Gambling is legal in Equatorial Guinea since 1995, according to Ley Num. 2/1995 por la que se regula las modalidades de autorizacion, explotacion y control de los juegos de recreo y de azar en la republica de Guinea Equatorial (better known as the 1995 Recreational Gambling Games Law)1.

The Gambling Act was updated in 2005 and this updated version still serves as the main piece of the gambling legislation to this day.

The two main forms of games of chance recognized by the gambling legislation are:

  • casino gambling (including poker, gaming machines, table games and other card games, all of them are considered casino games)
  • and lottery (including lottery like games, e.g.: bingo, raffles, keno, scratchcards)

 

The country had a surprisingly developed casino sector surprisingly, despite the size and the poverty of the population.

/Comment: Used to have 6 casinos, centered in Malabo, despite the very low number of tourists. Most of them closed due to the coronavirus pandemic./

Gambling establishments must acquire a licence from the the Ministro de Cultura, Turismo y Francofonia to operate legally (details of the Equatorial Guinea gambling licensing process can be found below).

While multiple casino licences can be issued, the law states that only a single lottery operator may be granted rights to provide  lottery games and products in Equatorial Guinea (details an be found in the Equatorial Guinea lottery section below).

Online gambling is not regulated and it is not mentioned by the Equatoguinean gambling law. This is not surprising seeing that the gambling legislation was last updated in 2005.

Additionally, the internet penetration rate in the country is only 26%, which further contributes to the underregulation of the sector2.
