambling authority of Ethiopia is the National Lottery Administration.

Despite it being legal Ethiopia does not currently have a casino. The sports betting sector is the most important and fastest developing sector since 2019, and it dominated by Ethiopian local gambling company Bet2514.

Despite the 19 licensed gambling companies active in the country, the gambling sector (apart from the thriving sports betting sector) appears to be very underdeveloped despite the size of the country.

1., The main reason for this is that foreign gambling companies are not granted a licence in Ethiopia, only local gambling companies are allowed to operate according to Article 4(26) of Council of ministers Investment Regulation No. 474/20205.

2., According to the various online sources the second most important reason for this is the ineptitude and corruptions of the National Lottery Administration. The gambling authority is infamous and it is hated by most Ethiopians (the government in general is despised by most of the citizenry).

/Comment: We don’t know how much of this is true, analyzing the political climate and corruption allegations in Ethiopia is beyond the scope of a gambling blog, we will focus on the legal status of the various forms of games of chance instead. Therefore, take this with a grain of salt./

3., The third reason for the underdeveloped gambling sector is that the previous political regimes were against gambling and they were far from stable.

Online gambling was not regulated in Ethiopia. However, since 2019 online sports betting has been legalized due to the rapid growth of the sports betting sector and the lobbying of the new Ethiopian bookmakers. Other forms of online gambling remain unregulated.
