El Salvador Gambling Guide
Gambling in El Salvador (officially the Republic of El Salvador, the smallest country in Central America, population of around 6 million) is officially illegal (except the national lottery), but it’s de facto legal due to loopholes, and it is tolerated, and the gambling ban is ignored by the local municipalities.
Originally most forms of gambling were banned, with the exception of the state owned national lottery (which predates this ban, and it is in operation since 1870). However, due to the antiqued wording, outdated terminology, and narrow scope, there were some loopholes, which were abused.
Details: The source of all this confusion is the 1983 Constitution of el Salvador1, which gave local municipalities a lot of freedom to make independent decisions, and pass local laws in “economic and technical matters”. This has resulted in the issuance of gambling licenses in a country, where gambling was officially illegal.
Additionally, Presidential decree Number 274 from 19862 also reinforced the legislative independence of the local municipalities, and it directly mentions gambling, which was a point of contention even back then.
The gambling ban was reinforced in 2002 by the Ley 35-20023, and all gambling houses were ordered to shut down.

That there was ever need for such a law makes it obvious that the ban on gambling was blatantly disregarded, and the loopholes were actively abused even back then.
The 2002 ban was in response to attempts of gambling establishments (which operated semi-illegally, using various loopholes, some with organized crime connections, and with the help of corrupt politicians, most notably the company Crown Group El Salvador, owners of Casino Crown Colonial, in the capital, San Salvador) to officially legalize casinos in the country.
This is not surprising, and it is very much in line with the country’s bad reputation.
/Comment: Most notably: issue with corruption, drug cartels, street gangs, and sadly, they had the highest number of murders per capita in the world, excluding actual warzones, in 2015, UPDATE 2021: but the situation has greatly improved since, and the murder rate decreased by at least 50%4 but the people are still fleeing this impoverished country, mostly migrating to the USA illegally fora better life./

The Casino Crown Colonial in San Salvador (established in 1999) is the biggest casino in the country. They also have a second casino in San Miguel. In accordance with the 2002 gambling regulation, they are only allowed to sell lottery products officially, and some are officially bingo halls, and are called as such, even to this day.
